गुमला जिले में बांस कारीगरों के उत्थान के लिए नई योजना, “हरा सोना” से निखरेगा गुमला

गुमला : – गुमला उपायुक्त कर्ण सत्यार्थी की पहल से जिले के बांस कारीगरों के आर्थिक और सामाजिक सशक्तिकरण के लिए एक नई योजना शुरू की जा रही है, जिससे गुमला जिले को हरे सोने से निखारने का लक्ष्य रखा गया है। इस योजना का उद्देश्य कारीगरों को आधुनिक तकनीकों से जोड़ते हुए उनके उत्पादों को राष्ट्रीय और अंतरराष्ट्रीय बाजारों तक पहुंचाना है। योजना को आकांक्षी जिला कार्यक्रम (ADP) के तहत नीति आयोग के मार्गदर्शन में संचालित किया जाएगा, जिससे कारीगरों को व्यवसायिक रूप से आत्मनिर्भर बनाया जा सके।

बांस को हरा सोना कहा जाता है, क्योंकि यह न केवल पर्यावरण के लिए लाभकारी है, बल्कि आर्थिक विकास का भी एक महत्वपूर्ण साधन है। उपायुक्त कर्ण सत्यार्थी ने न केवल कारीगरों के उत्थान पर ध्यान केंद्रित किया है, बल्कि बांस की कृषि को भी बढ़ावा देने पर जोर दिया है। इस योजना के तहत जिले में बीमा बैंबू और अन्य उन्नत किस्मों के बांस का पौधारोपण किया जाएगा, जिससे स्थानीय किसानों को भी आर्थिक लाभ मिलेगा।

इस पहल के अंतर्गत बांस कारीगरों को बुनियादी और उन्नत स्तर का प्रशिक्षण दिया जाएगा, जिसमें डिज़ाइनिंग, कटाई, मशीन संचालन और आधुनिक तकनीकों का समावेश होगा। गुमला जिले में पहले से मौजूद आठ क्लस्टर फैसिलिटेशन सेंटरों (CFC) में से एक को उन्नत सुविधाओं के साथ विकसित किया जाएगा, जिससे कारीगरों को प्रशिक्षण एवं उत्पादन के लिए आवश्यक संसाधन उपलब्ध कराए जा सकें।

इस परियोजना के तहत कारीगरों को वित्तीय सहायता भी प्रदान की जाएगी। लगभग ₹39,00,000 की राशि इस योजना के लिए स्वीकृत की गई है, जिससे मशीनों की आपूर्ति, अधिष्ठापन और प्रशिक्षण को सुचारू रूप से संचालित किया जाएगा।

इसके अलावा, प्रत्येक कारीगर को न्यूनतम ₹5000 मूल्य के उत्पाद तैयार करने होंगे, जिन्हें 12 महीने के भीतर बायबैक मैकेनिज्म के तहत खरीदा जाएगा। इससे कारीगरों को बाजार की चिंता किए बिना अपने उत्पादों की उचित कीमत प्राप्त होगी।

इस दिशा में मुख्यमंत्री लघु कुटीर उद्योग बोर्ड द्वारा भी कारीगरों को पहचान पत्र, ई -श्रम कार्ड, श्रमिक निबंध, आयुष्मान कार्ड, पीएम विश्वकर्म योजना, प्रशिक्षण के क्षेत्र में बेहतर काम कर कारीगरों को लाभ दिया जा रहा है।

ज्ञात हो कि बांस का उपयोग बायोडीजल के रूप में भी किया जा रहा है, जिससे यह पर्यावरण के अनुकूल ऊर्जा का एक नया स्रोत बन रहा है। इसके अलावा, बांस अधिक मात्रा में ऑक्सीजन प्रदान करता है और पर्यावरण संतुलन बनाए रखने में मदद करता है। इस पहल से न केवल आर्थिक, बल्कि पारिस्थितिकीय लाभ भी मिलेगा, जिससे गुमला जिले को हरित विकास की दिशा में आगे बढ़ाने में सहायता मिलेगी।

योजना के तहत 1 वर्ष की अवधि पूर्ण होने के बाद कारीगरों के लिए एक स्थायी आर्थिक मॉडल तैयार करने की योजना भी बनाई गई है। इसके लिए एफपीओ/सहकारी समिति का गठन किया जाएगा, जिससे कारीगरों को निरंतर उत्पादन और विपणन की सुविधा मिल सके।

यह योजना न केवल बांस कारीगरों को आर्थिक रूप से मजबूत बनाएगी, बल्कि जिले में स्वरोजगार के नए अवसर भी प्रदान करेगी, जिससे ग्रामीण अर्थव्यवस्था को मजबूती मिलेगी।
