सीएम स्कूल ऑफ एक्सीलेंस को लेकर शिक्षा सचिव की उच्चस्तरीय समीक्षा बैठक संपन्न

सिलेबस कवरेज, SA1–SA2, डिजिटल रिपोर्ट कार्ड, टीएनए–CCPD पर अधिकारियों को कई सख्त और महत्वपूर्ण निर्देश

स्कूली शिक्षा एवं साक्षरता सचिव श्री उमाशंकर सिंह की अध्यक्षता में आज राज्य में संचालित सभी सीएम स्कूल ऑफ एक्सीलेंस से संबंधित शैक्षणिक प्रगति, सिलेबस कवरेज, SA1 परिणाम, प्री-टेस्ट 1, डिजिटल रिपोर्ट कार्ड, शिक्षक प्रतिनियुक्ति एवं विद्यालयीय प्रबंधन जैसे महत्वपूर्ण बिंदुओं पर विस्तृत समीक्षा बैठक आयोजित की गई।

सिलेबस कवरेज की होगी नियमित मॉनिटरिंग—लापरवाही पर कार्रवाई

सचिव ने कहा कि सीएम स्कूल ऑफ एक्सीलेंस राज्य के मॉडल विद्यालय हैं, ऐसे में
“एक भी बच्चा बोर्ड परीक्षा में अनुतीर्ण न रहे”—इस लक्ष्य के साथ कार्य किया जाए।
उन्होंने स्पष्ट निर्देश दिया—

• सभी विषयों का सिलेबस समय से पहले पूरा किया जाए।
• पर्याप्त शिक्षक उपलब्ध होने के बावजूद प्रदर्शन खराब पाए जाने पर विषय शिक्षक व एचएम संयुक्त रूप से उत्तरदायी होंगे।
• 33% से कम अंक आने की स्थिति में दोनों के विरुद्ध कार्रवाई की जाएगी।
• राज्य पीएमयू की टीम को कुछ विद्यालयों का विशेष निरीक्षण करने का निर्देश दिया गया।

SA2 परीक्षा फरवरी में, परिणाम खराब रहा तो स्कूल प्रबंधक व प्राचार्य पर कार्रवाई

सचिव ने कहा कि फरवरी 2026 में Summative Assessment-2 (SA2) आयोजित किया जाएगा।
उन्होंने निर्देश दिया—

• सभी विद्यालय 100% छात्र उपस्थिति और 100% उत्तीर्णता का लक्ष्य रखें।
• SA2 के परिणाम असंतोषजनक पाए जाने पर स्कूल प्रबंधक एवं प्राचार्य के विरुद्ध कार्रवाई की जाएगी।

SA1 में 45% से कम अंक लाने वाले विद्यार्थियों को प्रतिदिन रेमिडियल क्लास अनिवार्य

सचिव ने निर्देश दिया कि—

• SA1 में 45% से कम अंक प्राप्त करने वाले विद्यार्थियों के लिए प्रतिदिन रेमिडियल क्लास आयोजित की जाए।
• रेमिडियल क्लास नहीं मिलने की शिकायत पर विद्यालय के विरुद्ध तत्काल कार्रवाई की जाएगी।
• कक्षाओं में पीयर लर्निंग को बढ़ावा देने पर भी जोर दिया गया।

कोडरमा: सीडी गर्ल्स सीएम स्कूल ऑफ एक्सीलेंस में लापरवाही—स्कूल प्रबंधक को शोकॉज

बैठक के दौरान कोडरमा के सीडी गर्ल्स सीएम स्कूल, झुमरी तिलैया में गंभीर लापरवाही का मामला सामने आया।
श्री सिंह ने—

• कोडरमा डीईओ को कड़ी फटकार लगाई।
• स्कूल प्रबंधक श्री उदय प्रकाश सिंह को शोकॉज नोटिस जारी करने का निर्देश दिया।
• संबंधित प्रबंधक से 3 दिनों के भीतर स्पष्टीकरण मांगा गया है।

उन्होंने निर्देश दिया कि—

• टीएनए और CCPD में उत्कृष्ट प्रदर्शन करने वाले शिक्षकों की एक जांच समिति गठित की जाए।
• समिति विद्यालय का दौरा कर लापरवाही की जांच रिपोर्ट राज्य कार्यालय को सौंपे।
• जांच रिपोर्ट के आधार पर अन्य शिक्षकों और प्राचार्य पर भी कार्रवाई होगी।
• आवश्यकता पड़ने पर वेतन रोकने का निर्देश भी दिया गया।

डिजिटल रिपोर्ट कार्ड—17 नवंबर तक अनिवार्य रूप से तैयार

सचिव ने कहा कि यह झारखंड की स्कूली शिक्षा व्यवस्था में ऐतिहासिक कदम है—

• पहली बार सरकारी विद्यालयों के विद्यार्थियों का डिजिटल रिपोर्ट कार्ड तैयार हो रहा है।
• सभी विद्यालय इसे 17 नवंबर 2025 तक तैयार कर लें।
• रिपोर्ट कार्ड हर तीन माह में अपडेट किया जाएगा।
• विद्यार्थी इसे कभी भी, कहीं भी देख सकेंगे।

टीएनए में 70% से अधिक अंक वाले शिक्षक ही होंगे CM School of Excellence में नियुक्त

शिक्षक प्रतिनियुक्ति को लेकर सचिव ने स्पष्ट नीति घोषित की—

• केवल वे शिक्षक CM School of Excellence में प्रतिनियुक्त होंगे जिन्होंने
  • टीचर नीड असेसमेंट (TNA) में 70%+ अंक प्राप्त किए हों या
  • CCPD में उत्कृष्ट प्रदर्शन किया हो।
• प्रतिनियुक्ति से पहले कठोर जांच अनिवार्य है।

उन्होंने यह भी निर्देश दिया—

• CM School of Excellence के शिक्षकों को DIET, JCERT या अन्य प्रशिक्षण संस्थानों में ड्यूटी पर नहीं भेजा जाएगा।
• यदि भेजा गया है, तो उन्हें तत्काल विद्यालय में प्रतिनियुक्त किया जाए।

इन निर्देशों के साथ सचिव ने कहा कि राज्य के CM School of Excellence को देश के सर्वश्रेष्ठ सरकारी विद्यालयों की श्रेणी में लाने का लक्ष्य है, जिसके लिए सभी अधिकारियों एवं शिक्षकों को जिम्मेदारी और कर्तव्य भावना के साथ कार्य करना होगा।
