गुमला दौरे के क्रम में स्वास्थ्य एवं पोषण में सुधार पर विशेष जोर,गर्भवती महिलाओं के शत-प्रतिशत एएनसी पंजीकरण और ‘लो बर्थ वेट’ (कम वजन के नवजात) की समस्या के मूल कारणों पर काम करने के सख्त निर्देश देते हुए, एजुकेशन डेटा का बारीकी से विश्लेषण करने के निर्देश; सरकारी और निजी स्कूलों में पढ़ रहे बच्चों के आंकड़े दुरुस्त कर शत-प्रतिशत नामांकन सुनिश्चित करने पर बल दिया गया और नीति आयोग की आजीविका परियोजनाओं (प्रोजेक्ट पहल, मशरूम और बाँस शिल्प) के माध्यम से सुदूरवर्ती क्षेत्रों के जनजातीय परिवारों को आत्मनिर्भर बनाने की सराहना, और समीक्षा के बाद केंद्रीय प्रभारी अधिकारी ने आकांक्षी प्रखंड डुमरी के मॉडल ग्राम ‘औरापाठ’ का जमीनी दौरा कर लाभार्थियों से सीधा संवाद किया।
भारत सरकार के 8वें केंद्रीय वेतन आयोग के संयुक्त सचिव सह गुमला जिले के केंद्रीय प्रभारी अधिकारी अमित सतीजा (आईएएस) की अध्यक्षता में गुरुवार को नया समाहरणालय भवन, चन्दाली के सभाकक्ष में आकांक्षी जिला ( एडीपी ) एवं आकांक्षी ब्लॉक कार्यक्रम ( एबीपी ) की उच्च स्तरीय समीक्षा बैठक संपन्न हुई। बैठक में जिले के विकास संकेतकों की बारीकी से समीक्षा करते हुए स्वास्थ्य, शिक्षा और कृषि क्षेत्र में बुनियादी सुधार लाने के कड़े निर्देश दिए गए। बैठक में मुख्य रूप से उपायुक्त दिलेश्वर महत्तो, उप विकास आयुक्त अनिमेश रंजन और जिला योजना पदाधिकारी रमण कुमार , पिरामल फाउंडेशन के प्रतिनिधि सहित सभी जिला स्तरीय पदाधिकारी मौजूद थे।
समीक्षा के दौरान केंद्रीय प्रभारी अधिकारी सतीजा ने स्वास्थ्य संकेतकों पर विशेष जोर दिया। उन्होंने जिले में प्रसव पूर्व देखभाल (एएनसी) पंजीकरण के पिछले वर्ष के 88 प्रतिशत से बढ़कर 97 प्रतिशत होने पर संतोष जताया, लेकिन इसे शत-प्रतिशत करने का निर्देश दिया। उन्होंने पिछले कुछ समय में कम वजन के बच्चों (लो बर्थ वेट) के जन्म लेने के मामलों पर चिंता व्यक्त की और जिला समाज कल्याण विभाग को इसके मूल कारणों की पहचान कर ‘रेडी टू ईट’ पूरक पोषण वितरण प्रणाली को दुरुस्त करने को कहा। इसके साथ ही टीबी मरीजों की स्क्रीनिंग, प्राथमिक व सामुदायिक स्वास्थ्य केंद्रों में बुनियादी सुविधाओं को सुदृढ़ करने और डॉक्टरों की कमी को दूर करने के लिए ठोस प्रयास करने के निर्देश दिए गए।
शिक्षा व्यवस्था की समीक्षा करते हुए संयुक्त सचिव ने स्पष्ट कहा कि केवल नामांकन के आंकड़ों से संतुष्ट न होकर अधिकारी इस बात का पूरा विवरण रखें कि कितने बच्चे सरकारी और कितने निजी स्कूलों में पढ़ रहे हैं। उन्होंने साफ किया कि कोई भी बच्चा शिक्षा के अधिकार से छूटना नहीं चाहिए। इसके अलावा सभी सरकारी विद्यालयों में पेयजल, क्रियाशील शौचालय और बिजली की शत-प्रतिशत उपलब्धता सुनिश्चित करने की हिदायत दी गई। वहीं, कृषि और संबद्ध क्षेत्रों की जमीनी हकीकत जानने के लिए उन्होंने उप विकास आयुक्त को फील्ड में रैंडम निरीक्षण (आकस्मिक चेकिंग) करने की जिम्मेदारी सौंपी। बैठक में मृदा स्वास्थ्य कार्ड, पशु टीकाकरण, वित्तीय समावेशन और कौशल विकास की प्रगति की भी बिंदुवार समीक्षा की गई।
प्रशासनिक चुनौतियों पर चर्चा के दौरान यह बात सामने आई कि गुमला को वामपंथी उग्रवाद (एलडब्ल्यूई) प्रभावित जिलों की सूची से बाहर किए जाने के बाद विशेष केंद्रीय सहायता के तहत स्वीकृत 40 करोड़ रुपये के सापेक्ष मात्र 15 करोड़ रुपये ही प्राप्त हुए हैं, जिससे वेंडरों का लगभग 23 करोड़ रुपये का भुगतान लंबित है। इस पर केंद्रीय स्तर से आवश्यक समन्वय करने का आश्वासन दिया गया। साथ ही, एबीपी पोर्टल पर डुमरी ब्लॉक में संचालित 94 आंगनवाड़ी केंद्रों का डेटा तकनीकी विसंगति के कारण ‘शून्य’ दिखने की समस्या को भी जल्द ठीक करने के निर्देश दिए गए ताकि ब्लॉक की रैंकिंग प्रभावित न हो।
बैठक के समापन के उपरांत केंद्रीय प्रभारी अधिकारी अमित सतीजा ने प्रशासनिक टीम के साथ आकांक्षी प्रखंड डुमरी के सुदूरवर्ती औरापाठ मॉडल गाँव का विस्तृत क्षेत्र भ्रमण किया। यहाँ उन्होंने नीति आयोग के सहयोग से चल रहे प्रोजेक्ट ‘पहल’ के तहत आदिम जनजाति (पीवीटीजी) परिवारों के लिए किए जा रहे बकरी व मुर्गी पालन और जल संरक्षण कार्यों का निरीक्षण किया। उन्होंने मशरूम उत्पादन से जुड़े लाभार्थियों से सीधा संवाद कर उनके आय स्तर और क्यूआर कोड के माध्यम से मिल रहे डिजिटल भुगतान की सराहना की। इसके बाद उन्होंने औरापाठ आंगनवाड़ी केंद्र का निरीक्षण कर बच्चों के पोषण स्तर और ‘प्रोजेक्ट हैबिट चेंज’ (व्यवहार परिवर्तन) गतिविधियों को देखा तथा प्राथमिक विद्यालय औरापाठ पहुंचकर बच्चों की शिक्षा की गुणवत्ता को परखा।
बैठक के दौरान मिले निर्देशों के आलोक में उपायुक्त दिलेश्वर महत्तो ने पूरी प्रशासनिक टीम को सभी दिशा-निर्देशों का अक्षरशः अनुपालन सुनिश्चित करने का निर्देश दिया। वहीं, उप विकास आयुक्त अनिमेश रंजन ने केंद्रीय प्रभारी अधिकारी को आश्वस्त किया कि जिले के सभी प्रमुख विकास संकेतकों पर पूरी तरह केंद्रित होकर तकनीकी तरीके से कार्य किया जाएगा, ताकि गुमला और इसके आकांक्षी प्रखंडों को राज्य व देश के अग्रणी क्षेत्रों की श्रेणी में लाया जा सके।
