पल्स अस्पताल को कुर्क करने के बाद ईडी भुईंहरी जमीन मालिक के साथ भी इंसाफ करे, आखिर जमीन का नक्शा कैसे पास हो गया व जमीन के एवज में बैंक से लोन कैसे मिल गया?

रांची : आखिरकार ईडी ने आइएएस पूजा सिंघल के पति अभिषेक झा के पल्स सुपर स्पेशिलिएटी अस्पताल कुर्क कर लिया है. पूजा की करीब 82.77 करोड़ रुपये की संपत्ति कुुुर्क करने में पल्स डायग्नोस्टिक सेंटर और जमीन के दो महंगे प्लॉट भी शामिल हैं. मनरेगा घोटाले में 18.06 करोड़ रुपये का आरोप खूंटी की डीसी रही पूजा सिंघल पर है. पल्स सुपर स्पेशिलिएटी अस्पताल का निर्माण कार्य भुइंहरी जमीन पर हुआ है. ईडी यह जरूर पता करना चाहिए कि ननसेलेबुल भुइहरी जमीन का नक्शा कैसे पास हो गया और जमीन के एवज में बैंक से लोन कैसे मिल गया? जमीन के असली वारिस (वंशज) कृष्णा मुंडा के अलावा काफी दिनों से भुईंहरी परिवार को इंसाफ दिलाने की जद्दोजहद करनेवाले आरटीआई एक्टिविस्ट इंद्रदेव लाल ने ईडी से आग्रह किया है कि पल्स अस्पताल को कुर्क करने के बाद भुईंहरी जमीन मालिक के साथ भी इंसाफ होना चाहिए.

सीएम ने ही दिया था जांच का आदेश

आरटीआई एक्टिविस्ट इंद्रदेव लाल का कहना है कि बड़गाई अंचल ने यह स्पष्ट कर दिया है कि पल्स सुपर स्पेशिलिएटी अस्पताल की जमीन भुईंहरी नेचर की है. इसके बावजूद अभिषेक झा को एचडीएफसी बैंक से कर्ज मिल गया. नगर निगम से नक्शा भी पास हो गया. हालांकि ईडी ने कुछ माह पूर्व नगर निगम के अधिकारियों के इस मामले में पूछताछ की है. पूजा सिंघल ने अपने रसूख का इस्तेमाल कर रघुवर दास के शासनकाल में ही 2016 से ही भुईंहरी जमीन पर अस्पताल का निर्माण कार्य शुरू कर दिया था. 13 फरवरी 2020 को हमने इस मामले में सीएम को ट्वीट कर उनका ध्यान आकृष्ट कराया था. सीएम ने उसी दिन रांची के तत्कालीन डीसी महिमापत रे को रिट्वीट कर जांच का आदेश दिया था. लेकिन ढाई साल से अधिक समय बीत जाने के बावजूद जांच रिपोर्ट का अभी तक कहीं कोई अता-पता नहीं है. पूजा सिंघल की गिरफ्तारी के बाद पल्स अस्पताल निर्माण को लेकर ईडी ने जब दस्तावेज खंगालना शुरू किया, तब जुलाई माह में रांची के तत्कालीन डीसी छविरंजन ने उस जांच रिपोर्ट की छानबीन शुरू की. करीब एक माह में काफी नाटकीय ढंग से जांच रिपोर्ट मिलने की बात स्वीकारी गई. बताया गया कि जांच रिपोर्ट की फाइल सीएमओ में धूल फांक रही है.

