झारखंड पेरेंट्स एसोसिएशन ने शिक्षा मंत्री की कार्यशैली पर सवाल उठाया,कहा-अभी तक स्कूल प्रबंधनों की मनमानी फीस वृद्धि पर रोक क्यों नहीं लगाई गई?

 रांची: झारखंड पेरेंट्स एसोसिएशन ने राज्य के निजी स्कूलों में बेतहाशा और मनमानी फीस वृद्धि, गैर-कानूनी री-एडमिशन चार्ज और वार्षिक शुल्क को लेकर गहरी नाराज़गी जताई है।

एसोसिएशन के अध्यक्ष अजय राय ने रविवार को एक प्रेस नोट जारी कर स्पष्ट शब्दों में कहा कि शिक्षा का व्यवसायीकरण बर्दाश्त नहीं किया जाएगा। उन्होंने राज्य सरकार से यह मांग की है कि जब तक सभी मामलों पर स्पष्ट और पारदर्शी निर्णय नहीं लिया जाता, तब तक सभी प्रकार की अतिरिक्त और अवैध फीस वसूली पर तत्काल रोक लगाई जाए।

श्री राय ने शिक्षा मंत्री की कार्यशैली पर सवाल उठाते हुए कहा कि निजी स्कूलों को अभी तक कड़ा निर्देश जारी क्यों नहीं किया गया? जबकि शिक्षा साक्षरता विभाग द्वारा पहले ही सभी जिलों के उपायुक्तों को निर्देशित किया जा चुका है कि झारखंड शिक्षा न्यायाधिकरण (संशोधन) अधिनियम 2017 के अंतर्गत सख्त कार्रवाई सुनिश्चित की जाए। साथ ही, पीटीए (पैरेंट्स-टीचर्स एसोसिएशन) के गठन और निर्णय प्रक्रिया में पारदर्शिता अनिवार्य की गई है। फिर भी, इस अधिनियम की धज्जियां उड़ाई जा रही हैं, और प्रशासन मूकदर्शक बना हुआ है।

छात्रों के नाम काटने की धमकी क्यों?

श्री राय ने बताया कि रांची के एक प्रतिष्ठित निजी स्कूल ने सत्र 2024-25 में बिना किसी पीटीए की बैठक या अभिभावकों की सहमति के वार्षिक शुल्क में 30% की बढ़ोतरी कर दी। विरोध करने पर अभिभावकों को बच्चों के नाम काटने की धमकी दी गई.

जमशेदपुर के एक स्कूल में पुराने छात्रों से ₹15,000 का री-एडमिशन चार्ज मांगा गया, जो न केवल अवैध है, बल्कि यह संविधान प्रदत्त शिक्षा के अधिकार का भी सीधा उल्लंघन है।

सबसे गंभीर चिंता यह है कि इन मुद्दों को उजागर किए और जिला प्रशासन को सूचित किए लगभग डेढ़ महीना बीत चुका है, फिर भी आज तक कोई ठोस कार्रवाई नहीं की गई है। यह सरकार की नीयत और प्रशासन की संवेदनहीनता पर एक बड़ा प्रश्नचिह्न खड़ा करता है।

एसोसिएशन की प्रमुख मांगें

राज्य सरकार सभी जिलों को स्पष्ट निर्देश जारी करे कि जब तक फीस संरचना की निष्पक्ष जांच पूरी न हो जाए, तब तक कोई भी स्कूल कोई अतिरिक्त या गैर-कानूनी शुल्क न वसूले। प्रत्येक जिले में एक निगरानी समिति का गठन हो जिसमें अभिभावकों के प्रतिनिधियों को शामिल किया जाए।

झारखंड शिक्षा न्यायाधिकरण अधिनियम 2017 का उल्लंघन करने वाले स्कूलों के विरुद्ध त्वरित कार्रवाई की जाए– मान्यता रद्द करना या भारी जुर्माना लगाया जाए। पीटीए की अनिवार्यता को लागू किया जाए, और केवल उसी के निर्णयों को मान्यता दी जाए।

यदि सरकार ने शीघ्र और कठोर कदम नहीं उठाए, तो झारखंड पेरेंट्स एसोसिएशन राज्यव्यापी आंदोलन छेड़ेगा और न्यायालय की शरण लेने में भी पीछे नहीं हटेगा।अंत में अजय राय ने सभी अभिभावकों से एकजुट होकर इस अन्याय के खिलाफ आवाज़ उठाने की अपील की।
