भरनो क्षेत्र में जंगली हाथियों के विचरण के मद्देनज़र निषेधाज्ञा लागू

गुमला : – गुमला अनुमण्डल पदाधिकारी राजीव नीरज के निर्देश पर गुमला जिला अंतर्गत स्थित भरनो थाना क्षेत्र के अंतर्गत जंगली हाथियों के विचरण से उत्पन्न संभावित खतरे को देखते हुए निषेधाज्ञा लागू की गई है।
थाना प्रभारी, भरनो थाना एवं अंचल अधिकारी, भरनो द्वारा पत्रांक 43 (ii)/रा०, दिनांक 30.01.2026 के माध्यम से संयुक्त रूप से सूचित किया गया है कि लगभग 18 जंगली हाथियों का झुंड भरनो थाना क्षेत्र के मौजा सुपा, मलगो, मोरगाव, बुढ़ीपाट एवं महुआटोली में विचरण कर रहा है। मानवीय आवास के समीप हाथियों की उपस्थिति से ग्रामीणों में भय का वातावरण है तथा जन-धन की क्षति की संभावना से इंकार नहीं किया जा सकता है।
उक्त परिस्थिति को देखते हुए लोक शांति एवं विधि-व्यवस्था बनाए रखने तथा ग्रामीणों की सुरक्षा सुनिश्चित करने के उद्देश्य से भारतीय नागरिक सुरक्षा संहिता, 2023 की धारा 163 के अंतर्गत अनुमण्डल दण्डाधिकारी, गुमला द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए दिनांक 30.01.2026 से 15.02.2026 को अपराह्न 6:00 बजे तक संबंधित ग्राम क्षेत्रों में निषेधाज्ञा लागू की गई है।

निषेधाज्ञा के अंतर्गत निम्नलिखित प्रावधान प्रभावी रहेंगे-

जंगली हाथियों की उपस्थिति वाले स्थलों के समीप 05 या उससे अधिक व्यक्तियों के एकत्रित होने तथा आम रास्तों को किसी भी मांग के उद्देश्य से अवरुद्ध करने पर पूर्ण प्रतिबंध रहेगा। यह आदेश कर्तव्य पर तैनात सरकारी कर्मियों, बाजार-हाट, मेला, मंदिर-मस्जिद, बिरजाघर में पूजा-अर्चना, शादी-विवाह एवं शव यात्रा पर लागू नहीं होगा।
निषेधित क्षेत्र में अनुज्ञप्त अथवा किसी भी प्रकार के घातक हथियार, अग्नेयास्त्र एवं विस्फोटक पदार्थ के लाने-ले जाने पर पूर्ण प्रतिबंध रहेगा। (वृद्ध एवं अपंगों की छड़ी, नेपाली समुदाय की 6 इंच की खुखरी, सिख समुदाय का कृपाण तथा ड्यूटी पर तैनात सुरक्षाकर्मियों के हथियार को छोड़कर)।
निषेधित क्षेत्र में एक साथ 03 से अधिक वाहनों (पुलिस एवं सरकारी वाहनों को छोड़कर) के परिचालन पर प्रतिबंध रहेगा।
निषेधित क्षेत्र में किसी भी प्रकार के सार्वजनिक कार्यक्रम के आयोजन हेतु पूर्वानुमति प्राप्त करना अनिवार्य होगा।

जिला प्रशासन द्वारा आमजनों से अपील है कि वे सतर्क रहें, अफवाहों पर ध्यान न दें तथा प्रशासन द्वारा जारी निर्देशों का पालन कर सहयोग करें। किसी भी आपात स्थिति में स्थानीय प्रशासन एवं पुलिस को तत्काल सूचित करें।
