बिरहोर के दो लोगों की मौत के मामले में RTI एक्टिविस्ट दुर्गा उरांव ने केंद्र व झारखंड DGP को लिखा पत्र

रांची :  बिरहोर बस्ती के निकट चल रहे खनन कार्य के दुष्प्रभाव से एसटी की नाबालिग किरणी बिरहोर और बहादुर उर्फ दुर्गा बिरहोर की मौत के मामले में आरटीआई एक्टिविस्ट दुर्गा उरांव ने केंद्र सरकार और झारखंड के डीजीपी से शिकायत की है. यह मामला हजारीबाग के केरेडारी प्रखंड स्थित एनटीपीसी के चट्टी बरियातू कोल परियोजना का है.  एनटीपीसी में नियुक्त माइन डेवलपर और ऑपरेटर रित्विक के जरिये से पगार गांव के पास यह घटना घटी है. बता दें कि मधु कोड़ा मंत्रिमंडल के मंत्रियों को जेल भिजवाने वाले झारखंड के पीआईएल मैन दुर्गा मुंडा ने केंद्र सरकार के जनजातीय कार्य मंत्रालय और डीजीपी से शिकायत कर दोषियों पर कानूनी कार्रवाई के लिए पत्र लिखा है. दुर्गा मुंडा ने एनटीपीसी और उसके एमडीओ रित्विक के अलावा स्थानीय प्रशासन की भूमिका को काफी संदेहास्पद बताते हुए जिला खनन पदाधिकारी, क्षेत्रीय प्रदूषण नियंत्रण बोर्ड, हजारीबाग के क्षेत्रीय पदाधिकारी, केरेडारी अंचलाधिकारी व थाना प्रभारी के खिलाफ कार्रवाई का अनुरोध किया है.

दुर्गा मुंडा ने जांच पर उठाया सवाल

दुर्गा मुंडा ने आदिम जनजाति की किरणी बिरहोर और बहादुर उर्फ दुर्गा बिरहोर की मौत मामले में हजारीबाग के अनुमंडल पदाधिकारी की अध्यक्षता में गठित पांच सदस्यीय जांच दल का हवाला देते हुए जिला प्रशासन पर गंभीर सवाल खड़े किये हैं. रिपोर्ट में एनटीपीसी द्वारा खनन कार्य बिरहोर टोला, पगार से सटे हुए क्षेत्र में किया जा रहा है. इस क्षेत्र में खनन और परिवहन का कार्य होने के कारण बहुत अधिक धूल-कण हवा में घुल जाता है, जिससे प्रदूषण की गंभीर समस्या उत्पन्न हो गई है और पगार बिरहोर टोला के निवासियों के स्वास्थ्य पर प्रतिकूल प्रभाव पड़ रहा है. प्रदूषण के कारण सांस एवं अन्य बीमारियों की संभावना बनी हुई है. यहां माइनिंग करने के लिए विस्फोट किया जाता है, जिसके कारण कोई भी बड़ी दुर्घटना घट सकती है. जांच दल ने जांच रिपोर्ट के मंतव्य में यह लिखा है कि जब तक बिरहोर परिवारों का पगार बिरहोर टोला से अन्यत्र आवासित नहीं किया जाता है, तब तक बिरहोर टोला के आसपास माइनिंग का कार्य करना सही नहीं है. इसके बावजूद अबतक खनन कार्य जारी है. इस परिस्थिति में लोगों की हुई मौत के बाद भी under section 174(3) of the code of criminal proce,1973 (CRPC) के तहत पोस्टमार्टम नहीं किया जाना मौत के कारणों को छिपाने और दोषियों को बचाने के लिए किया जाना बताया है. दुर्गा उरांव ने बताया कि अगर जांच में देरी हुई तो हमें अदालत की शरण लेनी पड़ेगी.
