जेएमएम राज्य के अधिकारी….बीजेपी का दलाल, सीधे साधे लोगों को लूट कर बन रहे मालामाल …..भाग-I

खलारी/डकरा। खलारी प्रखंड के विभिन्न पंचायतों में बीते दिनों सतर्कता जागरूकता अभियान के तहत रिश्वत न लेने और न ही देने की शपथ दिलाई गई वहीं सभी ने सत्य निष्ठा  एवं ईमानदारी से कार्य करने का संकल्प भी लिया, परन्तु यह सब महज एक दिखावा सा प्रतीत हो रहा है। कई तरह के अथक प्रयासों के बावजूद खलारी अंचल कार्यालय में भ्रष्टाचार चरम पर है। और क्यों न हो जब पक्ष विपक्ष सभी के लोग माल बटोरने में लगे हों तो ऐसी परिस्थिति से इनकार भी किया नहीं जा सकता। जब सवाल पूछने वाला और जवाब देने वाला एक हो जाये तो जनता को ठगना आसान हो जाता है।

कुछ ऐसा ही मामला खलारी अंचल में देखने को मिल रहा है। यहां जमीन सम्बंधित मामलों में सिंडिकेट बनाकर यहां के लोगों को लूटा जा रहा है। सूत्रों की माने तो इस सिंडिकेट में अंचल कर्मी, प्रशासनिक अधिकारी, कुछ सफेद पोस एवं खलारी बीजेपी के एक मोर्चा का पदाधिकारी  संलिप्त है। सूत्रों बताते हैं कि खलारी अंचल के तहत जहाँ कहीं भी जमीनों पर किसी तरह का निर्माण कार्य किया जा रहा हो तो उसे बीजेपी नेता चिन्हित करता है फिर अंचल कर्मियों के साथ मिलकर अंचलाधिकारी के माध्यम और सहायता से उसमें आपत्ति जताते हुए रोक लगा दिया जाता है इसके बाद इसी बीजेपी नेता के माध्यम से या अन्य अंचल कर्मचारियों के माध्यम से मामले को सेटल किया जाता है। इसकार्य में खलारी पुलिस की भूमिका भी संदिग्ध बताई जा रही है।

हाल ही में कई मामलों में देखा गया है कि प्रखंड क्षेत्र में कोई पुराना मकान तोड़ कर बना रहा हो भले ही उक्त जमीन पर बीते 50-60 वर्षों से रह रहा हो या खाली पड़े जमीन पर निर्माण कर रहा हो और उस जमीन का बन्दोबस्ती, म्युटेशन, रशीद सब होने के बावजूद भी जमीन मालिकों को सम्पर्क कर जमीन का पेपर लेकर अंचल कार्यालय  बुलाया जाता है। किसी तरह का सेटलमेंट नहीं होता देख उक्त जमीन को किसी सन्तनु दास का बताया जाता है, कहा जाता है कि उसने उक्त जमीन को अपना बताते हुए आपत्ति जताई है। और खलारी पुलिस के माध्यम से निर्माण कार्य रोक दिया जाता है। उसके बाद मामले को पैसों का लेनदेन कर सेट करने की कवायत शुरू कर दी जाती है। मामले को लेकर न ही कोई लिखित नोटिस या कोर्ट नोटिस दिया जाता है और न ही जमीन के कागजों को निरीक्षण कर सत्यापित करने के लिए आवेदन तथा कागजात लिया जाता। अगर कागजात ले भी लिया जाये तो उसे लटका कर रखा जाता है।

• कौन है सन्तनु दास ??

सन्तनु दास को खलारी के लोग न जानते और न ही पहचानते हैं, किसी से भी पूछने पर हर कोई उसे पहचानने या जानने से इंकार ही करता है। खलारी में सन्तनु दास को कभी देखा भी नहीं गया है। वहीं कुछ लोग उसके सम्पर्क में बताए जाते हैं। इन्हीं में से एक खलारी बीजेपी नेता उसके सम्पर्क में हमेशा रहता है और खलारी में जमीनों को चिन्हित कर और उसपर हो रहे कार्यों का फोटो  एकत्रित कर सन्तनु को भेजता है और सन्तनु अपने पहुँच का इस्तेमाल कर उस हो रहे कार्य को बाधित कर देता है। उसके बाद सीओ, अंचल कर्मी, खलारी पुलिस और दलाल सक्रिय हो जाते हैं।

वहीं संतनु दास गौरिचरन दत्ता उर्फ गौरी बाबू को अपना पूर्वज और खुद को गौरी बाबू का उत्तराधिकारी बताता है जो वर्तमान में राँची में रहता है और सीएम हाउस से अपना सम्बन्ध बताता है। जबकि जानकर बताते हैं कि गौरी बाबू ने कभी शादी ही नहीं की।
