जिन प्रत्याशियों के दो से अधिक बच्चे हैं और उनकी अंतिम संतान का जन्म 09 फरवरी 2013 के बाद हुआ हैं, वैसे प्रत्याशी भी नगर परिषद् का चुनाव नहीं लड़ पाएंगे.

गुमला : – नगर निकाय चुनाव की अधिसूचना भले ही अब तक जारी नहीं हुई है। लेकिन चुनावी दंगल में भाग्य आजमाने वाले प्रत्याशी सक्रिय हो गए है। हालांकि अब तक वार्ड वार आरक्षण रोस्टर जारी नहीं होने के कारण इस बात पर असमंजस है कि कौन वार्ड महिला, पुरूष अथवा दोनों के लिए आरक्षित होगा। इसलिए अभी तक खुलकर प्रत्याशी सामने नहीं आ रहे है। लेकिन अंदर ही अंदर अपनी तैयारी में लगे है। बदलाव होने पर कोई पति, पत्नी अथवा बेटे पर दांव खेलने को तैयार है।

परंतु महत्वपूर्ण बात यह है कि दो से अधिक संतान वाले व्यक्ति नगर निकाय चुनाव नहीं लड़ पाएंगे। राज्य निर्वाचन आयोग ने जहां निकाय चुनाव को लेकर तैयारी शुरू कर दी है, वहीं जिला प्रशासन को दिशा-निर्देश भी जारी कर दिया है। इसमें कहा गया कि जिन उम्मीदवारों के दो से अधिक बच्चे हैं और उनकी अंतिम संतान का जन्म 9 फरवरी 2013 के बाद हुआ है, वे निकाय चुनाव नहीं लड़ पाएंगे। आयोग के सचिव राधेश्याम प्रसाद ने इसे लेकर निर्देश जारी किया है। यदि दो से अधिक संतान उक्त तिथि तक या उसके पूर्व थी और बाद में इसमें कोई वृद्धि नहीं हुई, तो वे चुनाव लड़ सकेंगे। इसके अलावा गोद ली गई संतान और जुड़वा संतान की संख्या को भी
कुल संतान में सम्मिलित किया जाएगा। उम्मीदवारों को दो से अधिक संतान नहीं होने का स्वघोषणा पत्र भरकर अपने नामांकन पत्र के साथ संलग्न करना अनिवार्य होगा। यदि कोई स्व घोषणा पत्र संलग्न नहीं करते है, तो निर्वाची पदाधिकारी द्वारा तत्काल प्रत्याशी को नोटिस जारी किया जाएगा। उसमें उल्लेखित होगा कि स्व घोषणा पत्र नामांकन के अंतिम दिन तक जमा कर दें अन्यथा नामांकन पत्र अवैध हो जाएगा और स्क्रूटनी की प्रकिया के दौरान उसे खारिज कर दिया जाएगा। वहीं शपथ पत्र तथा स्व घोषणा पत्र में गलत जानकारी देने पर भी नामांकन रद्द किया जाएगा। बकाया कर, शुल्क या किराया चुकाए बिना कोई भी व्यक्ति नामांकन दाखिल नहीं कर सकेंगे। नौ फरवरी 2013 से पूर्व लंबित राशि पर चक्रवृद्धि ब्याज नहीं लगेगा। लेकिन मूल बकाया और सरल ब्याज का भुगतान अनिवार्य होगा। उम्मीदवारों को वर्ष 2024-25 तक कर का भुगतान करना अनिवार्य होगा।
