अपर सचिव कर्ण सत्यार्थी ने लोहरी गांव का किया भ्रमण, सामुदायिक वन संसाधन प्रबंधन मॉडल की सराहना

गुमला : – गुमला जिला में झारखंड सरकार के अपर सचिव, वित्त-सह-निदेशक, कोषागार एवं संस्थागत वित्त कर्ण सत्यार्थी, (आईएएस) ने शनिवार को बसिया प्रखंड अंतर्गत लोहरी गांव का भ्रमण कर ग्राम सभा एवं समुदाय के सदस्यों से संवाद किया। भ्रमण का उद्देश्य वन अधिकार अधिनियम एवं सामुदायिक वन संसाधन प्रबंधन योजना के प्रभावी क्रियान्वयन तथा समुदाय आधारित प्राकृतिक संसाधन प्रबंधन की प्रगति का अवलोकन करना था।

इस अवसर पर जिला कल्याण पदाधिकारी आलोक रंजन, प्रखंड विकास पदाधिकारी बसिया सुप्रिया भगत, अंचल अधिकारी कमडारा, जिला प्रशासन के अन्य पदाधिकारी तथा प्रदान संस्था की टीम भी उपस्थित रही। प्रतिनिधिमंडल ने ग्राम सभा के सदस्यों के साथ खुला संवाद किया, जिसमें ग्रामीणों ने वन अधिकार अधिनियम के तहत प्राप्त अधिकारों, सामुदायिक वन संसाधनों के संरक्षण, आजीविका संवर्धन तथा ग्राम विकास से जुड़े अपने अनुभव साझा किए।
ग्राम सभा के प्रतिनिधियों ने बताया कि सामुदायिक वन संसाधन प्रबंधन योजना गांव के समग्र एवं सतत विकास का प्रमुख आधार बन चुकी है। इसी योजना के माध्यम से विभिन्न विभागीय योजनाओं का अभिसरण सुनिश्चित किया जा रहा है। उन्होंने बताया कि मनरेगा के अंतर्गत गांव में 35 जलग्रहण तालाब (डोभा) का निर्माण किया गया है, जिससे वर्षा जल संचयन, भूजल स्तर में सुधार तथा कृषि एवं वन क्षेत्र के लिए आवश्यक नमी उपलब्ध होने से प्राकृतिक संसाधनों के संरक्षण को मजबूती मिली है।
ग्रामीणों ने यह भी जानकारी दी कि आदि कर्मयोगी अभियान के माध्यम से ग्राम सभा की संस्थागत क्षमता को सुदृढ़ किया गया है। इससे सहभागी योजना निर्माण, स्थानीय आवश्यकताओं के अनुरूप विकास कार्यों की प्राथमिकता तय करने तथा योजनाओं के प्रभावी क्रियान्वयन में समुदाय की भागीदारी और बढ़ी है।
भ्रमण के दौरान समुदाय द्वारा एकीकृत प्राकृतिक संसाधन प्रबंधन के अंतर्गत संचालित विभिन्न गतिविधियों का प्रदर्शन भी किया गया। इनमें आम बागवानी, टमाटर की उन्नत खेती, वनरोपण तथा सीडबॉल अभियान प्रमुख रहे। ग्रामीणों ने बताया कि स्थानीय वन प्रजातियों के हजारों सीडबॉल क्षतिग्रस्त वन क्षेत्रों में फैलाए गए हैं, जिससे प्राकृतिक पुनर्जनन को बढ़ावा मिल रहा है तथा जैव विविधता संरक्षण और वन आच्छादन में वृद्धि सुनिश्चित हो रही है।
भ्रमण के उपरांत अपर सचिव कर्ण सत्यार्थी ने लोहरी गांव में ग्राम सभा की सक्रिय भागीदारी एवं समुदाय आधारित विकास मॉडल की सराहना करते हुए कहा कि वन अधिकार अधिनियम का प्रभावी क्रियान्वयन, सामुदायिक वन संसाधन प्रबंधन योजना के माध्यम से विभिन्न योजनाओं का अभिसरण तथा स्थानीय समुदाय की सहभागिता सतत विकास का उत्कृष्ट उदाहरण है। उन्होंने कहा कि प्राकृतिक संसाधनों के संरक्षण एवं आजीविका संवर्धन के क्षेत्र में लोहरी गांव द्वारा किए जा रहे प्रयास अन्य क्षेत्रों के लिए भी प्रेरणास्रोत हैं।
कार्यक्रम के दौरान अधिकारियों ने समुदाय द्वारा किए जा रहे कार्यों का अवलोकन करते हुए ग्राम सभा की भूमिका की प्रशंसा की तथा प्राकृतिक संसाधनों के संरक्षण, जल सुरक्षा, कृषि उत्पादकता, आजीविका संवर्धन एवं पर्यावरणीय संतुलन को मजबूत करने के लिए इस मॉडल को प्रभावी एवं अनुकरणीय बताया।
