आग लगने पर कुआं खोद रही है मोदी सरकार !

हमारे देश में एक कहावत है आग लगने पर कुआं खोदना। देश की सरकारें इसी पर अमल करती रहीं हैं। मौजूदा संकट के दौर में प्रधानमंत्री नरेंद्र मोदी की सरकार भी वही कर रही है। अमेरिका-ईरान संघर्ष ने इस कहावत से मुक्ति पाने का मोदी सरकार को एक स्वर्णिम मौका दिया है. आपदा को अवसर में बदलने का दावा करनेवाली सरकार को इस आपदा का स्थायी निदान निकालना चाहिए ताकि आगे किसी सरकार को आग लगने पर कुआं खोदने की जरूरत न पड़े।

पीएम मोदी ने तेल की खपत कम करने, एक साल तक सोना नहीं खरीदने आदि की अपील की है। इस अपील पर सबसे पहले सरकार को अमल कर उदाहरण पेश करना चाहिए, जो वो करती नहीं दिख रही है।

1965 में भारत-पाक युद्ध के बाद देश में अनाज संकट से निपटने के लिए तत्कालीन प्रधानमंत्री लाल बहादुर शास्त्री ने सप्ताह में एक शाम उपवास करने की अपील देश से की थी। उन्होंने खुद इसका पालन किया। तब पूरा देश अपने प्रधानमंत्री के साथ खड़ा हो गया। गांव-गांव तक लोग एक शाम उपवास करने लगे।

उस समय अमेरिका ने गेहूं की आपूर्ति रोकने की धमकी दी थी। शास्त्री जी की अपील का असर यह हुआ कि अमेरिका की धमकी बेअसर हो गई। उसी समय उन्होंने जय जवान जय किसान का मशहूर नारा दिया जिसके चलते देश अन्न उत्पादन में आत्मनिर्भर हो गया। फिर कभी अमेरिका के आगे अन्न के लिए हाथ पसारने की जरूरत नहीं पड़ी।

अभी क्या हुआ? पीएम मोदी ने जिस दिन पेट्रोल-डीजल की खपत कम करने की अपील की, उसके अगले दिन पूरे लाव-लश्कर के साथ सोमनाथ पहुंच गए।

चलिए मान लिया वह अत्यंत जरूरी था। पर इसके बाद पीएम समेत सभी भाजपा मुख्यमंत्री हेमंता के शपथ ग्रहण के लिए गुवाहाटी पहुंच गए। प्रधानमंत्री चाहते तो गुवाहाटी न जाकर देश को एक बड़ा संदेश दे सकते थे। लेकिन वे मौका चूक गए।

आज पेट्रोल-डीजल और बिजली का सर्वाधिक दुरुपयोग सरकारी दफ्तरों और मंत्रियों-अधिकारियों द्वारा किया जाता है।

केंद्र में एक मंत्री हैं जिन्होने हाइड्रोजन और इथेनॉल से बस चलाने का सपना दिखाया था। अब समय है उस पर उन्हें अमल करना चाहिए? परहेज सिर्फ आम आदमी करे, संकट वह भुगते और राज दरबार के सदस्य मौज करें, यह नहीं चलने वाला। अगर वाकई पीएम मोदी और उनकी राज्य सरकारें इस मामले में गंभीर हैं तो पूरे देश में सरकारी और संसदीय व्यवस्था पर होनेवाले खर्च का सोशल ऑडिट कराना चाहिए ताकि पता चले कि किस तरह सरकारी धन को पानी की तरह बहुत जा रहा है।

एक-एक मंत्री किस तरह सरकारी गाड़ियों का काफिला लेकर चलता है? अधिकारी और मंत्री कैसे मीटिंग-मीटिंग खेलते हैं? संसदीय समितियों की उपयोगिता क्या है?

नेताओं की सुरक्षा के नाम पर किस तरह सरकारी खर्च पर उनके पीछे पलटन लगाई जाती है? यहां तक कि सजायाफ्ता नेताओं को भी भारी-भरकम सुरक्षा दी जाती है। इसकी जरूरत क्या है?

सोशल ऑडिट से ये सब बातें स्पष्ट होंगी। फिर सरकार कानून बनकर मंत्रियों के साथ चलने वाली गाड़ियों, सुरक्षा बल की संख्या तय करे। जिन्हें जान का बहुत खतरा हो वे राजनीति छोड़ घर बैठें।

देश के एक बड़े नेता थे जॉर्ज फर्नांडिस वे कभी सुरक्षा लेकर नहीं चले। कामरेड इंद्रजीत गुप्त संयुक्त मोर्चा सरकार में केंद्रीय गृह मंत्री थे, उनकी सुरक्षा न्यूनतम थी। पीएम मोदी ने अनेक साहसिक फैसले लिए हैं,एक फैसला सरकारी खर्च को आधा करने का लें। इसके अलावा इलेक्ट्रॉनिक वाहनों पर सब्सिडी दें। बैलगाड़ी की गति से चल रही मेट्रो रेल परियोजनाओं को गति दें। देश में सार्वजनिक परिवहन मजबूत करें।

वे ऐसा कर सकते हैं। क्या उनसे उम्मीद की जाए कि वे राजनेताओं को जननेता बनने के लिए कानून लाएंगे? उनकी राजशाही सुविधाओं में कटौती करेंगे?
