हजारीबाग : जब राज्य के डीजीपी और डीआईजी स्वयं यह स्पष्ट निर्देश दे चुके हैं कि झारखंड को नशा मुक्त बनाना है, तब भी हजारीबाग में पुलिस की निष्क्रियता चिंता का विषय बन चुकी है। क्या कारण है कि अब तक कार्रवाई केवल कागज़ों तक ही सीमित है?
हेल्पिंग इंडिया ट्रस्ट बीते तीन वर्षों से हजारीबाग में नशा मुक्ति अभियान चला रहा है। हमारी टीम जमीनी स्तर पर लगातार जागरूकता फैला रही है, लेकिन अब हालात इतने बिगड़ चुके हैं कि हमें न केवल नशा पेडलरों से, बल्कि कुछ पुलिसकर्मियों से भी डर महसूस होने लगा है।
पेडलरों को पकड़ा जाता है, परंतु कुछ ही दिनों में वे फिर बाहर आकर अपना धंधा शुरू कर देते हैं। यह चक्र आखिर क्यों नहीं टूट पा रहा? किसकी शह पर ये सब हो रहा है?
अब सवाल यह है — क्या पुलिस सच में पेडलरों के खिलाफ है या कहीं उनके साथ खड़ी है?
हम सरकार नहीं, बल्कि पुलिस प्रशासन से जवाब मांगते हैं:
हमारे सवाल:
1. क्यों नहीं गठित की जा रही हर थाने में एक सक्रिय विशेष टीम जो नशा पेडलरों पर लगातार निगरानी रखे?
2. हर बार मामलों को दबाने या भटका देने की कोशिश क्यों होती है?
3. जब ट्रस्ट राज्य सरकार की ‘नशा मुक्त झारखंड’ मुहिम में सहयोग कर रहा है, तो प्रशासनिक सहयोग क्यों नहीं मिल रहा?
अब सवालों का नहीं, कार्रवाई का समय है।
हमारी मांगें:
हर नशा पेडलर के विरुद्ध त्वरित एफआईआर दर्ज की जाए और बेल के रास्ते बंद किए जाएं।
प्रत्येक थाना स्तर पर नशा नियंत्रण के लिए एक सक्रिय और जवाबदेह तंत्र स्थापित हो।
जिन पुलिसकर्मियों पर मिलीभगत का संदेह है, उनकी निष्पक्ष जांच हो।
ट्रस्ट के कार्यकर्ताओं की सुरक्षा की पूर्ण गारंटी दी जाए।
जिला प्रशासन द्वारा नशा मुक्ति अभियान को मंच, प्रचार सामग्री, डॉक्टर, परामर्शदाता और अन्य आवश्यक संसाधन प्रदान किए जाएं।
हजारीबाग की जनता अब चुप नहीं बैठेगी।
यदि जल्द और प्रभावी कार्रवाई नहीं हुई, तो हेल्पिंग इंडिया ट्रस्ट जन सहयोग के साथ सड़कों पर उतरने को बाध्य होगा।
