खलारी: मनरेगा में घोटाला चरम पर, घोटाले का केंद्र बना लपरा, हेसालोंग, नावाडीह एवं मायापुर पंचायत

प्रखंड कार्यालय में लगा भ्रष्टाचार का दीमक

खलारी : सरकार द्वारा जिस मनरेगा योजना से हिन्दुस्तान की तस्वीर बदलने का दावा किया जाता रहा है, उसकी जमीनी हकीकत रांची जिले के खलारी प्रखंड में आप देखेंगे तो चौंक जाएंगे। यहां प्रखंड कार्यालय में भ्रष्टाचार का दीमक लग गया है। बीते दिनों प्रखंड के चूरी पंचायत में सिंचाई कूप, डोभा सहित अन्य योजनाओं में बरती गई अनियमितता से संबंधित खबर एक दैनिक अखबार में प्रकाशित होने पर उसकी जांच के बाद कार्रवाई चल ही रही है, बावजूद इसके अनियमितताओं में सुधार होने के बजाए प्रखंड क्षेत्र के लपरा, हेसालोंग, नावाडीह एवं मायापुर पंचायत में रोजगार सेवक एवं जेई के नजदीकी मेठों के बीच योजनाओं का बंदरबांट चरम सीमा पर है साथ ही जॉब कार्ड वाले मनरेगाकर्मियों ( मजदूरों ) का हक भी मारा जा रहा है। इधर मॉनसून का आगमन होने ही वाला है और इस समय बारिश के डर से सिंचाई कूप व डोभा का कार्य पूरा कर लिया जाता है। परंतु अभी कई पंचायत ऐसे हैं, जहां रोजगार सेवक और जेई के सह पर कार्य प्रारंभ किया गया है। और ये सारे कार्य जेसीबी मशीन द्वारा कराया जा रहा है। मिली जानकारी के मुताबिक इन कार्यों का सर्वे एवं जिओ टैग तक नहीं हुआ है। कार्य करवाने वाले मेठों का कहना है कि बाद में सब मैनेज और ओके हो जाता है। इसके अलावा उक्त पंचायतों में कई ऐसे पशु सेड हैं जिनके लाभुकों के पास कोई पशु भी नहीं है। ऐसे ही कई बागवानी है जो उजाड़ पड़े हैं उनमें कोई पौधा या पेड़ नहीं है सिर्फ योजना का शिलापट्ट बाकी बचा है। अगर इन पंचायतों में सही तरीके से जांच हो जाए तो कई अनियमितताओं एवं घपले को उजागर किया जा सकता है जो इतिहास के पन्नों में दर्ज होने लायक होगा। साथ ही प्रखंड के बाबूओं एवं बाबूओं से नजदीकियां रखने वाले मेठों (संवेदकों) की असलियत सामने आ जायेगी।

मजदूरों के जॉब कार्ड, पासबुक बाबुओं के चहेते मेठ के कब्जे में

प्रखंड क्षेत्र के लपरा, हेसालोंग, नावाडीह एवं मायापुर पंचायत में मनरेगा कार्य करा रहे पंचायत सचिव, रोजगार सेवक पर बाबुओं के चहेते मेठ पूरी तरह हावी है। जिस कारण मजदूरों को इसका पूरा लाभ नहीं मिल पाता है। मेठ से कर्मियों के सांठगांठ के कारण मजदूर मनरेगा कार्यों के प्रति दिलचस्पी नहीं दिखाते हैं। ये चहेते मेठ मजदूरों का पासबुक और जॉब कार्ड तक अपने पास रखते हैं। मजदूर को इस बात का पता भी नहीं चल पाता है कि उनका जॉब कार्ड कहां और पासबुक कहां है। इधर बाबुओं के चहेते मेठ सभी जॉब कार्ड धारी का हिसाब अपने पास रखते हैं और सारा कार्य इनसे न करा कर जेसीबी मशीन से करा लेते हैं। और खाते में मजदूरों का पैसा आने के बाद में सारे कार्ड धारियों को सौ दो सौ पकड़ा कर सारा पैसा ले लेते हैं। वही ज्यादातर कार्ड धारी चहेते मेठों के परिचित ही होते हैं ताकि बैंक से होने वाली मजदूरी भुगतान की निकासी आसानी से हो सके।
