राज्यस्तरीय अनुश्रवण: शिक्षा में सुधार की दिशा में एक महत्वपूर्ण कदम
झारखंड शिक्षा परियोजना परिषद ने राज्य के सभी जिलों में शिशु पंजी सर्वे के तहत ड्रॉप आउट और आउट ऑफ स्कूल बच्चों की पहचान और उनकी समस्याओं का समाधान सुनिश्चित करने के लिए राज्यस्तरीय टीम का गठन किया है।
इस पहल का उद्देश्य शैक्षिक सुधार लाना, बच्चों को मुख्यधारा से जोड़ना और शिक्षा से वंचित बच्चों के लिए सरकारी योजनाओं का लाभ सुनिश्चित करना है।
यह अभियान 19 और 20 दिसंबर, 2024 को पहले चरण के तहत सभी जिलों में संचालित होगा।
शिशु पंजी सर्वे: क्या है इसकी आवश्यकता?
शिशु पंजी सर्वे बच्चों की शिक्षा और उनकी सामाजिक-आर्थिक स्थिति का आकलन करने का एक महत्वपूर्ण अवसर है।
- ड्रॉप आउट बच्चों की पहचान: सर्वे के माध्यम से यह सुनिश्चित किया जाता है कि स्कूल छोड़ने वाले बच्चों की संख्या का सटीक पता लगाया जाए।
- ड्रॉप आउट के कारणों का विश्लेषण: गरीबी, सामाजिक परिस्थितियों, और अन्य कारणों का पता लगाना।
- सरकारी योजनाओं का लाभ: ऐसे बच्चों और उनके अभिभावकों को सरकारी सहायता और योजनाओं से जोड़कर शिक्षा को बढ़ावा देना।
- शिक्षा के अधिकार कानून का अनुपालन: सर्वे का मुख्य उद्देश्य बच्चों को मुफ्त और अनिवार्य शिक्षा के अधिकार के दायरे में लाना है।
राज्य कार्यक्रम प्रबंधक श्रीमती बिनीता तिर्की ने कहा, “यह सर्वे शिक्षा और सामाजिक न्याय की दिशा में एक महत्वपूर्ण प्रयास है। इससे न केवल ड्रॉप आउट बच्चों की संख्या का पता लगाया जा सकेगा, बल्कि उन्हें मुख्यधारा में शामिल करने की दिशा में ठोस कदम उठाए जाएंगे।”
राज्यस्तरीय टीम: जमीनी हकीकत पर ध्यान केंद्रित
टीम का गठन और प्रशिक्षण
राज्यस्तरीय टीम में 13 स्वयंसेवी संगठनों के प्रतिनिधि और शिक्षा विभाग के अधिकारी शामिल किए गए हैं।
- इन सदस्यों को एक दिवसीय प्रशिक्षण दिया गया।
- टीमों को शिशु पंजी, आउट ऑफ स्कूल और ड्रॉप आउट बच्चों की जांच के लिए जिलों में भेजा जाएगा।
अनुश्रवण के प्रमुख बिंदु
- विद्यालयों में बच्चों के पंजीकरण की अद्यतन स्थिति।
- ड्रॉप आउट बच्चों के कारणों का विश्लेषण।
- अपार आईडी (Automated Permanent Academic Account Registry) की स्थिति का निरीक्षण।
- सरकारी और गैर सरकारी सहायता प्राप्त विद्यालयों का संयुक्त सहयोग।
कार्य योजना
- 19 और 20 दिसंबर, 2024: टीम का पहला निरीक्षण चरण।
- 3 जनवरी, 2025: राज्य शिक्षा परियोजना निदेशक की अध्यक्षता में समीक्षा बैठक।
- लापरवाही बरतने वाले विद्यालयों और अधिकारियों के खिलाफ कार्रवाई।
सर्वेक्षण में शामिल पक्ष और उनकी भूमिका
जिला और प्रखंड स्तर की जिम्मेदारी
- जिला और प्रखंड स्तरीय पदाधिकारियों को सर्वे के अद्यतन कार्य शीघ्र पूरा करने का निर्देश।
- UDISE पोर्टल पर जानकारी का अपलोड सुनिश्चित करना।
- जिला शिक्षा पदाधिकारियों को सर्वे का नोडल अधिकारी नियुक्त किया गया है।
गैर सरकारी सहायता प्राप्त विद्यालयों का योगदान
- सरकारी विद्यालयों के साथ गैर सरकारी विद्यालयों को जोड़ा जाएगा।
- शिक्षक टोला-स्तरीय कार्यों में सहयोग करेंगे।
- माता समिति और सरस्वती वाहिनी के सदस्यों का सहयोग आवश्यक।
‘अपार’ आईडी: एक डिजिटल कदम
शिक्षा विभाग के अनुसार, अपार आईडी का निर्माण बच्चों की स्थायी शैक्षिक पहचान के लिए अनिवार्य है।
- आधार कार्ड की सत्यापन स्थिति जांची जाएगी।
- जिन विद्यालयों में अपार आईडी निर्माण में लापरवाही पाई जाएगी, उन पर कार्रवाई की जाएगी।
‘अपार’ आईडी क्यों है महत्वपूर्ण?
- बच्चों का डिजिटल डेटाबेस तैयार करना।
- बच्चों की शिक्षा यात्रा को ट्रैक करना।
- भविष्य में शैक्षिक सुधार और योजनाओं को लागू करने में सहायक।
सर्वे का व्यापक प्रभाव
शिशु पंजी सर्वे और अनुश्रवण का मुख्य उद्देश्य बच्चों को शिक्षा की मुख्यधारा से जोड़ना और उनके उज्ज्वल भविष्य को सुनिश्चित करना है।
- यह अभियान समाज के कमजोर वर्गों तक शिक्षा का लाभ पहुंचाने में महत्वपूर्ण भूमिका निभाएगा।
