आदिवासी अधिकारों की रक्षा और परिसीमन के मुद्दे पर प्रतिनिधिमंडल राज्यपाल से मिला

‎‎रांची : झारखंड के आदिवासी समाज में प्रस्तावित परिसीमन को लेकर मंगलवार को एक प्रतिनिधिमंडल ने राज्यपाल संतोष कुमार गंगवार से मुलाकात कर ज्ञापन सौंपा। इस प्रतिनिधिमंडल ने पाँचवी अनुसूची क्षेत्र के संदर्भ में राष्ट्रपति को रिपोर्ट भेजने और अनुसूचित जनजातियों के राजनीतिक प्रतिनिधित्व की पूर्ण सुरक्षा सुनिश्चित करने की माँग की है।

‎प्रतिनिधिमंडल का कहना था कि झारखंड राज्य का गठन ही आदिवासी समाज की विशिष्ट पहचान, संस्कृति, जल-जंगल-जमीन और राजनीतिक अधिकारों की रक्षा के लिए हुआ था। वर्तमान में राज्य विधानसभा की 81 सीटों में 28 और लोकसभा की 14 सीटों में 5 अनुसूचित जनजाति के लिए आरक्षित हैं।

यदि केवल जनसंख्या के आधार (विशेषकर 2011 या आगामी जनगणना) पर परिसीमन किया गया, तो आरक्षित सीटों में कमी आने का खतरा है। यह संविधान की मूल भावना और पाँचवी अनुसूची के उद्देश्यों के विपरीत होगा। प्रतिनिधिमंडल ने पर मौजूदा ढाँचे को बनाए रखने और ऐतिहासिक-सामाजिक अधिकारों को ध्यान में रखने की अपील की।

‎राज्यपाल ने प्रतिनिधिमंडल की बातों को गंभीरता से सुनने के बाद कहा कि इसके लिए मुख्यमंत्री से चर्चा करें और विशेष सत्र बुलाकर परिसीमन पर एक प्रस्ताव पारित कर केंद्र सरकार को भेजें। यह सलाह संवैधानिक प्रक्रिया को मजबूत बनाने और राज्य की सामूहिक आवाज को दिल्ली तक पहुँचाने की दिशा में महत्वपूर्ण है। राज्यपाल पाँचवी अनुसूची क्षेत्रों के संरक्षक के रुप में आदिवासी हितों को राष्ट्रपति और केंद्र के समक्ष रखने की स्थिति में हैं।

पांचवी अनुसूची क्षेत्र के संवैधानिक प्रावधानों का उल्लंघन बर्दाश्त नहीं

‎‎ज्ञापन में कहा गया है कि आदिवासी समुदाय और आदिवासी संगठनों का डर बेबुनियाद नहीं है। पहले 2007-08 के परिसीमन मसौदे में भी एसटी आरक्षित सीटों में कटौती का प्रस्ताव आया था, जिसे विरोध के कारण लागू नहीं किया जा सका।

पांचवी अनुसूची क्षेत्र के संवैधानिक प्रावधानों का उलंघ्घन और सीएनटी-एसपीटी एक्ट की धज्जियां उड़ाकर विकास परियोजनाओं, खनन, औद्योगिकीकरण और विस्थापन के कारण आदिवासी आबादी का अनुपात घटा है, जबकि बाहरी आबादी बढ़ी है। वहीं आदिवासी समुदाय बड़े पैमाने पर विस्थापन पलायन होने को मजबूर हुए ऐसे में केवल जनसंख्या के आधार पर परिसीमन राजनीतिक प्रतिनिधित्व को कमजोर कर सकता है।
