भरनो क्षेत्र में जंगली हाथियों की सक्रियता को देखते हुए अनुमंडल पदाधिकारी, गुमला द्वारा निषेधाज्ञा लागू

गुमला : – गुमला जिला अन्तर्गत स्थित भरनो थाना क्षेत्र के मौजा सुपा, मलगो, मोरगांव, बुढ़ीपाट तथा सुकुरहुटु में लगभग 18 जंगली हाथियों का झुंड विचरण कर रहा है। थाना प्रभारी, भरनो एवं अंचल अधिकारी, भरनो द्वारा संयुक्त रूप से प्राप्त सूचना के अनुसार मानवीय बस्तियों के निकट हाथियों की गतिविधि से जन-धन की हानि की आशंका व्यक्त की गई है, जिससे ग्रामीणों में भय का वातावरण उत्पन्न हो रहा है।

परिस्थिति की गंभीरता को देखते हुए जंगली हाथियों से संभावित क्षति की रोकथाम एवं ग्रामीणों की सुरक्षा सुनिश्चित करने हेतु भारतीय नागरिक सुरक्षा संहिता, 2023 की धारा 163 के अंतर्गत निरोधात्मक कार्रवाई की अनुशंसा की गई थी।

इन विवेचित तथ्यों के आलोक में अनुमंडल पदाधिकारी, गुमला राजीव नीरज द्वारा आज दिनांक से 05 दिसंबर 2025 के मध्याह्न 6:00 बजे तक भरनो थाना क्षेत्र के प्रभावित ग्रामों में निम्नलिखित निषेधाज्ञाएँ लागू किए जाने के निर्देश जारी किए गए हैं-

निषेधाज्ञा के प्रावधान

1. प्रभावित क्षेत्रों में जहाँ जंगली हाथियों का झुंड सक्रिय हो, वहाँ 5 या उससे अधिक व्यक्तियों का एक साथ किसी भी प्रकार से एकत्रित होना प्रतिबंधित रहेगा। आम रास्ते को किसी मांग को लेकर अवरुद्ध करना भी वर्जित रहेगा।
   यह प्रतिबंध कर्तव्य पर तैनात सरकारी कर्मियों, बाजार–हाट/मेला में उपस्थित लोगों, पूजा-अर्चना, शादी-विवाह में आमंत्रित व्यक्तियों एवं शव यात्रा पर लागू नहीं होगा।
2. निषिद्ध क्षेत्र में अनुज्ञप्त हथियारों को धारण करने पर रोक रहेगी। किसी भी प्रकार के घातक हथियार, अग्नेयास्त्र या विस्फोटक पदार्थ को लाना–ले जाना पूर्णतः प्रतिबंधित रहेगा।
   (वृद्ध एवं अपंग व्यक्तियों की छड़ी, नेपाली समुदाय की 6 इंच की खुखरी, सिख समुदाय का कृपाण तथा ड्यूटी पर तैनात सुरक्षा कर्मियों के हथियार इसमें शामिल नहीं हैं।)
   साथ ही, एक साथ 3 से अधिक वाहनों (सरकारी/पुलिस वाहनों को छोड़कर) के परिचालन पर भी रोक रहेगी।
3. निषिद्ध क्षेत्र में किसी भी सार्वजनिक कार्यक्रम के आयोजन के लिए पूर्वानुमति लेना अनिवार्य होगा।

जिला प्रशासन ने ग्रामीणों से अपील की है कि वे सुरक्षा निर्देशों का कड़ाई से पालन करें एवं जंगली हाथियों की गतिविधि संबंधित सूचना तुरंत स्थानीय प्रशासन को दें, ताकि आवश्यक कार्रवाई समय पर सुनिश्चित की जा सके।
