गुणवत्ता शिक्षा और जवाबदेही पर ज़ोर: शिक्षा मंत्री की अध्यक्षता में राज्यस्तरीय समीक्षा बैठक सम्पन्न

रांची, 10 जून 2025 — झारखंड शिक्षा परियोजना परिषद के तत्वावधान में सोमवार को रांची में राज्यस्तरीय समीक्षा बैठक का आयोजन किया गया। बैठक की अध्यक्षता राज्य के शिक्षा मंत्री श्री रामदास सोरेन ने की। इस दौरान उन्होंने प्रदेशभर में शिक्षा व्यवस्था को सुधारने के उद्देश्य से कई सख्त निर्देश जारी किए, जिनमें औचक निरीक्षण, शिक्षक प्रशिक्षण की अनिवार्यता और पोषण योजनाओं की निगरानी शामिल हैं।

जिलों में होगी साप्ताहिक स्कूल जांच, शिक्षकों को चेतावनी

बैठक में मंत्री ने निर्देश दिया कि सभी जिला शिक्षा पदाधिकारी (DEO) और जिला शिक्षा अधीक्षक (DSE) सप्ताह में कम-से-कम एक प्रखंड के विद्यालयों का औचक निरीक्षण करें। निरीक्षण की जियो टैग्ड तस्वीरें विभाग को सौंपनी होंगी।
उन्होंने शिक्षकों को आगाह करते हुए कहा कि,

“स्कूल को सिर्फ सरकारी नौकरी का जरिया न समझें, बल्कि इसे सामाजिक जिम्मेदारी मानकर कार्य करें। गुणवत्ता शिक्षा तभी संभव है जब हर शिक्षक और पदाधिकारी अपनी भूमिका गंभीरता से निभाएं।”

लापरवाही पर तीन जिलों को शोकॉज, अन्य को चेतावनी

शिक्षा विभाग के सचिव श्री उमाशंकर सिंह ने पूर्वी सिंहभूम, लोहरदगा और सिमडेगा जिलों को पोशाक, स्टेशनरी व शू-सॉक्स वितरण में लापरवाही के चलते शोकॉज नोटिस जारी करने के निर्देश दिए। वहीं जामताड़ा जिले के कमजोर प्रदर्शन पर भी नाराज़गी जताई गई।
सचिव ने देवघर, पश्चिम सिंहभूम, पलामू और लोहरदगा में 50 स्कूलों का रैंडम सर्वे कराने और रिपोर्ट के आधार पर उचित कार्रवाई के निर्देश दिए।

अनिवार्य C-CPD प्रशिक्षण में अनुपस्थित शिक्षकों पर होगी सख्ती

शिक्षकों की पेशेवर दक्षता बढ़ाने हेतु 50 घंटे के C-CPD प्रशिक्षण को अनिवार्य किया गया है। बैठक में स्पष्ट किया गया कि इस प्रशिक्षण में अनुपस्थित शिक्षकों को कारण बताओ नोटिस दिया जाएगा और जवाब असंतोषजनक होने पर आरोप पत्र जारी कर विभागीय कार्रवाई की जाएगी।

शिक्षकों के प्रतिनियोजन और वेतन संबंधी मामलों में तेजी

सचिव ने निर्देश दिया कि जुलाई के पहले सप्ताह तक प्रवर्तन वेतन से जुड़े सभी लंबित मामलों का निपटारा किया जाए। इसके अलावा रांची, पलामू, लातेहार, दुमका, पूर्वी सिंहभूम, हजारीबाग और रामगढ़ जिलों में स्नातक प्रशिक्षित शिक्षकों के प्रतिनियोजन की जांच का आदेश भी दिया गया।

स्कूल मैनेजर की नियुक्ति प्रक्रिया जून तक पूरी करने के निर्देश

सीएम स्कूल ऑफ एक्सीलेंस के अंतर्गत स्कूल मैनेजरों की नियुक्ति प्रक्रिया में हो रही देरी पर नाराजगी जताते हुए सचिव ने इसे जून के अंत तक पूरा करने का निर्देश दिया। उन्होंने कहा कि प्रशासनिक विलंब शिक्षा की गुणवत्ता को प्रभावित करता है, जो किसी भी सूरत में स्वीकार्य नहीं होगा।

छात्रों की स्वास्थ्य जांच पर विशेष बल

परियोजना निदेशक श्री शशि रंजन ने कहा कि राष्ट्रीय बाल स्वास्थ्य कार्यक्रम (RBSK) को पीएम पोषण योजना से जोड़कर सभी बच्चों की स्वास्थ्य जांच सुनिश्चित की जाए। MIS पोर्टल पर नियमित डेटा अपलोडिंग की अनिवार्यता दोहराई गई।

बैठक में सभी जिलों के शिक्षा अधिकारियों को निर्देश दिया गया कि वे राज्य द्वारा निर्धारित 18 संकेतकों के आधार पर जिलों में कार्य की मासिक समीक्षा उपायुक्तों की अध्यक्षता में सुनिश्चित करें। शिक्षा मंत्री ने स्पष्ट किया कि अब कोई भी लापरवाही बर्दाश्त नहीं की जाएगी और गुणवत्ता शिक्षा को सर्वोच्च प्राथमिकता दी जाएगी।
