मरम्मत के बाद दो थिकनर फिर बंद, लाखों खर्च पर एसीसी ने उठाए सवाल

गोमिया___ कथारा वाशरी में लाखों रुपये खर्च कर मरम्मत कराए गए दो थिकनर महज दो दिन चलने के बाद फिर बंद हो गए। मामले को लेकर एरिया कंसल्टेटिव कमेटी (एसीसी) ने सीसीएल प्रबंधन के समक्ष गंभीर सवाल उठाते हुए बंद थिकनरों की तकनीकी जांच कराने और उन्हें शीघ्र चालू कराने की मांग की है। यह मामला शनिवार को कथारा महाप्रबंधक सभागार में आयोजित सीसीएल प्रबंधन और एसीसी सदस्यों की बैठक में प्रमुखता से उठा।
बैठक में क्षेत्र की विभिन्न समस्याओं, श्रमिक हितों, आवासीय कॉलोनियों की व्यवस्था और परियोजनाओं से जुड़े मुद्दों पर विस्तार से चर्चा हुई। एसीसी सदस्य मिन्हाजुल अहमद ने कथारा वाशरी की उत्पादन व्यवस्था पर सवाल उठाते हुए कहा कि वाशरी में कुल तीन थिकनर हैं, लेकिन वर्तमान में केवल एक ही थिकनर संचालित है। दो थिकनर लंबे समय से बंद हैं।
उन्होंने कहा कि बंद पड़े दोनों थिकनरों की मरम्मत पर लाखों रुपये खर्च किए गए। मरम्मत के बाद दोनों मशीनें महज दो दिनों तक चलीं और फिर बंद हो गईं। ऐसे में सवाल उठना स्वाभाविक है कि आखिर मरम्मत पर खर्च की गई राशि का लाभ उत्पादन में क्यों नहीं दिख रहा है। उन्होंने प्रबंधन से पूरे मामले की तकनीकी जांच कराने की मांग की।
एसीसी सदस्य ने कहा कि यदि वाशरी के तीनों थिकनर सुचारू रूप से संचालित हों तो उत्पादन क्षमता में उल्लेखनीय वृद्धि हो सकती है। एक ही थिकनर के भरोसे संचालन होने से वाशरी की उत्पादन क्षमता प्रभावित हो रही है। उन्होंने कहा कि मशीनों की मरम्मत पर खर्च होने वाली राशि का वास्तविक लाभ उत्पादन और कार्यक्षमता में दिखाई देना चाहिए।
कॉलोनियों की सफाई व्यवस्था पर भी सवाल
बैठक में सीसीएल आवासीय कॉलोनियों में साफ-सफाई की बदहाल व्यवस्था का मुद्दा भी उठाया गया। एसीसी सदस्यों ने कहा कि नियमित सफाई नहीं होने से कर्मचारियों और उनके परिवारों को परेशानी हो रही है। नालियों की सफाई, कचरे का उठाव और कॉलोनियों के आसपास स्वच्छता पर विशेष ध्यान देने की मांग की गई।
सदस्यों ने कहा कि सफाई व्यवस्था की नियमित निगरानी होनी चाहिए। जहां सफाई कर्मियों की कमी है, वहां आवश्यकता के अनुसार अतिरिक्त व्यवस्था की जाए।
लंबे समय से एक जगह जमे कर्मियों के तबादले की मांग
एसीसी सदस्यों ने लंबे समय से एक ही स्थान पर पदस्थापित कर्मचारियों के स्थानांतरण का मुद्दा भी जोरदार ढंग से उठाया। सदस्यों ने कहा कि नियम के अनुसार लंबे समय से एक ही जगह पदस्थापित कर्मियों का स्थानांतरण किया जाना चाहिए, ताकि कार्य व्यवस्था में पारदर्शिता और संतुलन बना रहे।
इसके अलावा विभिन्न इकाइयों में रिक्त फोरमैन के पदों को भरने तथा आवश्यकता के अनुसार फोरमैन का संबंधित यूनिट में स्थानांतरण करने की मांग की गई। सदस्यों ने कहा कि कई इकाइयों में पद और कर्मियों की उपलब्धता में संतुलन नहीं होने से कामकाज प्रभावित हो रहा है।
अस्पताल 24 घंटे खुला रहने पर प्रबंधन ने दी सफाई
बैठक में कथारा अस्पताल की व्यवस्था को लेकर भी चर्चा हुई। एसीसी सदस्यों ने रात के समय अस्पताल बंद रहने की बात उठाते हुए कहा कि इससे कर्मचारियों और उनके परिजनों को परेशानी होती है।
इस पर क्षेत्र के महाप्रबंधक ए.के.बी. सिंह ने स्पष्ट किया कि कथारा अस्पताल 24 घंटे खुला रहता है। उन्होंने कहा कि कर्मचारी और उनके परिजन किसी भी समय अस्पताल पहुंचकर उपचार करा सकते हैं।
बैठक में क्षेत्र के महाप्रबंधक ए.के.बी. सिंह, कथारा कोलियरी के परियोजना पदाधिकारी रंजीत कुमार, जारंगडीह परियोजना पदाधिकारी प्रवीण सेन गुप्ता, कथारा वाशरी से अमरेंद्र कुमार, एसओपी माधुरी मटके, सूर्य प्रताप सिंह, अनुराग कुमार एवं डॉ. निशा टोप्पो मौजूद रहे।
वहीं एसीसी की ओर से इकबाल अहमद, निजाम अंसारी, बालेश्वर गोप, कमोद प्रसाद, मथुरा गोप एवं मिन्हाजुल अहमद ने बैठक में हिस्सा लिया।
एसीसी सदस्यों ने प्रबंधन से उठाए गए सभी मुद्दों पर गंभीरता से विचार करते हुए समयबद्ध कार्रवाई की मांग की। प्रबंधन की ओर से विभिन्न समस्याओं के समाधान के लिए आवश्यक कार्रवाई का आश्वासन दिया गया।
