एकल खिड़की/आचार संहिता एवं विधि व्यवस्था कोषांग द्वारा किए गए कार्यों की समीक्षात्मक बैठक संपन्न

गुमला: आज शनिवार को जिला निर्वाचन पदाधिकारी सह उपायुक्त कर्ण सत्यार्थी की अध्यक्षता में एकल खिड़की/आचार संहिता एवं विधि व्यवस्था कोषांग द्वारा किए गए कार्यों की समीक्षात्मक बैठक का आयोजन किया गया।

उपायुक्त ने जिले में आदर्श आचार संहिता का कड़ाई से पालन करने एवं सभी गतिविधियों पर संबंधित अधिकारियों को नजर रखने का निर्देश दिया गया। उन्होंने कहा कि चुनाव प्रचार के लिए जनसभा एवं जुलूस के आयोजन की तैयारी पर विशेष ध्यान रखा जाए।

सभा या जुलूस में राजनैतिक प्रतिद्वंद्विता के कारण शस्त्र एवं शक्ति प्रदर्शन कर मतदाताओं को डराने-धमकाने और विधि व्यवस्था भंग होने की संभावना रहती है। इसको देखते हुए निषेधाज्ञा लागू की गई है।राजनीतिक प्रयोजन से संबंधित कोई भी सभा, जुलूस, धरना-प्रदर्शन और ध्वनि विस्तारक यंत्रों का उपयोग बिना सक्षम पदाधिकारी की अनुमति के नहीं किए जाने है। लाउडस्पीकर का प्रयोग 10 बजे रात से सुबह छह बजे तक प्रतिबंधित रहेगा।किसी प्रकार का आपत्तिजनक, गैरकानूनी संदेश, वाट्सएप, एसएमएस या अन्य इलेक्ट्रानिक माध्यम से आदान-प्रदान करने पर भी रोक लगाया गया है।

इसके साथ ही उन्होंने कहा कि व्यय कोषांग को राजनैतिक दलों के द्वारा किए जा रहे गतिविधियों की जानकारी होनी चाहिए। जिले में किसी भी प्रकार के राजनैतिक कार्यक्रमों/ सभाओं/ रैली आदि के आयोजन से 48 घंटे पूर्व राजनैतिक दलों के प्रतिनिधियों को संबंधित अधिकारियों से अनुमति लेनी होगी, ताकि चुनावी खर्चों पर नजर रखी जा सके। उन्होंने कहा कि सभी चुनावी अनुमति को ऑनलाइन सुविधा पोर्टल पर अपलोड करना अनिवार्य है साथ ही यदि कोई अनुमति ऑफलाइन दी गई है उसे भी संबंधित अधिकारी ऑनलाइन अपलोड करेंगे।

उपायुक्त ने वाहन कोषांग की समीक्षा के क्रम में नोडल पदाधिकारी को निर्वाचन कार्य में इस्तेमाल होने वाले वाहनों का आकलन करते हुए वाहनों का अधिग्रहण की कार्रवाई सुनिश्चित करने को कहा। सभी तरह के वाहनों का अधिग्रहण वाहन कोषांग द्वारा ही किया जाएगा। उन्होंने आदर्श आचार संहिता का अनुपालन सुनिश्चित करने का निर्देश दिया। उन्होंने ट्रांसपोर्ट प्लान प्राप्त करते हुए योजनावार तरीके से ट्रांसपोर्टेशन की व्यवस्था करने की बात कही। इसके अलावा उपायुक्त द्वारा अन्य कई विषयों पर चर्चा करते हुए आवश्यक दिशा निर्देश दिया गाय।

जिला निर्वाचन पदाधिकारी सह जिलाधिकारी ने स्वतंत्र, निष्पक्ष, भयमुक्त, पारदर्शी एवं सहभागितापूर्ण वातावरण में लोकसभा आम चुनाव संपन्न कराने की बात पर जोर दिया।

इस दौरान मुख्य रूप से उप विकास आयुक्त गुमला, अपर समाहर्ता, डीआरडीए डायरेक्टर, जिला उप निर्वाचन पदाधिकारी,जिला परिवहन पदाधिकारी सहित अन्य संबंधित पदाधिकारी एवं कर्मी उपस्थित रहें।
