झारखंड शिक्षा परिषद की सख्ती: शिक्षा अभियान की धीमी प्रगति पर अधिकारियों को नोटिस, पीटीएम में जनप्रतिनिधियों की उपस्थिति अनिवार्य होगी

रांची  — झारखंड शिक्षा परियोजना परिषद (JEPC) में आज एक उच्चस्तरीय समीक्षा बैठक में स्कूल रुआर अभियान 2025, आउट ऑफ स्कूल बच्चों के नामांकन, शैक्षणिक प्रक्रियाओं के अनुपालन और शिक्षा की गुणवत्ता पर गहन मंथन हुआ। परिषद के प्रशासी पदाधिकारी सचिदानंद दि. तिग्गा की अध्यक्षता में आयोजित इस बैठक में राज्य एवं जिला स्तर के अधिकारी शामिल हुए।

स्कूल रुआर और नामांकन प्रगति पर असंतोष, फिसड्डी जिलों को चेतावनी

बैठक में सामने आया कि पलामू और सरायकेला-खरसावां जिले स्कूल रुआर 2025 अभियान में अपेक्षित प्रगति नहीं कर पाए हैं। दोनों जिलों के प्रभाग प्रभारियों को 10 जुलाई तक शत-प्रतिशत डेटा अपलोड करने का निर्देश दिया गया है। परिषद के अनुसार अब तक 1,38,945 बच्चों का नामांकन इस अभियान के तहत हो चुका है, जिनमें 4,019 दिव्यांग बच्चे (CwSN) भी शामिल हैं।

आउट ऑफ स्कूल मॉड्यूल में गंभीर लापरवाही, कई जिलों को शोकॉज

गिरिडीह, हजारीबाग, खूंटी और लोहरदगा जिलों में प्राथमिक स्तर पर नामांकन डेटा शून्य पाए जाने पर संबंधित अधिकारियों को स्पष्टीकरण नोटिस जारी किया गया। वहीं माध्यमिक स्तर पर चतरा, पांकी, पश्चिमी सिंहभूम सहित अन्य जिलों में भी नामांकन प्रगति धीमी रही। परिषद के अनुसार इस वर्ष 26,741 (प्राथमिक) और 8,529 (माध्यमिक) बच्चों को शिक्षा प्रणाली से जोड़ा गया है।

अब पीटीएम में भी जनप्रतिनिधियों की भागीदारी अनिवार्य

लोकभागीदारी प्रभाग की प्रभारी ममता लकड़ा ने बताया कि सितंबर 2025 से प्रत्येक पीटीएम (Parents-Teachers Meeting) में स्थानीय जनप्रतिनिधियों की उपस्थिति अनिवार्य कर दी जाएगी। उन्होंने कहा कि इस निर्णय को राज्य स्तरीय नियम के रूप में जल्द लागू किया जाएगा। साथ ही, अब तक 12,273 स्कूलों ने पीटीएम डेटा पोर्टल पर अपलोड नहीं किया है — इस पर गंभीरता से कार्रवाई की जाएगी।

लेसन प्लान, स्प्लिट सिलेबस, बायोमेट्रिक उपस्थिति को लेकर कड़ा रुख

प्रशासी पदाधिकारी ने चेतावनी दी कि लेसन प्लान, स्प्लिट सिलेबस, मासिक रेल परीक्षा और बायोमेट्रिक उपस्थिति में लापरवाही करने वाले शिक्षकों के खिलाफ कार्रवाई तय है। इन बिंदुओं पर राज्य सचिवालय से स्पष्ट दिशा-निर्देश जिलों को भेजे गए हैं, और जिला शिक्षा अधिकारियों को पत्र जारी करने का निर्देश भी दे दिया गया है।

20% से अधिक फेल तो शिक्षक होंगे ज़िम्मेदार

बैठक में यह भी तय किया गया कि यदि किसी विषय में कक्षा के 20% से अधिक छात्र फेल होते हैं तो उस विषय के शिक्षक पर जवाबदेही तय की जाएगी। ऐसी स्थिति में शिक्षकों की सूची बनाकर विभाग को भेजने का आदेश दिया गया है।

आउट ऑफ स्कूल बच्चों के लिए STC पुनर्स्थापन

विशेष प्रशिक्षण केंद्र (STC) के पुनर्स्थापन का निर्देश देते हुए परिषद ने बताया कि जुलाई माह से विशेष प्रशिक्षण कार्यक्रम की शुरुआत होगी। इसके लिए प्रशिक्षित मास्टर ट्रेनर, वालंटियर्स, रिसोर्स शिक्षक और प्रधानाध्यापकों को अलग से प्रशिक्षण भी दिया जाएगा।

इस सख्त समीक्षा बैठक से स्पष्ट है कि शिक्षा विभाग अब लक्ष्य आधारित निगरानी और जवाबदेही की नीति पर तेजी से आगे बढ़ रहा है। धीमी प्रगति वाले जिलों और लापरवाह अधिकारियों को चेतावनी के साथ सुधार का मौका भी दिया गया है।
