कलेजा चीरती झारखंड की यह तस्वीर भी निजाम को नहीं झकझोरती ! संवेदनाएं और हमदर्दी सिर्फ शब्दों में नहीं, आचरण में दिखाए हुक्मरान…!

मूसलाधार बारिश गिर रही है। मारंग गोमके जयपाल सिंह मुंडा की प्रतिमा से लगे चबूतरे पर एक नौजवान लेटा है। तीन दिनों से अन्न त्याग कर सत्याग्रह पर बैठा है। जरा ठहरकर इस तस्वीर को देखिए। यह बारिश में भीगते एक अकेले लड़के की तस्वीर नहीं है… यह झारखंड के लाखों युवाओं के टूटते सब्र, बिखरती उम्मीदों और बेबस आंखों से बहते आंसुओं की तस्वीर है!

जिस राज्य का नौजवान अपनी मेहनत और अपनी नौकरी पर डाका डाल रहे ‘अभय तिवारियों’ से खुद को बचाने की गुहार लगा रहा है, अपना वाजिब हक मांग रहा हो, उस राज्य का सितम देखिए कि व्यवस्था इस सत्याग्रही को मूसलाधार बारिश से बचाने के लिए तिरपाल का एक अदद टुकड़ा तक न दे सकी!

इस दौर में सीना चीरने की जरूरत नहीं, इंसानियत दिखाने की है..!

आज मुख्यमंत्री हेमंत सोरेन ने कहा कि उनकी सरकार की आंखें और कान खुले हैं… उन्होंने कहा कि वे सीना चीरकर नहीं दिखा सकते कि उनके दिल में छात्रों के लिए कितनी संवेदना है।

मुख्यमंत्री जी, बिल्कुल सही कहा आपने! यह त्रेता युग नहीं है कि कोई हनुमान की तरह अपना सीना चीरकर भीतर की संवेदना दिखा दे। लेकिन साहब, संवेदनाएं और हमदर्दी सिर्फ शब्दों से नहीं… त्वरित फैसलों से झलकती हैं! इस दौर में सीना चीरने की जरूरत नहीं होती, बस एक इंसानियत भरा हाथ थाम लेना ही काफी होता है। फिलहाल तो यही कहूंगा कि यह तस्वीर हर किसी का कलेजा चाक कर देने वाली है।

टकराव की नौबत आने से पूूूर्व संवाद की ओर कदम बढ़ाएं हुजूर…!

हेमंत सोरेन जी, याद कीजिए जब आप विपक्ष में थे! तब छात्रों के जरा से दर्द पर आपकी आवाज सबसे पहले गूंजती थी। आज आपके पास सत्ता की ताक़त है, पूरा प्रशासनिक तंत्र है, अफसरों की फौज है, और सूचना का हर जरिया है। फिर भी अगर जयपाल सिंह स्टेडियम की बारिश में भीगता हुआ एक सत्याग्रही आपकी निगाहों से ओझल है… तो यह सवाल आपकी व्यवस्था के जमीर से पूछा ही जाएगा!

समय रेत की तरह फिसल रहा है, लेकिन अभी भी देर नहीं हुई है। सत्याग्रह पर बैठे इन युवाओं के बीच जाइए, या अपने सबसे संजीदा नुमाइंदों को भेजिए। उनसे बात कीजिए। उनका गुस्सा उफान पर है, मगर उनका संयम अब भी कायम है। लोकतंत्र का असली हुस्न यही है कि टकराव की नौबत आने से पहले संवाद का हाथ बढ़ा दिया जाए।

जेपीएससी अध्यक्ष का इस्तीफा हो चुका है, सीआईडी की ताबड़तोड़ छापेमारी जारी है, जांच की प्रक्रिया भी आगे बढ़ रही है… लेकिन इतने भर से युवाओं का डगमगाया भरोसा नहीं लौटने वाला!

JPSC की मौजूदा व्यवस्था की सर्जरी की जरूरत है जहांपनाह…! 

जेपीएससी की मौजूदा व्यवस्था पर अब सर्जरी की जरूरत है। आयोग का पुनर्गठन कीजिए, इसे राजनीतिक निष्ठा और सिफारिशों के साए से पूरी तरह मुक्त कीजिए। संवैधानिक कुर्सियों की जिम्मेदारी उन्हें सौंपिए जो किसी नेता या रसूखदार के रिश्तेदार न होकर सिर्फ अपनी योग्यता और निष्पक्षता के लिए जाने जाते हों।

नेताओं के रिश्तेदारों और राजनीतिक रूप से जुड़े लोगों को उपकृत करने के लिए राज्य में बोर्ड और निगम जैसी कई संस्थाएं हैं। लेकिन जिन आयोगों पर लाखों युवाओं का भविष्य निर्भर करता है, उनकी निष्पक्षता पर किसी भी तरह की छाया नहीं पड़नी चाहिए।

जब 14वीं जेपीएससी पीटी परीक्षा धांधली के साक्ष्यों के साथ पूरी तरह विवादित हो चुकी है, तो इसे बिना किसी हिचकिचाहट के तुरंत रद्द किया जाए। नई तारीखों का ऐलान कर आगामी 30 से 40 दिनों के भीतर पारदर्शी तरीके से दोबारा परीक्षा आयोजित कराई जाए।  इसके साथ ही, जिन 9 परीक्षाओं को स्थगित कर अधर में लटकाया गया है, उनका स्पष्ट कैलेंडर जारी कीजिए… ताकि इन निराश युवाओं को कम से कम उम्मीद की एक तारीख, रोशनी की एक किरण तो नजर आए !

जेएसएससी की कार्यप्रणाली और उसके मौजूदा चेयरमैन पर उठ रहे सवालों को भी अब टालने का वक्त नहीं है। वहां भी निर्णायक कार्रवाई कीजिए। क्योंकि जिस दिन युवाओं का भर्ती आयोगों से विश्वास उठ जाता है, उस दिन सरकारी नौकरियों की पूरी व्यवस्था संदेह के कठघरे में खड़ी हो जाती है। तब सिर्फ मेरिट नहीं मरती, एक पूरी पीढ़ी का भरोसा मर जाता है।

सरकारें केवल जांच कराकर अपना दायित्व पूरा नहीं करतीं। सरकारें तब सफल मानी जाती हैं, जब वे व्यवस्था में ऐसा सुधार करें कि वही गलती दोबारा न दोहराई जाए।
