गुमला जिले के 67-सिसई, 68-गुमला और 69-बिशुनपुर विधानसभा क्षेत्रों में 13 नवंबर को मतदान होगा। मतदान से पहले अंतिम 48 घंटे कानून व्यवस्था को बनाए रखने के लिहाज से अत्यंत महत्वपूर्ण हैं। इसे देखते हुए जिला निर्वाचन पदाधिकारी और पुलिस अधीक्षक ने एक संयुक्त प्रेस वार्ता में सुरक्षा और कानून व्यवस्था को लेकर विस्तृत दिशा-निर्देश जारी किए।
जिला निर्वाचन पदाधिकारी कर्ण सत्यार्थी ने स्पष्ट किया कि मतदान दिवस से पहले की अंतिम अवधि में सभी राजनीतिक गतिविधियों पर सख्ती से नजर रखी जाएगी। कानून और लोक प्रतिनिधित्व अधिनियम 1951 की धारा 126 के अनुसार मतदान से 48 घंटे पहले चुनाव प्रचार का अंत हो जाएगा, और कोई जनसभा, जुलूस या सार्वजनिक रैली की अनुमति नहीं होगी।
कानून व्यवस्था और सुरक्षा सुनिश्चित करने के विशेष उपाय
इस दौरान सभी चुनाव संबंधित अधिकारियों और कर्मियों को कानून के अनुपालन में किसी भी प्रकार की लापरवाही न बरतने के निर्देश दिए गए हैं। मतदान केंद्रों के 100 मीटर की दूरी के भीतर किसी भी प्रकार की राजनीतिक गतिविधि निषेध है। साथ ही, मतदान केंद्रों के 200 मीटर के दायरे में किसी भी राजनीतिक दल द्वारा प्रचार या किसी प्रकार के पोस्टर-बैनर लगाने पर पूर्ण प्रतिबंध रहेगा।
पुलिस अधीक्षक शंभू कुमार सिंह ने बताया कि मतदान दिवस को ध्यान में रखते हुए पुलिस द्वारा सुरक्षा के सभी इंतजाम पूरे कर लिए गए हैं। पुलिस प्रशासन ने अंतर्राज्यीय सीमाओं पर चेकिंग अभियान को मजबूत कर दिया है ताकि बाहरी लोगों की गतिविधियों पर नियंत्रण रखा जा सके। उन्होंने बताया कि सभी होटल और लॉज का भी निरीक्षण किया जा रहा है ताकि जिले में अवैध गतिविधियों पर नजर रखी जा सके।
ड्राई डे और राजनीतिक गतिविधियों पर नियंत्रण
निर्वाचन पदाधिकारी ने जानकारी दी कि मतदान दिवस के पूर्व संध्या 5 बजे से जिले में ड्राई डे लागू किया जाएगा। इस अवधि के दौरान किसी भी प्रकार की शराब की बिक्री और वितरण पर पूरी तरह से रोक रहेगी। साथ ही, राजनीतिक कार्यकर्ता और चुनावी अभियान से जुड़े अन्य लोग जो स्थानीय मतदाता नहीं हैं, उन्हें चुनाव प्रचार समाप्त होते ही संबंधित क्षेत्रों को छोड़ना अनिवार्य होगा।
शांतिपूर्ण मतदान सुनिश्चित करने के लिए पुलिस की विशेष तैयारियां
पुलिस अधीक्षक ने बताया कि सभी संवेदनशील और क्रिटिकल मतदान केंद्रों पर विशेष सुरक्षा बल तैनात किए जाएंगे। जिले के संवेदनशील मतदान केंद्रों पर विशेष निगरानी के लिए पुलिस और प्रशासन द्वारा पुख्ता तैयारियां की गई हैं। इसके अतिरिक्त, निर्वाचन प्रक्रिया को शांतिपूर्ण और निष्पक्ष बनाने के लिए पुलिस द्वारा विशेष चेकिंग और अवैध खर्चों पर निगरानी के लिए निगरानी दल बनाए गए हैं।
मीडिया की भूमिका और जनजागरूकता अभियान
इस महत्वपूर्ण प्रेस वार्ता में मीडिया कर्मियों ने भी भाग लिया। जिला जनसंपर्क अधिकारी ने मीडिया को जिम्मेदारीपूर्वक रिपोर्टिंग के लिए प्रोत्साहित किया ताकि मतदाताओं तक निष्पक्ष और सही जानकारी पहुंचे। जिला प्रशासन ने मतदाताओं से अपील की है कि वे सभी नियमों का पालन करें और सुरक्षित वातावरण में अपने मताधिकार का प्रयोग करें।
