उपायुक्त की अध्यक्षता में आयोजित हुआ साप्ताहिक जन शिकायत निवारण दिवस, विभिन्न प्रखंडों से आए 50 से अधिक आवेदनों पर हुई सुनवाई

गुमला : – गुमला उपायुक्त दिलेश्वर महत्तो की अध्यक्षता में मंगलवार को समाहरणालय सभागार में साप्ताहिक जन शिकायत निवारण दिवस का आयोजन किया गया। इस दौरान जिले के विभिन्न प्रखंडों एवं सुदूर ग्रामीण क्षेत्रों से आए 50 से अधिक नागरिकों ने अपनी समस्याओं, मांगों एवं शिकायतों से संबंधित आवेदन उपायुक्त के समक्ष प्रस्तुत किए। जन शिकायत निवारण दिवस में भूमि विवाद, राजस्व अभिलेखों में सुधार, सामाजिक सुरक्षा पेंशन, आवास योजनाओं का लाभ, पेयजल, विद्युत आपूर्ति, सड़क, शिक्षा, स्वास्थ्य, रोजगार, प्रमाण-पत्र निर्गत करने सहित अन्य जनहित से जुड़े मामलों की सुनवाई की गई।

जन शिकायत निवारण दिवस में रायडीह प्रखंड अंतर्गत पंचायत जरजट्टा के ग्राम महुआटोली निवासी आशिफ नैयर ने गांव में जले हुए ट्रांसफार्मर के स्थान पर अधिक क्षमता का नया ट्रांसफार्मर लगाने की मांग की। उन्होंने बताया कि लगभग दो माह पूर्व लगाया गया ट्रांसफार्मर अत्यधिक भार के कारण जल गया है, जिससे गांव की एक बस्ती में विद्युत आपूर्ति पूरी तरह बाधित है और ग्रामीणों को भारी कठिनाइयों का सामना करना पड़ रहा है।

इसी क्रम में ग्राम महुआटोली, पंचायत जरजट्टा, प्रखंड रायडीह के ग्रामीणों ने गांव में पेयजल संकट से संबंधित आवेदन सौंपा। ग्रामीणों ने बताया कि लगभग 100 से 150 घरों की आबादी वाले गांव में केवल एक जलमीनार होने के कारण नियमित एवं पर्याप्त पेयजल उपलब्ध नहीं हो पा रहा है। ग्रामीणों ने कोंदा बगीचा एवं महुआडांड़ बस्ती में अतिरिक्त जलमीनार निर्माण कराने की मांग की।

एक अन्य आवेदन में शिक्षा विभाग से जुड़े एक मामले को लेकर आवेदक ने जिला शिक्षा अधीक्षक, गुमला द्वारा कथित रूप से जारी अनिवार्य सेवानिवृत्ति पत्र को अमान्य बताते हुए अप्रैल 2023 से लंबित निलंबन भत्ता के भुगतान की मांग की। आवेदक ने बताया कि मामले को लेकर पूर्व में भी जन शिकायत कोषांग में आवेदन दिया जा चुका है, लेकिन अब तक भुगतान नहीं किया गया है।

बसिया प्रखंड के झारखंड आंदोलनकारियों ने गृह, कारा एवं आपदा प्रबंधन विभाग द्वारा जारी संपुष्ट सूची के बावजूद अब तक मान-सम्मान एवं पेंशन का लाभ नहीं मिलने की शिकायत उपायुक्त से की। आंदोलनकारियों ने संबंधित विभाग से शीघ्र कार्रवाई करते हुए सम्मान राशि एवं पेंशन उपलब्ध कराने की मांग की।

गुमला प्रखंड के करौंदा सरनाटोली निवासी सुमित्रा कुमारी एवं करौंदा लिटाटोली निवासी सरोज सपना कुमारी ने जमीन की खरीद-बिक्री के नाम पर कथित रूप से 21 लाख 37 हजार 500 रुपये की ठगी किए जाने का मामला उठाया। आवेदिकाओं ने बताया कि मामले में प्राथमिकी दर्ज होने एवं पूर्व में समझौता होने के बावजूद अब तक शेष राशि वापस नहीं की गई है। उन्होंने संबंधित बिचौलियों के विरुद्ध कार्रवाई करते हुए राशि वापस दिलाने की मांग की।

चैनपुर प्रखंड के प्रेमनगर स्थित दैनिक मजदूर परिवारों ने लगभग 50 वर्षों से निवासरत भूमि का सामूहिक बंदोबस्ती पट्टा प्रदान करने की मांग की। आवेदकों ने बताया कि वन विभाग एवं अंचल कार्यालय को कई बार आवेदन देने के बावजूद अब तक कोई कार्रवाई नहीं हुई है।

वहीं, गुमला नगर क्षेत्र की एक महिला आवेदिका ने अपने पारिवारिक संपत्ति विवाद से संबंधित आवेदन सौंपते हुए बताया कि उनके हिस्से के मकान में प्रवेश करने से उन्हें रोका जा रहा है। उन्होंने घर के बाहरी गेट की चाबी उपलब्ध कराने एवं अपने हिस्से के मकान में रहने की अनुमति दिलाने की मांग की।

इसके अतिरिक्त विभिन्न प्रखंडों से आए आवेदकों ने भूमि विवाद, राजस्व अभिलेखों में त्रुटि सुधार, सामाजिक सुरक्षा पेंशन, प्रधानमंत्री आवास योजना, पेयजल एवं विद्युत आपूर्ति, सड़क निर्माण, शिक्षा, स्वास्थ्य सेवाओं, रोजगार तथा प्रमाण-पत्र निर्गत करने सहित अन्य जनहित से जुड़े मामलों में भी आवेदन समर्पित किए।

उपायुक्त दिलेश्वर महत्तो ने सभी आवेदनों को गंभीरतापूर्वक सुनते हुए संबंधित विभागीय पदाधिकारियों को प्रत्येक मामले की आवश्यक जांच कर नियमानुसार त्वरित एवं प्रभावी कार्रवाई सुनिश्चित करने का निर्देश दिया। उन्होंने लंबित मामलों के शीघ्र निष्पादन तथा पात्र लाभुकों को समयबद्ध राहत उपलब्ध कराने पर विशेष बल दिया।

उपायुक्त ने कहा कि साप्ताहिक जन शिकायत निवारण दिवस प्रशासन और आम नागरिकों के बीच सीधे संवाद का एक प्रभावी माध्यम है। प्राप्त प्रत्येक आवेदन का पारदर्शी एवं निष्पक्ष तरीके से परीक्षण कर नियमानुसार कार्रवाई सुनिश्चित की जाएगी, ताकि आमजन की समस्याओं का समयबद्ध समाधान हो सके।

कार्यक्रम के दौरान विभिन्न विभागों के जिला स्तरीय पदाधिकारी एवं संबंधित अधिकारी उपस्थित थे।
