अवैध खनन पर सख्ती – बिना चालान वाहन पकड़े जाने पर ₹50,000 से ₹ 5 लाख तक जुर्माना, उपायुक्त ने दिए कड़े निर्देश

जिला टास्क फोर्स (खनन) की बैठक में अवैध उत्खनन व परिवहन पर पूर्ण रोक लगाने का निर्देश

गुमला : – गुमला जिला मुख्यालय में सख्त निर्देश जारी – अवैध खनन पर खान एवं खनिज (विकास एवं विनियमन) अधिनियम, 1957 की धारा 21 के तहत कड़ी कार्रवाई।

बिना चालान खनिज परिवहन पर भारी जुर्माना निर्धारित।

ट्रैक्टर-ट्रॉली: ₹50,000 | 407/408: ₹1,00,000 | छह पहिया ट्रक: ₹2,00,000 | डम्पर: ₹3,00,000 | मशीनरी: ₹5,00,000 तक जुर्माना, लगाने के सख्त निर्देश तहत गुमला उपायुक्त दिलेश्वर महत्तो की अध्यक्षता में जिला टास्क फोर्स (खनन) की बैठक आयोजित की गई, जिसमें अवैध खनन एवं खनिजों के अवैध परिवहन पर प्रभावी नियंत्रण को लेकर विस्तृत समीक्षा की गई।

उपायुक्त ने निर्देश दिया कि नदियों (बालूघाटों) से बालू उत्खनन/निकासी पर नेशनल ग्रीन ट्रिब्यूनल द्वारा लगाए गए प्रतिबंध समाप्त होने के बावजूद सभी संभावित क्षेत्रों में सघन छापामारी अभियान चलाकर अवैध उत्खनन एवं परिवहन पर पूर्णतः रोक लगाई जाए।

बैठक में बताया गया कि जिलांतर्गत कैटगरी-11 के 18 बालूघाटों की ऑनलाइन नीलामी प्रक्रिया हेतु सैद्धांतिक सहमति प्रदान की जा चुकी है। इस संबंध में संबंधित प्रखंड विकास पदाधिकारियों को ग्राम सभा आयोजित कर सहमति प्राप्त करने का निर्देश दिया गया है, ताकि अग्रेत्तर कार्रवाई पूर्ण कर बालू की उपलब्धता सुनिश्चित की जा सके।

उपायुक्त ने जिला टास्क फोर्स के साथ संयुक्त रूप से पर्यावरण संवेदनशील क्षेत्रों में नियमित निरीक्षण एवं छापामारी अभियान चलाने, प्राप्त शिकायतों पर त्वरित कार्रवाई कर समय-सीमा के भीतर निराकरण करने तथा खनिज लदे वाहनों की सघन जांच सुनिश्चित करने का निर्देश दिया। उन्होंने कहा कि सभी खनिजों का परिवहन वैध चालान के साथ एवं निर्धारित मानकों के अनुरूप ढंककर किया जाना अनिवार्य होगा तथा ओवरलोडिंग पर विशेष निगरानी रखी जाए।

खान एवं खनिज (विकास एवं विनियमन) अधिनियम, 1957 की धारा 21 के अंतर्गत अवैध खनन, भंडारण एवं बिना वैध चालान के खनिज परिवहन करने पर कड़े दंड का प्रावधान है। राज्य सरकार द्वारा निर्धारित प्रावधानों के अनुसार ऐसे मामलों में ट्रैक्टर एवं ट्रॉली पर ₹50,000, मैटाडोर/हाफ ट्रक (407/408) पर ₹1,00,000, छह पहिया पूर्ण बॉडी ट्रक पर ₹2,00,000, डम्पर (छह/दस या अधिक पहिए) पर ₹3,00,000 तथा क्रेन, नाव, उत्खनन मशीन, लोडर, पावर हैमर, कंप्रेसर, ड्रिलिंग मशीन सहित अन्य भारी उपकरणों पर ₹5,00,000 तक का जुर्माना लगाया जाएगा, साथ ही नियमानुसार अन्य कानूनी कार्रवाई भी की जाएगी।

इसके अतिरिक्त, समाप्त खनन पट्टों, वृहत (बॉक्साइट) एवं लघु खनन पट्टा क्षेत्रों के बाहर अवैध खनन पर सतत निगरानी रखते हुए नियमित छापामारी करने का निर्देश दिया गया। साथ ही, खनन पट्टा एवं क्रशर इकाइयों का नियमित निरीक्षण कर बाउंड्री पिलर, साइन बोर्ड एवं क्रशर को कवर करने सहित सभी निर्धारित नियमों का अनुपालन सुनिश्चित करने को कहा गया।

बैठक में सचिव खान के पत्रांक-562/एम दिनांक 06.03.2026 के आलोक में बालू एवं अन्य खनिजों के अवैध उत्खनन, भंडारण एवं परिवहन पर पूर्ण रोक लगाने के निर्देशों का अनुपालन सुनिश्चित करने पर भी बल दिया गया।

अन्य महत्वपूर्ण निर्देश:

उपायुक्त ने शहरी क्षेत्र अंतर्गत लोहरदगा रूट पर संचालित बसों के आवागमन को लेकर भी निर्देश देते हुए कहा कि नए बस डिपो से ही बसों का संचालन सुनिश्चित किया जाए। यदि बसें निर्धारित स्थान या समय से संचालित नहीं होती हैं, तो संबंधित बस चालकों पर कड़ी कार्रवाई की जाएगी।

बैठक में अपर समाहर्ता शशिंद्र कुमार बड़ाइक, एसडीओ सदर राजीव नीरज, एसडीओ चैनपुर पूर्णिमा कुमारी, जिला परिवहन पदाधिकारी, जिला खनन पदाधिकारी, डीएसपी गुमला मुख्यालय सहित अन्य संबंधित पदाधिकारी एवं कर्मी उपस्थित थे।
