ऊर्जा विकास निगम में नेतृत्व का भारी संकट: दो महीने से बिना CMD और MD के चल रहा है पूरा विभाग : अजय राय, सरकार की प्राथमिकता पर भी उठाए सवाल

रांची : झारखंड ऊर्जा विकास निगम में पिछले लगभग दो महीनों से चेयरमैन-कम-मैनेजिंग डायरेक्टर (CMD) और मैनेजिंग डायरेक्टर (MD) जैसे सबसे महत्वपूर्ण पद खाली पड़े हुए हैं, जिससे निगम का कामकाज गंभीर रूप से प्रभावित हो रहा है। यह स्थिति जहां एक ओर आवश्यक सेवा माने जानेवाले बिजली विभाग की कार्यप्रणाली पर प्रश्नचिन्ह खड़ा करती है, वहीं दूसरी ओर सरकार की प्राथमिकताओं और प्रशासनिक तत्परता पर भी गंभीर सवाल उठाती है।

निगम में कई महत्वपूर्ण निर्णय लंबित हैं

झारखंड ऊर्जा विकास श्रमिक संघ के अध्यक्ष अजय राय ने इस पर गहरी चिंता व्यक्त करते हुए कहा कि जब सरकार की प्राथमिक सूची में शामिल जरूरी सेवा का यह हाल है, तो अन्य विभागों की स्थिति स्वयं समझी जा सकती है। उन्होंने कहा कि ऊर्जा विकास निगम झारखंड की बिजली व्यवस्था का महत्वपूर्ण स्तंभ है, और बिना शीर्ष नेतृत्व के संचालन से योजनाओं की समीक्षा, निर्णय प्रक्रिया, नीति निर्माण, वित्तीय अनुशासन तथा कर्मचारियों से जुड़े मामलों पर व्यापक असर पड़ रहा है।

उन्होंने यह भी कहा कि ऊर्जा विभाग का प्रभार स्वयं मुख्यमंत्री हेमंत सोरेन के पास है, ऐसे में शीर्ष पदों का महीनों तक रिक्त रहना बेहद चिंताजनक है। श्री राय ने सवाल उठाया जब विभाग का नेतृत्व मुख्यमंत्री के पास हो और फिर भी CMD-MD की नियुक्ति लंबी अवधि तक न हो पाए, तो यह एक सोचनीय प्रश्न है कि आखिर इसके पीछे कारण क्या हैं?”

श्रमिक संघ का कहना है कि मौजूदा समय में निगम में कई महत्वपूर्ण तकनीकी, प्रशासनिक और वित्तीय निर्णय लंबित पड़े हैं। बिजली वितरण को सुदृढ़ करने, उपभोक्ताओं की समस्याओं के समाधान, राजस्व संग्रह में सुधार और आधारभूत ढांचे को मजबूत करने के लिए त्वरित निर्णय लेने की आवश्यकता है, जो बिना स्थायी शीर्ष नेतृत्व के संभव नहीं हो पा रहा है।

उन्होंने सरकार से मांग की कि आवश्यक सेवा माने जाने वाले इस महत्वपूर्ण विभाग में शीर्ष स्तर के पद तत्काल प्रभाव से भरे जाएँ, ताकि निगम की कार्यप्रणाली सुचारू रूप से चल सके और आम उपभोक्ताओं को बेहतर सेवा उपलब्ध हो सके।

उन्होंने कहा कि ऊर्जा क्षेत्र में नेतृत्व की कमी से न केवल कर्मचारियों का मनोबल गिर रहा है, बल्कि उपभोक्ताओं में भी नाराजगी बढ़ रही है। उन्होंने स्पष्ट कहा कि यदि सरकार तुरंत कदम नहीं उठाती, तो इसका व्यापक असर राज्य की ऊर्जा व्यवस्था पर पड़ेगा। श्रमिक संघ ने शीघ्र कार्रवाई की उम्मीद जताई है।
