गुमला में 13 नवंबर को होने वाले विधानसभा चुनावों के मद्देनजर जिले के सभी संबंधित विभागों और अधिकारियों की एक विशेष समीक्षा बैठक आयोजित की गई। जिला निर्वाचन पदाधिकारी और गुमला के उपायुक्त कर्ण सत्यार्थी ने इस बैठक की अध्यक्षता की, जिसमें सभी कोषांगों के वरिष्ठ पदाधिकारी, प्रखंड विकास पदाधिकारी, और अंचल अधिकारी उपस्थित थे। बैठक में चुनाव की प्रक्रिया को सुरक्षित और शांतिपूर्ण तरीके से संपन्न कराने के लिए P-2 और P-1 दिवस से लेकर मतदान दिवस की सभी तैयारियों पर चर्चा की गई।
मतदान दिवस पर सुरक्षा और सुविधाएं सुनिश्चित करने के निर्देश
जिला निर्वाचन पदाधिकारी कर्ण सत्यार्थी ने सभी संबंधित अधिकारियों को निर्देश दिए कि चुनाव संपन्न होने तक और ईवीएम सीलिंग प्रक्रिया पूरी होने तक पूरी सतर्कता बरती जाए। मतदान केंद्रों में आवश्यक सुविधाओं की समीक्षा के लिए ROs और AEROs को विशेष निर्देश दिए गए हैं ताकि किसी भी तरह की असुविधा या रुकावट न हो। साथ ही, सभी मतदान केंद्रों और क्लस्टरों में सुरक्षा व्यवस्था की समीक्षा पर जोर दिया गया।
धारा 144 लागू: सुरक्षा सुनिश्चित करने के निर्देश
बैठक में यह निर्णय लिया गया कि P-2 दिवस से मतदान केंद्रों वाले क्षेत्रों में शाम 5 बजे से और संवेदनशील बूथों में शाम 4 बजे से धारा 144 लागू की जाएगी। इस दौरान किसी भी प्रकार का चुनाव प्रचार निषेध होगा। सभी अधिकारियों को इस अवधि में हाई अलर्ट पर रहने का निर्देश दिया गया है, और चेकिंग अभियान तेज किया जाएगा। चुनाव आचार संहिता के उल्लंघन पर कठोर कार्रवाई की जाएगी ताकि चुनाव प्रक्रिया में किसी प्रकार की रुकावट न आए।
अनुमंडल पदाधिकारी राजीव नीरज ने बताया कि धारा 144 के तहत 5 से अधिक लोगों के समूह में एकत्रित होने पर पाबंदी रहेगी। साथ ही, बाहरी व्यक्तियों के जिले में रुकने पर भी प्रतिबंध रहेगा ताकि चुनावी प्रक्रिया में अनियमितता न हो।
गुमला जिले में मतदान केंद्रों की विस्तृत व्यवस्था
गुमला जिले में कुल 965 मतदान केंद्र बनाए गए हैं, जिनमें से 202 केंद्रों को संवेदनशील और 3 को अति-संवेदनशील घोषित किया गया है। 13 मतदान केंद्रों पर मतदान सामग्री हेलीकॉप्टर से भेजी जाएगी, जबकि 18 केंद्रों का पुनर्स्थापन किया गया है।
125 मतदान केंद्रों पर महिला कर्मचारी तैनात होंगी, जबकि 120 केंद्रों पर सिर्फ महिला मतदान पार्टी ही कार्यरत होंगी। इसके अतिरिक्त, 7 पर्दानशी मतदान केंद्र और 30 ऐसे केंद्र हैं जहां मतदाताओं की संख्या 1200 से अधिक है।
मतदान दिवस और समय की व्यवस्था
गुमला जिले के 76 मतदान केंद्रों पर मतदान का समय सुबह 7 बजे से अपराह्न 4 बजे तक निर्धारित किया गया है। P-2 दिवस पर कुल 46 मतदान केंद्रों के लिए पोलिंग पार्टी रवाना होगी। साथ ही, 13 केंद्रों पर मतदान सामग्री हेलीकॉप्टर के जरिए पहुंचाई जाएगी।
शांतिपूर्ण और निष्पक्ष चुनाव के लिए संकल्पित प्रशासन
जिला निर्वाचन अधिकारी और पुलिस प्रशासन द्वारा जारी दिशानिर्देशों का उद्देश्य चुनाव प्रक्रिया को शांतिपूर्ण और निष्पक्ष रूप से संपन्न करना है। सभी मतदाताओं से अपील की गई है कि वे इन नियमों का पालन करें और लोकतंत्र को मजबूत बनाने में अपनी भूमिका निभाएं।
