झारखंड राज्य में स्वयंसेवी संस्थाएं अब शिक्षा विभाग को देंगी महत्वपूर्ण सहयोग

झारखंड राज्य में स्कूली शिक्षा एवं साक्षरता विभाग के अंतर्गत आउट ऑफ स्कूल बच्चों को विद्यालय से जोड़ने और शून्य ड्रॉपआउट सुनिश्चित करने के लिए स्वयंसेवी संस्थाएं राज्य सरकार के साथ मिलकर कार्य करेंगी। ये संस्थाएं गैर-वित्तीय सहयोग प्रदान करेंगी और चयनित विद्यालयों में शत प्रतिशत नामांकन, ट्रांजिशन, और ड्रॉपआउट रोकथाम सुनिश्चित करने के साथ-साथ प्रोजेक्ट इम्पैक्ट और स्कूल स्कोर कार्ड का अनुश्रवण भी करेंगी। इस पहल के अंतर्गत राज्य शिक्षा परियोजना परिषद ने 24 स्वयंसेवी संस्थाओं के प्रतिनिधियों के लिए एक विशेष संयुक्त प्रशिक्षण कार्यशाला का आयोजन किया।

संयुक्त प्रशिक्षण कार्यशाला में विशेष निर्देश

इस कार्यशाला में राज्य शिक्षा परियोजना के निदेशक श्री आदित्य रंजन ने प्रतिनिधियों को संबोधित करते हुए कहा कि शिक्षा की गुणवत्ता को बढ़ाने और बच्चों को मुख्यधारा की शिक्षा से जोड़ने में स्वयंसेवी संस्थाओं की अहम भूमिका होगी। उन्होंने यह भी निर्देश दिया कि प्रत्येक संस्था अपने समर्थित विद्यालयों में शत प्रतिशत नामांकन और ट्रांजिशन के लक्ष्य को प्राप्त करने के लिए सक्रिय रूप से काम करे, और प्रतिमाह कम से कम 10 विद्यालयों में इन लक्ष्यों की पूर्ति सुनिश्चित करे। निदेशक ने प्रतिनिधियों को स्कूल स्कोर कार्ड का नियमित अनुश्रवण करने का भी निर्देश दिया, ताकि शिक्षा व्यवस्था की गुणवत्ता में सुधार हो सके। इसके अतिरिक्त, उन्होंने राज्य कार्यक्रम पदाधिकारी और कर्मियों को अक्टूबर के पहले सप्ताह में तीन दिवसीय विशेष प्रशिक्षण सत्र आयोजित करने के निर्देश दिए, जिसमें इन संस्थाओं के प्रतिनिधियों को प्रशिक्षित किया जाएगा।

900 विद्यालयों में होगा प्रोजेक्ट का क्रियान्वयन

प्रशिक्षण प्राप्त करने के बाद, स्वयंसेवी संस्थाओं के प्रतिनिधियों द्वारा राज्य के 900 चयनित विद्यालयों में ‘सेतु गाइड’ और अन्य परियोजनाओं का सफलतापूर्वक क्रियान्वयन किया जाएगा। इन विद्यालयों में ड्रॉपआउट बच्चों की संख्या शून्य करने और सभी बच्चों का शत प्रतिशत नामांकन सुनिश्चित करने के लिए यह एक प्रमुख कदम होगा।

‘सेतु गाइड’ कार्यक्रम: आउट ऑफ स्कूल बच्चों के लिए विशेष प्रशिक्षण

पिछले वर्ष की तरह इस वर्ष भी राज्य के ‘आउट ऑफ स्कूल’ बच्चों के लिए ‘सेतु गाइड’ नामक विशेष प्रशिक्षण कार्यक्रम का आयोजन किया जाएगा। इसके तहत, प्रत्येक जिले में सेतु गाइड केंद्र खोले जाएंगे, जहां ड्रॉपआउट या स्कूल से बाहर रह रहे बच्चों को शिक्षा की मुख्यधारा में वापस लाने के लिए विशेष प्रशिक्षण दिया जाएगा। इस कार्यक्रम के क्रियान्वयन के लिए सभी जिला शिक्षा पदाधिकारियों और अधीक्षकों को विस्तृत दिशा-निर्देश जारी किए जा चुके हैं।

सेतु गाइड केंद्रों की स्थापना और संचालन

जिन विद्यालयों के पोषक क्षेत्रों में आउट ऑफ स्कूल बच्चे पाए जाएंगे, वहां सेतु गाइड केंद्र खोले जाएंगे। इन केंद्रों को संबंधित विद्यालयों से जोड़ा जाएगा, ताकि निकटतम सरकारी विद्यालय में इन बच्चों का नामांकन कराया जा सके। शिशु पंजी सर्वे के आधार पर आउट ऑफ स्कूल बच्चों की पहचान की जाएगी और उनके निकटतम विद्यालयों में उनका दाखिला सुनिश्चित किया जाएगा। अगर किसी विद्यालय के क्षेत्र में पांच या उससे कम आउट ऑफ स्कूल या ड्रॉपआउट बच्चे हैं, तो विद्यालय के शिक्षक अंतिम घंटी या पीटी अवधि में बच्चों को विशेष प्रशिक्षण देंगे।

संस्थाओं की भूमिका और महत्व

कार्यशाला के दौरान निदेशक ने यह भी कहा कि हर स्वयंसेवी संस्था का कार्यक्षेत्र अलग-अलग हो सकता है, लेकिन सभी संस्थाओं का उद्देश्य बच्चों को शिक्षा की मुख्यधारा से जोड़ना और शिक्षा की गुणवत्ता में सुधार करना है। सभी प्रतिनिधियों को निर्देशित किया गया कि वे अपने-अपने क्षेत्रों में सक्रियता से कार्य करते हुए शिक्षा के सुधार में योगदान दें।

झारखंड राज्य में इस नई पहल के अंतर्गत स्वयंसेवी संस्थाओं का सहयोग शिक्षा क्षेत्र में एक महत्वपूर्ण कदम माना जा रहा है, जिससे न केवल ड्रॉपआउट बच्चों की संख्या में कमी आएगी, बल्कि राज्य के शिक्षा मानकों में भी सुधार होगा। ‘सेतु गाइड’ केंद्रों की स्थापना से शिक्षा का दायरा और व्यापक होगा और सभी बच्चों को गुणवत्तापूर्ण शिक्षा सुनिश्चित की जा सकेगी।
