जिले के लगभग 80 उन्नत किसानों से उपायुक्त ने किया सीधा संवाद, कृषि एवं सिंचाई समस्याओं के समाधान एवं नवाचार माध्यमों पर हुई घंटो की चर्चा 

किसानों के विभिन्न सलाहों पर हुआ विचार, उपायुक्त एवं उपस्थित अधिकारयों ने किसानों का पूर्ण सहयोग करने का दिया आश्वासन

गुमला : – गुमला जिले के विभिन्न प्रखंडों से चयनित लगभग पाँच उन्नत एवं प्रगतिशील किसानों से उपायुक्त, गुमला द्वारा समाहरणालय में सीधा संवाद किया गया। इस दौरान जिले भर से लगभग 80 से अधिक किसान शामिल हुए। बैठक का उद्देश्य किसानों से प्रत्यक्ष संवाद स्थापित कर कृषि से जुड़ी वास्तविक समस्याओं को समझना, योजनाओं के प्रभावी क्रियान्वयन पर चर्चा करना तथा नवाचार के माध्यम से किसानों को अधिक लाभ दिलाने की दिशा में ठोस पहल करना था। उपायुक्त ने कहा कि सरकार की योजनाएँ धरातल तक पहुँचती हैं, लेकिन कई बार किसानों को अपेक्षित लाभ नहीं मिल पाता, ऐसे में जिला प्रशासन किसानों के सहयोग से व्यावहारिक समाधान की दिशा में कार्य करेगा।

संवाद के दौरान किसानों ने सिंचाई की समस्या को प्रमुखता से उठाया। किसानों द्वारा बताया गया कि गुमला प्रखंड अंतर्गत कतरी पंचायत स्थित कतरी जलाशय, जो जिले का सबसे बड़ा जलाशय है, उसका लाभ क्षेत्र के सभी किसानों तक नहीं पहुँच पा रहा है। नहर कोटाम तक आती है, जबकि बड़ी नहर खोरी तक गई है, परंतु पानी पांसो तक ही पहुँच पाता है और आगे नहीं जा पाता। इस पर उपायुक्त ने जिले में सिंचाई व्यवस्था को प्रभावी बनाने के लिए विस्तृत अध्ययन कराने तथा अन्य जिलों के सफल मॉडल को अपनाने के निर्देश दिए। जिला कृषि पदाधिकारी एवं जिला भूमि संरक्षण पदाधिकारी को इसे फंक्शनल बनाने की दिशा में ठोस कार्ययोजना तैयार करने को कहा गया।.