सीएम ने इंसाफ नहीं किया, पर ईडी से न्याय की उम्मीद

यहां यह बताना जरूरी है कि सीएम को ट्वीट करने के चंद माह बाद पूजा सिंघल की सीएमओ में इंट्री हो गई थी और खनन विभाग उनके हवाले कर दिया गया था. यानी पूजा सिंघल का जो रसूख रघुवर सरकार में था, वही रसूख हेमंत सरकार में कायम हो गया. उधर, विपक्ष ने जांच रिपोर्ट के बारे में कभी सरकार पर दबाव नहीं बनाया और अंतत: यह मामला दब गया. मई माह में जब ईडी ने पूजा सिंघल के सीए के यहां से 19 करोड़ से अधिक रुपए जब्त किए, तब पल्स अस्पताल का मामला एक बार फिर उजागर हुआ. अब जबकि ईडी द्वारा अस्पताल को कुर्क कर लिया गया है, तो फिर यह सवाल उठना स्वाभाविक है कि भुईंहरी परिवार को कैसे इंसाफ मिलेगा? कुछ माह पूर्व निर्दलीय विधायक सरयू राय ने हेमंत सरकार पर तंज कसते हुए कहा था कि इस अस्पताल का नाम बदलकर प्रवर्तन अस्पताल कर देना चाहिए. उन्होंने इसे रिम्स के साथ अटैच कर देने का भी सुझाव दिया था. हालांकि जब ईडी ने पूजा सिंघल के एसेट्स को खंगालना शुरू किया तो भुईंहरी परिवार को लगा कि सीएम हेमंत सोरेन ने तो उनके साथ इंसाफ नहीं किया लेकिन ईडी जरूर उसे न्याय दिलाएगा.

रघुवर राज में नींव पड़ी व हेमंत राज में अस्पताल तैयार हुआ

भुईंहरी परिवार के वंशज कृष्णा मुंडा ने अपना दर्द बयां करते हुए कहा कि ईडी को हमारी जमीन दिलाने की पेशकश करनी चाहिए. अगर जमीन वापसी नहीं हुई तो कम से कम हेमंत सरकार मुआवजा दिलाने की पहल तो करे. आखिर आदिवासी सीएम के रहते हमारे परिवार के साथ इंसाफ नहीं किया गया तो फिर आदिवासी समाज कैसे भला होगा? उन्होंने कहा कि अबुआ राज में हमारे घर की महिलाएं हड़िया बेचती और रेजा-कुली का काम करती है और हमारे घर के पुरुष रिक्शा चलाकर किसी तरह से अपना पेट भर रहे हैं. वहीं हमारी जमीन से रसूखदार लोग मालामाल हो चुके हैं. उन्होंने कहा कि आर्थिक रूप से हमलोग मजबूत होते तो अदालत में फरियाद करते और अपनी हासिल कर लेते. जल-जंगल और जमीन बचाने का ढोंग कर आदिवासी सीएम हेमंत सोरेन ने इधर जांच का आदेश दिया और उधर पूजा सिंघल को अपने बगल में बिठा लिया. कहा कि रघुवर राज में भुईंहरी जमीन पर अस्पताल की नींव पड़ी और हेमंत राज में अस्पताल तैयार हुआ. उन्होंने कहा कि शुक्र है कि अब ईडी ने अस्पताल को कुर्क कर लिया है, इसका हम स्वागत करते हैं, लेकिन जबतक हमें इंसाफ नहीं मिलेगा तबतक ईडी की कार्रवाई अधूरी मानी जाएगी.

राजस्व विभाग में लंबित है फाइल

कृष्णा मुंडा को उनकी जमीन पर हक दिलाने के लिए इंद्रदेव लाल के आवेदन पर  दक्षिणी छोटानागपुर के कमिश्नर रहे नितिन मदन कुलकर्णी ने कार्रवाई करते हुए बड़गाई सीओ से सवाल-जवाब किया था. अंचल कार्यालय ने कमिश्नर को भेजे गए जवाब में यह माना कि पल्स अस्पताल की जमीन भुईंहरी नेचर की है. इसके बाद कमिश्नर ने पूरी जांच रिपोर्ट राजस्व एवं भूमि सुधार विभाग को भेज दिया है. चार माह बाद भी सरकारी स्तर पर सीओ की रिपोर्ट पर कोई कार्रवाई नहीं होने से पूजा सिंघल के रसूख का पता चलता है. श्री लाल ने कहा कि ईडी अगर पल्स अस्पताल से जुड़े सभी दस्तावेज की सूक्ष्मता से जांच करे तो कई ब्यूरोक्रेट्स इसकी जद में आएंगे. वहीं रांची नगर निगम के आयुक्त से यह पूछा जाना चाहिए कि आखिर नक्शा कैसे पास हो गया और बैंक ने बगैर जांच-पड़ताल किए बिना कैसे लोन पास कर दिया? कैसे बड़गाई अंचल कार्यालय से म्यूटेशन हुआ? कौन इस जमीन का मालिक बनकर अभिषेक झा को बेच दिया. उन्होंने कहा कि ईडी चाहे तो राजस्व विभाग में लंबित पड़ी फाइल की जांच कर सत्य के करीब आराम से पहुंच सकता है.
