विशेष अंचल दिवस में उपायुक्त ने सुनी ग्रामीणों की समस्याएं, भूमि संबंधी कई मामलों का हुआ ऑन-द-स्पॉट निष्पादन

गुमला : – गुमला उपायुक्त दिलेश्वर महत्तो शनिवार को सिसई अंचल कार्यालय परिसर में आयोजित विशेष “अंचल दिवस” कार्यक्रम में शामिल हुए। कार्यक्रम के प्रारंभ में उपायुक्त, अपर समाहर्ता, अनुमंडल पदाधिकारी, प्रखंड विकास पदाधिकारी एवं अंचल अधिकारी द्वारा अंचल कार्यालय परिसर स्थित भारत रत्न बाबा साहेब डॉ. भीमराव अम्बेडकर एवं भगवान बिरसा मुण्डा की प्रतिमाओं पर श्रद्धापूर्वक माल्यार्पण कर उन्हें नमन किया गया।

इसके उपरांत उपस्थित जनप्रतिनिधियों, ग्रामीणों एवं आमजनों को संबोधित करते हुए प्रशासनिक अधिकारियों ने अंचल दिवस के उद्देश्य एवं राजस्व प्रशासन की जनोन्मुखी पहल की जानकारी दी। कार्यक्रम के दौरान बड़ी संख्या में ग्रामीण अपनी समस्याओं एवं शिकायतों के साथ उपस्थित हुए, जिनमें अधिकांश मामले भूमि एवं राजस्व से संबंधित थे।

उपायुक्त ने भूमि मापी, दाखिल-खारिज, लगान रसीद निर्गमन, सीमांकन, राजस्व अभिलेखों में सुधार सहित विभिन्न मामलों की सुनवाई की। इस दौरान कई मामलों का मौके पर ही निष्पादन सुनिश्चित किया गया तथा जटिल एवं प्रक्रियाधीन मामलों के त्वरित निष्पादन हेतु संबंधित अधिकारियों को आवश्यक दिशा-निर्देश दिए गए। साथ ही पात्र लाभुकों के बीच विभिन्न प्रमाण पत्रों का वितरण भी किया गया।

समीक्षा के क्रम में उपायुक्त ने अंचल कार्यालय के अधिकारियों एवं कर्मियों को निर्देशित किया कि आम जनता की शिकायतों एवं प्रमाण पत्रों से संबंधित आवेदनों को बिना किसी उचित कारण के लंबित न रखा जाए। उन्होंने कहा कि राजस्व मामलों का निष्पादन पारदर्शी, संवेदनशील एवं समयबद्ध तरीके से सुनिश्चित किया जाए, ताकि आमजनों को अनावश्यक रूप से कार्यालयों का चक्कर न लगाना पड़े। जनहित से जुड़े मामलों में किसी भी प्रकार की लापरवाही पर नियमानुसार कार्रवाई की जाएगी।

इस अवसर पर उपायुक्त ने कहा कि अंचल दिवस का उद्देश्य प्रशासन की पहुंच अंतिम व्यक्ति तक सुनिश्चित करना है। भूमि से संबंधित विषय आम नागरिकों के जीवन एवं आजीविका से प्रत्यक्ष रूप से जुड़े होते हैं, इसलिए ऐसे मामलों का समयबद्ध समाधान प्रशासन की प्राथमिकता है। उन्होंने कहा कि अधिकाधिक समस्याओं का समाधान स्थानीय स्तर पर ही सुनिश्चित करने का प्रयास किया जा रहा है। कार्यक्रम के दौरान ग्रामीणों को विभिन्न जनकल्याणकारी योजनाओं की जानकारी भी दी गई तथा योजनाओं का लाभ लेने हेतु प्रेरित किया गया।

कार्यक्रम स्थल पर स्थानीय उत्पादों को प्रोत्साहित करने के उद्देश्य से आम का विशेष स्टॉल भी आकर्षण का केंद्र रहा।

रेफरल अस्पताल, सिसई का किया औचक निरीक्षण

विशेष अंचल दिवस कार्यक्रम के उपरांत उपायुक्त ने सिसई स्थित रेफरल अस्पताल का औचक निरीक्षण किया। निरीक्षण के दौरान उन्होंने अस्पताल के विभिन्न वार्डों एवं उपलब्ध स्वास्थ्य सुविधाओं का जायजा लिया।

निरीक्षण के क्रम में चिकित्सा प्रभारी द्वारा उपायुक्त को अवगत कराया गया कि अस्पताल का वर्तमान भवन अत्यंत जर्जर स्थिति में है तथा भवन की छत के हिस्से टूटकर गिर रहे हैं, जिससे मरीजों एवं स्वास्थ्यकर्मियों की सुरक्षा को खतरा उत्पन्न हो रहा है। साथ ही बताया गया कि चिकित्सा सेवाओं के निर्बाध संचालन के लिए अस्पताल को समीपवर्ती भवन में स्थानांतरित करने की प्रक्रिया प्रारंभ की गई है।

मामले की गंभीरता को देखते हुए उपायुक्त ने संबंधित अधिकारियों को वर्तमान भवन को तत्काल कंडम घोषित करने की कार्रवाई सुनिश्चित करने का निर्देश दिया। इसके अतिरिक्त स्वास्थ्य विभाग को आवश्यक कार्रवाई करते हुए उक्त स्थल पर नए एवं आधुनिक अस्पताल भवन निर्माण की प्रक्रिया शीघ्र प्रारंभ करने हेतु प्रस्ताव अग्रसारित करने के निर्देश दिए।

इस अवसर पर अपर समाहर्ता, अनुमंडल पदाधिकारी, प्रखंड विकास पदाधिकारी, अंचल अधिकारी सिसई सहित विभिन्न विभागों के जिला एवं प्रखंड स्तरीय पदाधिकारी एवं कर्मी उपस्थित थे।