बैठक में एक किसान द्वारा बताया गया कि वे सात एकड़ में ड्रिप सिंचाई पद्धति से तरबूज की खेती कर रहे हैं और ई-नाम (e-NAM) मंडी के माध्यम से उन्हें बेहतर बाजार और मूल्य मिल सकता है, वो इससे जुड़ना चाहते है पर उन्हें ज्यादा ज्ञान नहीं है, इस पर उपायुक्त ने जिले में ई-नाम की उपयोगिता बढ़ाने पर चर्चा की। तरबूज की खेती को बढ़ावा देने के लिए एक सर्वे तैयार किए जाने की जानकारी भूमि संरक्षण पदाधिकारी आशीष प्रताप सिंह द्वारा दी गई, जिसे एटीएम एवं बीटीएम के माध्यम से प्रत्येक प्रखंड के किसानों तक पहुँचाया जाएगा। एक ही आवेदन के आधार पर किसानों की आवश्यकताओं का आकलन कर सहयोग प्रदान किया जाएगा तथा कुछ प्रगतिशील किसानों को विशेष सहायता दी जाएगी।
किसानों को मौसम की जानकारी समय पर उपलब्ध कराने पर भी चर्चा हुई। भूमि संरक्षण पदाधिकारी ने बताया कि सभी प्रगतिशील किसानों के लिए व्हाट्सएप ग्रुप बनाकर प्रतिदिन मौसम पूर्वानुमान की जानकारी साझा की जाएगी। उपायुक्त ने निर्देश दिया कि संबंधित पदाधिकारी लगातार किसानों के संपर्क में रहेंगे, ताकि मौसम आधारित खेती को बढ़ावा दिया जा सके।
बैठक में किसान क्रेडिट कार्ड (केसीसी) से वंचित किसानों को लाभ दिलाने पर विशेष जोर दिया गया। उपायुक्त ने सभी एटीएम और बीटीएम को निर्देश दिया कि वे किसानों से व्यक्तिगत रूप से मिलकर केसीसी से संबंधित कागजी कार्य पूर्ण कराएँ। उन्होंने यह भी कहा कि यदि किसी किसान को दस्तावेजी प्रक्रिया में कठिनाई हो, तो वे सीधे संपर्क करें, जिला प्रशासन हरसंभव सहयोग करेगा।
मृदा स्वास्थ्य को लेकर किसानों को फसल चक्र अपनाने की सलाह दी गई। बताया गया कि टमाटर, मिर्च और बैंगन एक ही फसल परिवार के अंतर्गत आते हैं, इसलिए हर वर्ष अलग-अलग फसलों की खेती कर मिट्टी की गुणवत्ता को बनाए रखना आवश्यक है। इसके साथ ही तालाब निर्माण को भी बढ़ावा देने पर चर्चा हुई, जिससे जल संचयन, मत्स्य पालन, हॉर्टिकल्चर पौधारोपण और सिंचाई की सुविधा एक साथ उपलब्ध हो सके।
रायडीह प्रखंड के किसानों ने बताया कि वे पलामाडा नदी से सिंचाई करते हैं, लेकिन फरवरी माह तक नदी का पानी समाप्त हो जाता है। किसानों ने नदी पर चेक डैम निर्माण की मांग की। इस पर उपायुक्त ने भूमि संरक्षण पदाधिकारी को किसानों से प्रस्ताव प्राप्त कर पाँच चेक डैम निर्माण के लक्ष्य के साथ कार्य प्रारंभ करने के निर्देश दिए। भर चुके एवं ग्रेजिंग से प्रभावित चेक डैम के संबंध में स्थल निरीक्षण कर आवश्यक सुधार कार्य कराने को भी कहा गया।
बैठक में मलचिंग सपोर्ट, कोल्ड स्टोरेज, कुछ पंचायतों में विद्युत एवं सोलर लाइट की मांग भी किसानों द्वारा रखी गई। उपायुक्त ने आश्वस्त किया कि किसानों द्वारा उठाई गई समस्याओं के समाधान हेतु आगामी दो माह के भीतर ठोस कार्रवाई की जाएगी तथा किसानों को नियमित रूप से अन्य जिलों का भ्रमण कराकर उन्नत कृषि पद्धतियों से अवगत कराया जाएगा।

उपायुक्त ने कहा कि गुमला जिले के प्रत्येक किसानों को सरकार की योजनाओं का लाभ मिले छोटे एवं बड़े दोनों ही किसानों को एक समान भाव से सहयोग प्रदान किया जाना चाहिए कोई भी व्यक्ति वंचित ना महसूस करें उसका जिले के अधिकारी ध्यान रखे। उपायुक्त ने कृषि, भूमि संरक्षण, मत्स्य विभाग, पशुपालन एवं सहकारिता विभाग के सभी अधिकारियों को आपसी समन्वय स्थापित करते हुए किसानों के हित में सामूहिक कार्य करने का निर्देश दिया।
बैठक में जिला कृषि पदाधिकारी शुभम प्रिया तीयू, भूमि संरक्षण पदाधिकारी आशीष प्रताप, जिला पशुपालन पदाधिकारी, जिला सहकारिता पदाधिकारी, जिला मत्स्य पदाधिकारी , सभी प्रखंडों के ATM/ BTM , उन्नत किसान सहित अन्य संबंधित पदाधिकारी एवं कर्मी उपस्थित रहे।
