लाड़ली बहनें, किसान या गारंटी की राजनीति, 2028 में क्या आएगा काम?

भारतीय राजनीति इस समय लाभार्थी योजनाओं और गारंटी आधारित राजनीति के दौर से गुजर रही है। चुनावी विमर्श अब केवल विचारधारा, संगठन या भाषणों तक सीमित नहीं रहा, बल्कि सीधे-सीधे इस सवाल पर टिक गया है कि आम नागरिक के जीवन में कौन-सी योजना कितना ठोस, निरंतर और भरोसेमंद लाभ पहुंचा रही है। मध्य प्रदेश इसका सबसे जीवंत उदाहरण बनकर उभरा है। 2023 के विधानसभा चुनाव में शिवराज सिंह चौहान सरकार की ‘लाड़ली बहना योजना’ और किसान कल्याण से जुड़ी योजनाओं ने राजनीति की दिशा ही बदल दी। अब, जब 2028 का विधानसभा चुनाव नजदीक आता जा रहा है, तो यह सवाल और ज्यादा प्रासंगिक हो गया है कि क्या यही योजनाएं दोबारा निर्णायक साबित होंगी, या कांग्रेस की गारंटी आधारित राजनीति कोई नया करिश्मा करने में सफल हो पाएगी।

मध्य प्रदेश की राजनीति में लाभार्थी योजनाओं का इतिहास पुराना है, लेकिन शिवराज सिंह चौहान ने इसे एक नए स्तर पर पहुँचाने का कार्य किया है। लाड़ली बहना योजना ने महिलाओं को केवल आर्थिक सहायता नहीं दी, बल्कि आत्मसम्मान, सुरक्षा और राजनीतिक चेतना भी प्रदान की है। हर महीने सीधे खाते में आने वाली राशि ने लाखों महिलाओं के जीवन में वास्तविक बदलाव किया है। यह योजना घर-परिवार के फैसलों से लेकर चुनावी व्यवहार तक में महिलाओं की भूमिका को मजबूत कर रही है। यही कारण है कि 2023 में महिला मतदाताओं का बड़ा वर्ग भाजपा के साथ मजबूती से खड़ा नजर आया।

इसी तरह किसान कल्याण योजनाओं जैसे किसान सम्मान निधि, सिंचाई परियोजनाएं, फसल बीमा, बिजली राहत और कर्ज से जुड़ी सहायताओं ने ग्रामीण अर्थव्यवस्था को स्थिरता देने का काम किया है। इन योजनाओं का असर केवल कागजों तक सीमित नहीं रहा, बल्कि खेत, खलिहान और गांव की रोजमर्रा की जिंदगी में साफ दिखाई भी दिया। किसानों को लगा कि सरकार सीधे उनकी समस्या समझ रही है और समय पर राहत दे रही है। यही तत्काल और मापने योग्य लाभ इन योजनाओं की सबसे बड़ी ताकत कही जा सकती है।

वहीं दूसरी ओर कांग्रेस की गारंटी राजनीति है, जो देश की राजनीति में तेजी से उभरी है। राहुल गांधी की न्याय गारंटी जिसके अंतर्गत महिलाओं को सालाना एक लाख रुपये, युवाओं के लिए नौकरी गारंटी, किसानों के लिए कर्ज माफी जैसे वादे न केवल सुनने में आकर्षक लगते हैं बल्कि सामाजिक असमानता के मुद्दे को भी सीधे तौर पर संबोधित करते हैं। मध्य प्रदेश में भी कांग्रेस इसी मॉडल को आगे बढ़ाने की कोशिश कर रही है। लेकिन सबसे बड़ा प्रश्न विश्वसनीयता का है और फिलहाल कांग्रेस पार्टी मध्य प्रदेश में अपना आधार खोजते नजर आ रही है।

2028 का चुनाव इस भरोसे की परीक्षा होगा। लाभार्थी योजनाओं की सबसे बड़ी ताकत यह है कि वे पहले से चल रही हैं, जमीन पर दिख रही हैं और लोगों की जिंदगी का हिस्सा बन चुकी हैं। इसके विपरीत, गारंटी राजनीति भविष्य का वादा करती है। भारतीय मतदाता अब धीरे-धीरे वादों से ज्यादा अनुभव और निरंतर लाभ को महत्व देने लगा है। यदि गारंटी केवल चुनावी घोषणा बनकर रह जाए और सत्ता में आने के बाद कमजोर या अधूरी साबित हो, तो इसका राजनीतिक नुकसान भी उतना ही बड़ा हो सकता है।

हालांकि, यह भी सच है कि केवल पुरानी योजनाओं के सहारे चुनाव नहीं जीता जा सकता। 2028 में महंगाई, बेरोजगारी, जल संकट, जलवायु परिवर्तन, शिक्षा और स्वास्थ्य जैसे मुद्दे ज्यादा प्रभावी होंगे। जो पार्टी लाभार्थी योजनाओं को इन नए मुद्दों से जोड़कर प्रस्तुत करेगी, वही बढ़त बनाएगी। युवा और महिला मतदाता अब ज्यादा जागरूक हैं और केवल आर्थिक सहायता नहीं, बल्कि सम्मान, अवसर और भविष्य की सुरक्षा भी चाहते हैं।

अंत में यह कहना गलत नहीं होगा कि लाभार्थी योजनाएं अब मध्य प्रदेश की राजनीति में स्थायी वोट बैंक का आधार बन चुकी हैं। लाड़ली बहना और किसान कल्याण योजनाएं केवल चुनावी हथियार नहीं, बल्कि सामाजिक-आर्थिक परिवर्तन का माध्यम बन गई हैं। गारंटी राजनीति नई है, आकर्षक है, लेकिन उसकी सफलता पूरी तरह भरोसे और क्रियान्वयन पर निर्भर करेगी।
