‘जब देश के दो राज्यों ने पंचायती राज अधिनियम में संशोधन करके महिला सभा को अधिनियम का हिस्सा बनाया है और सात राज्यों ने सर्कुलर जारी करके, ग्रामसभा से पहले महिला सभा के आयोजन को अनिवार्य बनाया है तो फिर झारखण्ड’ पीछे क्यों?’ जानिए इसपर वक्ताओं के विचार…!
रांची: ‘झारखण्ड पंचायत राज विधेयक 2001’, 30 मार्च 2001 में विधानसभा में पारित होकर लागू हुआ। अधिनियम के चौथे संशोधन के 2010 के अध्यादेश ने सभी वर्ग में सभी स्तर पर महिलाओं के लिए आरक्षण की बात कही है। झारखण्ड राज्य ने पंचायतों में महिलाओं की भागीदारी को 33 प्रतिशत से बढ़ाकर 50 प्रतिशत किया है, और 2022 के पंचायत चुनावों में अच्छी-ख़ासी संख्या में निर्वाचित होकर महिलाएं इस स्थानीय शासन-व्यवस्था का हिस्सा भी बनी हैं। लेकिन क्या सही मायने में ये सभी महिलाएं चाहे वे पंचायत की निर्वाचित प्रतिनिधि हों या आम महिलाएं हों, अपने नागरिक अधिकारों का इस्तेमाल कर पा रही हैं? क्या गांव के विकास के लिए बनाई जानेवाली योजनाओं में महिलाओं की भागीदारी बराबर की हो रही है? क्या पंचायतों में ऐसी कोई व्यवस्था है, जहां महिलाएं अपनी समस्याओं, अपनी जरूरतों को रख पा रही हैं? या जिसके माध्यम से उनकी समस्याएं और जरूरतें ग्रामसभा तक पहुंच पा रही हैं और जीपीडीपी का हिस्सा बन पा रही हैं? सोमवार को प्रेस क्लब में आयोजित परिचर्चा में शामिल विभिन्न समाजसेवियों ने अपने विचार व्यक्त किए.
ग्रामसभा की बैठकों में महिलाओं की भागीदारी नहीं के बराबर
पंचायती राज अधिनियम के 73वें संशोधन के बाद आज भी ग्रामसभा की बैठकों में महिलाओं की भागीदारी सहज नहीं हो पाई है। महिलाओं की ज़ि़ंदगी को सीधे प्रभावित करनेवाले मुद्दों पर स्वाभाविक चर्चा का माहौल नहीं है। गांव के विकास के लिए बनाई जा रही योजनाओं में महिलाओं की भागीदारी अपेक्षाकृत कम है। महिलाओं को एक ऐसे मंच की जरूरत है, जहां वे अपनी समस्याओं को खुलकर रख सकें, विकास संबंधी जरूरतों को तय करें और उन्हें गांव की विकास योजनाओं में, ग्रामसभा और पंचायत स्तर पर शामिल करा सकें-महिला सभा एक ऐसा ही मंच है। महिला सभा महिलाओं की राजनीतिक भागीदारी और लोकतंत्र को ज़मीनी स्तर पर मजबूत करने का एक महत्वपूर्ण टूल है, जिसका इस्तेमाल कई राज्यों द्वारा सफलतापूर्वक किया भी जा रहा है।
पंचायती राज व्यवस्था में महिला सभा का राजनीतिक महत्व
परिचर्चा में कहा गया कि महिला सभा महिलाओं की ग्राम स्तर की बैठक होती है, जिसमें संबंधित ग्राम पंचायत की किसी भी वर्ग, आयु, जाति, धर्म, की वयस्क महिला भागीदारी कर सकती है। वैसे तो छोटे-छोटे स्तर पर महिला समूहों की बैठकें पंचायतों में होती हैं, लेकिन ‘महिला सभा’ इन बैठकों को नहीं कहा जा सकता है। पंचायती राज व्यवस्था में महिला सभा की अपना एक राजनीतिक महत्व है। इसके आयोजन के लिए भी वही प्रक्रिया अपनाई जाती है, जो ग्रामसभा के लिए की जाती है-इसके आयोजन के लिए सर्कुलर, आयोजन का प्रचार, बैठक के मिनट्स, शामिल सदस्यों के हस्ताक्षर आदि। महिला सभा में लिए गए प्रस्तावों को ‘ग्रामसभा’ की कार्यवाही में शामिल किया जाना जरूरी होता है।
