गुमला – गुमला जिला अंतर्गत स्थित भरनो से ऐसी सूचना प्राप्त हुई है कि लगभग 15 से 20 जंगली हाथियों का झंडा भरनो प्रखण्ड के ग्राम कुम्भरो एवं भरनो के आस-पासं विचरण कर रहा है, जिसे देखने के लिए लोगों का भीड़ एकत्रित हो रहा है। उनके द्वारा संभावना व्यक्त किया गया कि लोगों के अनावश्यक भीड़ के कारण जंगली हाथी अप्रिय घटना कर सकते हैं।
उपरोक्त विवेचित तथ्यों की पृष्ठभूमि में लोक परिशाँति व विधि-व्यवस्था को कायम रखने हेतु मैं राजीव नीरज, अनुमण्डल दण्डाधिकारी, गुमला अपने प्रदत्त शक्तियों का प्रयोग करते हुए निम्नांकित गतिविधियों पर भरनो थाना के ग्राम विकास भारती, कस्तुरबा आश्रम, भरनो, मूड़कटी अम्बा, भढ़वा बगीचा, भरनो, मलगो मोड़, मारासिल्ली, कुम्भरो एवं गाड़ाटोली, जहाँ आम लोगों की भीड़ एकत्रित होने की संभावना है, भारतीय नागरिक सुरक्षा संहिता, 2023 की धारा 163 में निहित प्रावधानों के तहत आज दिनांक 23.12.2024 से 01.01.2025 को मध्याह 6.00 बजे तक के लिए निषेधाज्ञा लागू करता हूँ :-
1. उपरोक्त वर्णित ग्राम के समीप वैसे सभी स्थल, जहाँ जंगली हाथियों का झुंड उपस्थित हो, 05 (पाँच) या, उससे अधिक व्यक्तियों के किसी प्रकार से एकत्रित होने एवं आम रास्ता को किसी प्रकार के माँग को लेकर अवरूद्ध करने पर पूर्णतः निषेध (प्रतिबन्ध) होगा। यह निषेधाज्ञा कर्त्तव्य पर प्रतिनियुक्त सरकारी कर्मियों, बाजार-हाट या, मेला में एकत्रित आम लोगों, मंदिर-मस्जिद, बिरजाघर में पूजा-अर्चना, शादी-विवाह के लिए आमंत्रित लोगों एवं शव यात्रा पर लागू नहीं होगा।
2. निषेधित क्षेत्र (Probhiated Area) में अनुज्ञप्त हथियारों को धारण करने पर निषेध लगाया जाता है एवं किसी प्रकार का घातक हथियार / अग्नेयास्त्र या, विस्फोटक पदार्थ लाने अथवा, ले जाने की पूर्णतः मनाही की जाती है। हथियार में (वृद्ध एवं अपंगों के टहलने की छड़ी, नेपालियों का 6″ की खुखरी व सिख समुदाय का कृपाण के साथ अपने कर्त्तव्य पर तैनात सुरक्षाकर्मी की लाठी या, अग्नेयास्त्र को छोड़कर) लाठी भी शामिल है। साथ ही, एक साथ 03 (तीन) से अधिक वाहनों (पुलिस / सरकारी वाहनों को छोड़कर) के परिचालन पर भी पूर्णतः प्रतिबन्ध रहेगा।
3. निषेधित क्षेत्र (Probhiated Area) में किसी भी सार्वजनिक कार्यक्रम के लिए पूर्वानुमति प्राप्त करना आवश्यक होगा।
