भूटान की सरकारी स्वामित्व वाली बिजली कंपनी के साथ अदाणी पावर का करार, दोनों मिलकर बनाएंगे हाइड्रोपावर प्रोजेक्ट

पड़ोसी देशों से करीबी बढ़ाने की बड़ी पहल, व्यापार और कूटनीति की कदमताल

नई दिल्ली,   अदाणी पावर और भूटान की सरकारी स्वामित्व वाली बिजली उत्पादन कंपनी ड्रुक ग्रीन पावर कॉर्प लिमिटेड (डीजीपीसी) शनिवार को भूटान में 570 मेगावाट की वांगछू हाइड्रोइलेक्ट्रिक प्रोजेक्ट स्थापित करने के लिए शेयरहोल्डर्स एग्रीमेंट (एसएचए) पर हस्ताक्षर किए।

इस मौके पर पावर परचेस एग्रीमेंट (पीपीए) पर सैद्धांतिक सहमति भी बनी और डेवलपर्स ने भूटान की शाही सरकार के साथ प्रोजेक्ट के लिए रियायत समझौते (सीए) पर भी हस्ताक्षर किए। भूटान के प्रधानमंत्री दाशो शेरिंग तोबगे और अदाणी समूह के अध्यक्ष गौतम अदाणी की उपस्थिति में समझौतों पर हस्ताक्षर किए गए।

भारत-भूटान की दोस्ती को मजबूती देगी परियोजना

भूटान अपने ग्रॉस नेशनल हैपीनेस (सकल राष्ट्रीय खुशहाली) और हिमालय से मिलने वाली जीवनदायिनी उर्जा के जरिए स्वच्छ ऊर्जा महाशक्ति के रूप में उभर रहा है। अदाणी पावर जैसी भारतीय प्राइवेट कंपनी के साथ हाइड्रोपावर प्रोजेक्ट की शुरुआत भारत और भूटान के बीच दोस्ती को और मजबूती देगा।

इस समझौते के साथ ही अदाणी पावर और डीजीपीसी के लिए रन-ऑफ-रिवर वांगछू हाइड्रोइलेक्ट्रिक प्रोजेक्ट के कार्यान्वयन को बीओओटी (बिल्ड, ओन, ऑपरेट, ट्रांसफर) मॉडल पर शुरू करने का मार्ग प्रशस्त हो गया है।

वांगछू प्रोजेक्ट में रिन्यूएबल एनर्जी पावर प्लांट और संबंधित इंफ्रास्ट्रक्चर की स्थापना में लगभग 60 अरब रुपए का निवेश होगा।

भूटान अगले दशक में एक हाई इनकम ग्रॉस नेशनल हैप्पीनेस (जीएनएच) देश बनने का प्रयास कर रहा है। ऐसे में हाइड्रोपावर और सोलर एनर्जी जैसे रिन्यूएबल एनर्जी संसाधनों से भरोसेमंद और सस्ती बिजली तक पहुंच देश के आर्थिक विकास को रफ्तार मिलेगी।

एक बिजली परियोजना से बढ़ कर है यह प्रोजेक्ट

भूटान के लिए, यह सिर्फ एक बिजली परियोजना नहीं है बल्कि अपनी अर्थव्यवस्था को नया ईंधन देने वाला कदम है। इसके जरिए स्थानीय रोज़गार, तकनीकी क्षमता और राजस्व में विविधता आएगी। अब तक भूटान ऊर्जा निर्यात और पर्यटन पर अधिक निर्भर है।

दूसरी तरफ भारत के लिए, यह ऊर्जा सुरक्षा को मज़बूत करने का मौका है। आंकड़े बताते हैं कि भूटान के निर्यात में बिजली का योगदान पहले से ही 40 प्रतिशत से ज़्यादा है, और इसका ज़्यादातर हिस्सा भारत को जाता है।

भारत हमेशा से भूटान का सबसे करीबी साझेदार रहा है और वहां पैदा होने वाली स्थानीय खपत से ज्यादा पैदा हुई बिजली के लिए एक तैयार बाज़ार प्रदान करता है। यह दिखाता है कि कैसे दो पड़ोसी देश कूटनीति और विकास के बीच तालमेल बिठाकर साथ आ सकते हैं।

भूटान की माइंडफुल सिटी परियोजना को लगेंगे पंख

भूटान ने पिछले साल नया शहर ‘माइंडफुलनेस सिटी’ गेलेफू में बनाने की घोषणा की है। यह इलाका जैविक हॉटस्पॉट है और यहां क्‍लीन एनर्जी की भरपूर संभावना है। इस प्रोजेक्ट के बारे में बताते हुए भूटान के प्रधानमंत्री दाशो शेरिंग तोबगे ने कहा था कि गेलेफू की धरती सुंदर और प्राचीन है।

इसलिए, इस शहर को यहां बसाया जा रहा है। ‘माइंडफुलनेस सिटी’ को चरणों में बनाया जाएगा और इसके 21 साल में पूरा होने की उम्मीद है। इसे बनाने में प्राइवेट पार्टनर्स सड़कों, पुलों, हवाई अड्डे, घरों, स्कूलों, अस्पतालों और व्यवसायों में निवेश करेंगे। ‘माइंडफुलनेस सिटी’ सिंगापुर से भी बड़ा होगा। यह समझौता भूटान में तैयार हो रही इस महात्वाकंक्षी परियोजना को भी उड़ान देने में मदद करेगा।

महत्वपूर्ण बिंदु

–  निर्माण कार्य 2026 की पहली छमाही तक शुरू होने की उम्मीद है। इसे शिलान्यास के पांच साल के भीतर पूरा करने का लक्ष्य रखा गया है।

– भूटान 2040 तक जलविद्युत में 15,000 मेगावाट और सौर ऊर्जा उत्पादन क्षमता में 5,000 मेगावाट की अतिरिक्त वृद्धि करने की योजना बना रहा है।

– अदाणी ग्रुप और डीजीपीसी के बीच मई 2025 में एक समझौते पर हुए थे हस्ताक्षर।

समझौते का मकसद भूटान में 5,000 मेगावाट की हाइड्रोपावर (जलविद्युत) परियोजनाएं मिलकर विकसित करना है। वांगछू इस समझौता ज्ञापन के तहत शुरू की जाने वाली पहली जलविद्युत परियोजना है।