पितृसत्तात्मक नजरिये को बदलने की जरूरत
महिलासभा की पूरी प्रक्रिया महिलाओं को स्थानीय शासन में समान राजनीतिक भागीदारी के लिए तैयार करेगी-महिलाओं का अपने विकास संबंधित जरूरतों को सम्मिलित रूप से पहचान करना उसे ग्रामसभा के सामने रखना और ग्रामसभा की पूरी कार्यवाही में बराबर से हिस्सेदारी करना। अन्य राज्यों के उदाहरण बताते हैं कि महिला सभा निर्वाचित महिला प्रतिनिधियों को गांव के विकास में अपनी सार्थक भूमिका निभाने में भी मदद कर रहे हैं। ज़मीनी स्तर के अनुभव व अध्ययन बताते हैं कि महिला हिंसा से संबधित मुद्दे अक्सर घरों की चहारदीवारी में ही रह जाते हैं या पंचायत स्तर पर आते भी हैं, तो उनकी सुनवाई में पितृसत्तात्मक नजरिया हावी रहता है। महिला सभा का मंच महिला हिंसा के खि़लाफ माहौल और सार्वजनिक स्थानों को महिलाओं को सुरक्षित बनाने की दिशा में सशक्त पहल है।
महिला सभा के अनिवार्य आयोजन से भागीदारी बढ़ेगी
महिला सभा की जरूरत को पहचानते हुए यह सुनिश्चित करना जरूरी है कि हर ग्रामसभा से पहले महिला सभा का आयोजन हो, और महिला सभा के प्रस्तावों को ग्रामसभा में रखा जाए ताकि जीपीडीपी में महिलाओं की बराबर की भागीदारी बन सके। और यह सुनिश्चित भी किया जा सकेगा जब यह झारखण्ड पंचायती राज अधिनियम का अनिवार्य हिस्सा बनेगा। आज पंचायती राज दिवस के विशेष अवसर पर हम झारखण्ड सरकार से,‘ग्रामसभा से पहले, अनिवार्य महिला सभा’ की मांग करते हैं। पंचायतों में महिला सुरक्षा (एमएसपी) कोर समूह स्वयंसेवी संस्थाओं व निर्वाचित महिला प्रतिनिधियों का वह समूह है जो झारखण्ड के विभिन्न ज़िलों में पंचायत स्तर पर काम करता है। इस समूह के ज़मीनी अनुभवों ने ‘महिलासभा की जरूरत को पहचाना है और यह समूह झारखण्ड पंचायती राज व्यवस्था में अनिवार्य महिला सभा की मांग को लेकर अभियान की शुरूआत की घोषणा करता है।
ग्रामसभा से पहले महिला सभा क्यों?
– गांव की सभी महिलाएं-युवा, बुजूर्ग, विकलांग, एकल, किसी भी जाति या धर्म की-एक मंच पर आकर अपनी जरूरतों पर चर्चा करें और सर्वसम्मति से तय की गई मांगों को ग्रामसभा के सामने रखे।
– महिला सुरक्षा-हिंसा की रोकथाम, सड़कों पर लाइट की व्यवस्था, शौचालय, स्वास्थ्य सेवाएं, योजना, रोजगार आदि मुद्दों पर बहस हो।
– गांव की महिलाएं और निर्वाचित महिला प्रतिनिधियों का आपसी संवाद बढ़े।
– निर्वाचित महिला प्रतिनिधियों का नेतृत्व सशक्त हो।
- – वह ग्रामीण विकास योजना कैसी, जिसमें आधी आबादी की रायशुमारी ही नहीं!
