गिरिडीह में आउटसोर्सिंग स्वास्थ्यकर्मियों का आंदोलन तेज, 16 जनवरी से। अनिश्चितकालीन हड़ताल का ऐलान

झारखंड लोकतांत्रिक क्रांतिकारी मोर्चा (JLKM) के बैनर तले गिरिडीह जिले में कार्यरत आउटसोर्सिंग स्वास्थ्यकर्मियों का आंदोलन अब निर्णायक मोड़ पर पहुंच गया है। लंबे समय से लंबित वेतन, वेतन बढ़ोतरी, बोनस, EPF एवं ESI जैसी बुनियादी सुविधाओं की मांग को लेकर JLKM ने 16 जनवरी 2026 से जिले भर में अनिश्चितकालीन कार्य बहिष्कार (हड़ताल) का ऐलान कर दिया है। इस संबंध में JLKM के केंद्रीय संयुक्त महासचिव नागेंद्र चंद्रवंशी ने सिविल सर्जन, गिरिडीह को औपचारिक पत्र भेजकर आंदोलन की सूचना दी है।

पत्र में उल्लेख किया गया है कि गिरिडीह सदर अस्पताल सहित जिले के सभी 12 प्रखंडों में आउटसोर्सिंग के माध्यम से कार्यरत स्वास्थ्यकर्मी बालाजी डिटेक्टिव फोर्स एवं शिवा प्रोटेक्शन फोर्स प्राइवेट लिमिटेड कंपनी के अधीन कार्य कर रहे हैं। ये कर्मी अस्पतालों और स्वास्थ्य केंद्रों में टेक्नीशियन, कंप्यूटर ऑपरेटर, सहायक कर्मी सहित विभिन्न पदों पर सेवाएं दे रहे हैं, लेकिन इसके बावजूद उन्हें समय पर वेतन और सरकारी सुविधाएं नहीं मिल पा रही हैं।

JLKM का कहना है कि स्वास्थ्यकर्मियों ने अपनी समस्याओं को लेकर पूर्व में कई बार जिला प्रशासन और संबंधित एजेंसियों को आवेदन सौंपे। 10 दिसंबर एवं 24 दिसंबर 2025 को भी लिखित रूप से अपनी मांगें रखी गईं, लेकिन अब तक कोई सकारात्मक पहल नहीं की गई। मजबूर होकर 6 जनवरी 2026 को कर्मियों ने एक दिवसीय धरना-प्रदर्शन किया, वहीं 7 जनवरी से 15 जनवरी 2026 तक सभी कर्मियों ने काला बिल्ला लगाकर शांतिपूर्ण ढंग से सांकेतिक विरोध दर्ज कराया।

इसके बावजूद समस्याओं का समाधान नहीं होने से कर्मियों में भारी आक्रोश है। बताया गया है कि कई कर्मचारियों का दो माह से वेतन लंबित है, जिससे उनके सामने आर्थिक संकट उत्पन्न हो गया है। परिवार का भरण-पोषण, बच्चों की पढ़ाई और दैनिक जरूरतें पूरी करना मुश्किल हो गया है। कर्मियों का कहना है कि वे लगातार ड्यूटी निभा रहे हैं, बावजूद इसके उन्हें उनका हक नहीं मिल रहा।

कर्मियों की प्रमुख मांगें

JLKM द्वारा जारी पत्र में कुल सात सूत्री मांगें रखी गई हैं। इनमें सभी आउटसोर्सिंग कर्मियों का नवंबर और दिसंबर माह का बकाया वेतन, EPF, ESI सहित पूर्व की सभी कटौतियों का भुगतान शामिल है। इसके साथ ही सरकार द्वारा घोषित वेतन बढ़ोतरी और बोनस का समुचित एवं समय पर भुगतान किए जाने की मांग की गई है।

इसके अलावा सभी पदों पर कार्यरत कर्मचारियों को नियोजन पत्र देने, टेक्निकल डिग्रीधारी कर्मियों को कुशल कामगार की श्रेणी में रखते हुए वेतन भुगतान करने, प्रत्येक माह की 7 तारीख तक मानदेय सुनिश्चित करने और जूनियर कंप्यूटर ऑपरेटर के स्किल टेस्ट का रिजल्ट जारी कर पद बहाल करने की मांग भी शामिल है।

साथ ही JLKM ने सिविल सर्जन से यह भी मांग की है कि वे सभी प्रखंडों के प्रभारी को प्रत्येक माह की 5 तारीख तक आउटसोर्सिंग से जुड़े सभी औपचारिक कार्य पूर्ण कराने का निर्देश दें, ताकि कर्मचारियों को समय पर वेतन मिल सके।

JLKM नेताओं ने स्पष्ट शब्दों में कहा है कि यदि जल्द ही इन मांगों पर ठोस कार्रवाई नहीं की गई, तो 16 जनवरी 2026 से सभी आउटसोर्सिंग स्वास्थ्यकर्मी अनिश्चितकालीन हड़ताल पर चले जाएंगे। इस दौरान जिले की स्वास्थ्य सेवाएं प्रभावित हो सकती हैं, जिसकी पूरी जिम्मेदारी संबंधित एजेंसी और प्रशासन की होगी।

फिलहाल जिले भर के आउटसोर्सिंग स्वास्थ्यकर्मी आंदोलन की तैयारी में जुट गए हैं। अब देखना यह होगा कि जिला प्रशासन और स्वास्थ्य विभाग इस गंभीर समस्या को लेकर क्या कदम उठाता है।
