गुमला : – गुमला जिले के परिवहन विभाग में एक नए अध्याय की शुरुआत करते हुए सत्येंद्र महतो ने जिले के 19 वें जिला परिवहन पदाधिकारी (डीटीओ ) के रूप में अपना पदभार ग्रहण कर लिया है। कार्यभार संभालते ही उन्होंने अपनी प्रशासनिक प्राथमिकताएं स्पष्ट कर दी हैं। उन्होंने आम जनता को भरोसा दिलाया है कि परिवहन कार्यालय से जुड़े कार्यों को पब्लिक के लिए पूरी तरह से सुलभ, पारदर्शी और भ्रष्टाचार मुक्त बनाया जाएगा।

पदभार ग्रहण करने के बाद नव-नियुक्त डीटीओ ने पूर्व के उत्कृष्ट कार्यों को आगे बढ़ाने और जनकल्याणकारी योजनाओं पर अपनी स्पष्ट रणनीति साझा की:

पूर्व डीटीओ के जनकल्याण कार्यों को मिलेगी निरंतरता

नए डीटीओ सत्येंद्र महतो ने अपने पूर्ववर्ती अधिकारी (ज्ञान शंकर जायसवाल) के कार्यकाल की भूरि-भूरि प्रशंसा की। उन्होंने स्पष्ट किया कि सड़क सुरक्षा और यातायात सुधार को लेकर पिछले दिनों जो बेहतरीन नींव रखी गई है, वह रुकेगी नहीं बल्कि उसी ऊर्जा के साथ आगे बढ़ेगी।

उन्होंने जनता को आश्वस्त किया कि पूर्व डीटीओ द्वारा शुरू की गई सभी महत्वपूर्ण पहलें और कार्य निरंतर जारी रहेंगे, जिनमें मुख्य रूप से शामिल हैं:

जागरूकता और पीए (पीए) सिस्टम: चौराहों पर लगे पीए सिस्टम के माध्यम से निरंतर जागरूकता संदेश प्रसारित होते रहेंगे।

सघन जांच और जीरो टॉलरेंस: ओवरलोडिंग, नाबालिग ड्राइविंग, और रात के समय (नाइट ऑपरेशन्स) भारी वाहनों की चेकिंग का अभियान पहले की तरह ही सख्ती से जारी रहेगा।

नियमित समीक्षा: दुर्घटना संभावित क्षेत्रों (ब्लैक स्पॉट्स) के सुधार के लिए प्रत्येक माह होने वाली ‘सड़क सुरक्षा समिति’ की मासिक बैठकें आयोजित की जाएंगी।

प्रशासन की पूरी कोशिश होगी कि इन निरंतर प्रयासों से गुमला में सड़क दुर्घटनाओं के ग्राफ में भारी कमी लाई जाए और हादसों को शून्य के स्तर पर लाया जा सके।

जनकल्याणकारी योजनाओं का त्वरित निपटारा

नव-नियुक्त डीटीओ ने यह भी आश्वासन दिया कि दुर्घटना पीड़ितों को मुआवजा दिलाने की पहले से चली आ रही त्वरित निपटारे की पद्धति को आगे भी पूरी संवेदनशीलता के साथ सुचारू रखा जाएगा:

हिट एंड रन योजना: यदि किसी अज्ञात वाहन की टक्कर से हुई दुर्घटना में किसी व्यक्ति की मृत्यु हो जाती है, तो पीड़ित परिवार को सरकार की ओर से ₹ 2 लाख का मुआवजा दिया जाएगा। वहीं, गंभीर रूप से घायल होने वाले व्यक्ति के लिए ₹50,000 की सहायता राशि का प्रावधान है।

गुड सेमेरिटन (नेक नागरिक) पॉलिसी: सड़क दुर्घटना में गंभीर रूप से घायल व्यक्ति को अगर कोई नेक इंसान ‘गोल्डन ऑवर’ (दुर्घटना के ठीक बाद का पहला 1 घंटा) के भीतर अस्पताल पहुंचाकर उसकी जान बचाता है, तो सरकार ऐसे मददगार व्यक्ति को ₹ 2,000 का नकद पुरस्कार और एक प्रशस्ति पत्र देकर सम्मानित करेगी।

हेलमेट अनिवार्यता पर सख्त अपील: “जिंदगी बचाने का सबसे बेहतर उपाय है हेलमेट”

सड़क हादसों के आंकड़ों पर गंभीर चिंता व्यक्त करते हुए डीटीओ सत्येंद्र महतो ने वाहन चालकों को बिना हेलमेट सफर न करने की सख्त सलाह दी।

उन्होंने बताया कि जिले में होने वाली ज्यादातर सड़क दुर्घटनाओं में यह देखा गया है कि बाइक सवार (दोपहिया वाहन चालक) ही सबसे ज्यादा मौत का शिकार होते हैं। उन्होंने अपील करते हुए कहा, “अगर चालक ने हेलमेट पहना हो, तो भयानक दुर्घटना होने पर भी सिर पर गंभीर चोट लगने और मौत होने की संभावना काफी कम हो जाती है। इसलिए दुर्घटना में असमय मौत का शिकार होने से बचने के लिए, सफर शुरू करने से पहले हेलमेट लगाना ही जीवन रक्षा का सबसे बेहतर और एकमात्र उपाय है।”

नव-नियुक्त डीटीओ के इस स्पष्ट और सकारात्मक संदेश से गुमला वासियों में यह उम्मीद जगी है कि पूर्व में शुरू किए गए सुधारों की गति धीमी नहीं पड़ेगी और जिले की यातायात व्यवस्था सफलता के नए आयाम तय करेगी।
