गुमला। जिले में शिक्षकों और शिक्षा विभाग के कर्मियों की बायोमैट्रिक उपस्थिति असंतोषजनक पाए जाने पर उपायुक्त प्रेरणा दीक्षित ने कड़े निर्देश जारी किए हैं। अब सभी शिक्षक और कर्मी स्कूल आने और छुट्टी के समय अनिवार्य रूप से बायोमैट्रिक उपस्थिति दर्ज करेंगे।
ई-विद्यावाहिनी से उपस्थिति की निगरानी
गुमला जिले के सरकारी और सहायता प्राप्त प्राथमिक से लेकर उच्चतर माध्यमिक विद्यालयों तक सभी शिक्षकों और कर्मियों की उपस्थिति दर्ज करने के लिए पहले से ही ई-विद्यावाहिनी एप्लिकेशन उपलब्ध है। इसके लिए विद्यालयों में टैब और अटेंडेंस डिवाइस की व्यवस्था की गई है। साथ ही, छुट्टी या अवकाश लेने के लिए ऑनलाइन आवेदन और अप्रूवल प्रणाली भी लागू है।
इसके बावजूद जिले में बायोमैट्रिक उपस्थिति का औसत संतोषजनक स्तर पर नहीं पहुंचा। इस स्थिति को सुधारने के लिए उपायुक्त ने जिला और प्रखंड स्तर पर विशेष दल का गठन कर कार्ययोजना बनाई है।
डेटा-आधारित मॉनिटरिंग और सख्त कार्रवाई
उपायुक्त ने निर्देश दिया है कि प्रतिदिन सुबह पिछले दिन की उपस्थिति का विश्लेषण किया जाए और उसी आधार पर अनुशासन और व्यवहार सुधार की रणनीति बनाई जाए।
- प्रखंड स्तरीय दल शिक्षकों और कर्मियों के ई-विद्यावाहिनी रजिस्ट्रेशन की जांच करेगा।
- यदि किसी सेवानिवृत्त, मृतक या स्थानांतरित कर्मी का नाम पाया जाता है तो उसे तुरंत हटाया जाएगा।
- जिला स्तरीय दल एक सप्ताह के भीतर यह सुनिश्चित करेगा कि सभी का बायोमैट्रिक रजिस्ट्रेशन पूरा हो चुका है।
लगातार अनुपस्थिति पर सख्त कार्रवाई की जाएगी। वहीं, शत-प्रतिशत उपस्थिति वाले शिक्षक और विद्यालयों को सम्मानित किया जाएगा और उनके नाम नोटिस बोर्ड पर प्रदर्शित किए जाएंगे।
सामुदायिक भागीदारी पर जोर
उपायुक्त ने निर्देश दिया है कि शिक्षकों की मासिक उपस्थिति का ब्यौरा अभिभावक-शिक्षक बैठकों और विद्यालय प्रबंधन समिति की बैठकों में साझा किया जाए। 75 प्रतिशत से कम उपस्थिति पाए जाने पर संबंधित शिक्षक को तुरंत चेतावनी पत्र दिया जाएगा और पुनरावृत्ति होने पर कारण बताओ नोटिस जारी होगा।
साथ ही, उपायुक्त ने शिक्षा अधिकारियों और बीआरपी-सीआरपी कर्मियों को नियमित रूप से विद्यालय भ्रमण करने का निर्देश दिया है।
जिम्मेदारी तय, आदेश उल्लंघन पर कार्रवाई
उपायुक्त ने स्पष्ट किया है कि यदि बायोमैट्रिक नियमों का पालन किए बिना अनुचित तरीके से वेतन निकासी की जाती है, तो संबंधित अधिकारी-कर्मी स्वयं जिम्मेदार होंगे।
ज्ञात हो कि उपायुक्त ने 9 सितंबर 2025 को जिला समाहरणालय में हुई बैठक में शिक्षकों को समय पर सिलेबस पूरा करने और बायोमैट्रिक उपस्थिति दर्ज करने के लिए पहले ही चेतावनी दी थी। इसके बाद, 11 सितंबर को जिला शिक्षा पदाधिकारी ने उपस्थिति की समीक्षा कर 100 से अधिक शिक्षकों से स्पष्टीकरण भी मांगा है।
