झारखंड में विकास की अवधारणा व सियासत दोनों बदल चुकी है…सरना कोड की आड़ में कई चुनावी वादों को हाशिये पर डालने की कहीं तैयारी तो नहीं…!

दिल्ली में आयोजित नीति आयोग की बैठक में जो बातें हेमंत सोरेन ने कही, वे इस सवाल का जवाब है कि सरना कोड की मांग तो केंद्र सरकार ही पूरी कर सकती है, लेकिन अन्य चुनावी वादे जो राज्य सरकार ने किये हैं, वे पूरी क्यों नहीं कर रही है? मसलन, लैंड बैंक को खत्म करना, संशोधित भूमि अधिग्रहण कानून को वापस लेकर कांग्रेस के जमाने में पारित भूमि एवं पुनर्वास कानून को फिर से लागू करना, पेसा कानून को लागू करना, 1932 के खतिहान पर आधारित डोमेसाइल नीति बनाना, वनाधिकार कानून के तहत जमीन के पट्टे वनक्षेत्र में बसे आदिवासियों को लागू करना आदि.

दरअसल, नीति आयोग की बैठक में हेमंत सोरेन ने दो बेहद महत्वपूर्ण बातें कही. एक तो कि राज्य में लागू टेनेंसी कानून विकास की राह में अवरोध बने हुए हैं. दूसरी वे यह भी चाहते हैं कि ‘फारेस्ट क्लियरेंस’ मिलने में देरी की वजह से राज्य में नये उद्योग नहीं लग पा रहे हैं. वे चाहते हैं कि जिस तरह उत्तर के राज्यों में इन्हें आसान कर केंद्र सरकार ने मदद की है, उसी तरह के कदम उठा कर झारखंड को भी मदद करें.

क्या हेमंत सरकार पेसा कानून को अटकाए रखना चाहती है?

जाहिर है, ऐसी स्थिति में वे लैंड बैंक को खत्म करेंगे, या वन क्षेत्र में बसे आदिवासियों को जमीन के पट्टे देने के अभियान में तेजी लायेंगे, या पेसा कानून को सच्चे अर्थों में लागू करेंगे, हालांकि इसकी उम्मीद करना बेमानी है. विकास की अवधारणा और सियासत दोनों बदल चुकी है. हाल के कुछ महीनों में, खास कर अदानी से कुछ महीनों पहले हुई मुलाकात के बाद. इसलिए सरना कोड, जो केंद्र सरकार की सहमति से ही मिल सकता है, के लिए आंदोलन तो करने लगा है झामुमो, लेकिन अन्य मांगों के प्रति उदासीन है.

यह सवाल इंडिया गठबंधन में शामिल अन्य दलों से, खास कर कांग्रेस से भी पूछा जाना चाहिए कि सरना कोड तो केंद्र सरकार की सहमति से ही अंततोगत्वा मिलनी है, लेकिन अन्य चुनावी वादे कब पूरी होंगी? झामुमो के साथ-साथ कांग्रेस भी जोरशोर से सरना कोड के लिए आंदोलन करने में लग गयी हैं, लेकिन उन मुद्दों को पूरा क्यों नहीं कर रही हैं जो राज्य सरकार को करना है.

‘सरना कोड’ की मांग के कोलाहल में अन्य मांगें कहीं नेपथ्य में न चली जायें?

कहीं उनकी साजिश यह तो नहीं कि धार्मिक और संवेदनशील ‘सरना कोड’ की मांग के लिए आंदोलनों के कोलाहल में अन्य मांगें नेपथ्य में चली जायें? जिस तरह आपरेशन सिंदूर के कोलाहल में मोदी सरकार ने हर अन्य बुनियादी सवालों-शिक्षा, स्वास्थ्य, बेरोजगारी, आर्थिक विषमता- को नेपथ्य में डाल दिया है. क्या झारखंड में इंडिया गठबंधन भी उसी रणनीति पर चल पड़ी है?

गौर से देखिये, इस बार सत्ता में आने के बाद राज्य सरकार ने अब तक किया क्या है? मईया सम्मान योजना, वकीलों के लिए स्वास्थ्य बीमा योजना, सरकारी कर्मचारियों के लिए पेंशन स्कीम फिर से लागू करना, उनके लिए महंगाई भत्ता, आदि. यानि, थोड़ा बहुत लाभ का काम संगठित क्षेत्र के लिए किया गया है, आदिवासी और वंचित जमात के लिए अब तक कोई ठोस काम होता नहीं दिखा है.

यह सरकार जल, जंगल, जमीन की रक्षा क्या करेगी, जब हेमंत ही खुद कह रहे हैं कि ‘टिनेंसी एक्ट’ और ‘ फारेस्ट क्लियरेंस’ में होनेवाला विलंब राज्य में उद्योग के विकास में बाधक है. इसलिए पेसा के लिए आंदोलन चलाते रहिए, सियासत और मुद्दे बदल चुके हैं. कुछ होगा तो जन आंदोलन और जन दबाव से ही मुमकिन होगा.
