बिजली सुधार का नया अध्याय: निजीकरण नहीं, भरोसेमंद तकनीकी व्यवस्था की ओर बढ़ता उत्तर प्रदेश

लखनऊ — उत्तर प्रदेश में बिजली वितरण के क्षेत्र में सुधार की प्रक्रिया ने एक नया मोड़ ले लिया है। निजीकरण की राह पर आंख मूंदकर चलने के बजाय राज्य अब आधुनिक तकनीक और भरोसेमंद वितरण व्यवस्था को प्राथमिकता दे रहा है। देशभर में बिजली क्षेत्र में विभिन्न मॉडल आज़माए गए हैं—कहीं यह सफल रहा, तो कहीं इसका विरोध हुआ। ऐसे में यूपी का यह संतुलित दृष्टिकोण अन्य राज्यों के लिए नई दिशा बन सकता है।

देशभर में निजीकरण के मिले-जुले नतीजे
भारत के कई राज्यों ने बिजली वितरण में निजी कंपनियों को शामिल कर सुधार की कोशिशें की हैं। दिल्ली इसका बड़ा उदाहरण है, जहां 2002 में दिल्ली विद्युत बोर्ड को तीन भागों में विभाजित कर वितरण की जिम्मेदारी टाटा पॉवर और रिलायंस समूह की कंपनियों को सौंपी गई। इससे बिजली चोरी में भारी गिरावट आई और उपभोक्ता सेवा बेहतर हुई।

मुंबई में यह व्यवस्था पहले से ही निजी हाथों में है, जहां टाटा पॉवर और अदाणी समूह उपभोक्ताओं को लंबे समय से सेवा दे रहे हैं। इसी तरह गुजरात में 2003 से अहमदाबाद और 2006 से सूरत में टोरेंट पॉवर द्वारा बिजली वितरण किया जा रहा है, जिससे तकनीकी दक्षता में इज़ाफा और स्मार्ट मीटरिंग जैसी आधुनिक तकनीकों को बढ़ावा मिला।

ओडिशा बना पहला पूर्ण निजीकरण राज्य
ओडिशा में बिजली वितरण में असली बदलाव तब आया जब टाटा पॉवर ने चारों वितरण कंपनियों (CESU, WESCO, SOUTHCO, NESCO) को अपने अधीन ले लिया। यह भारत का पहला राज्य बन गया जहां संपूर्ण वितरण प्रणाली निजी क्षेत्र को सौंप दी गई।

कहीं सफलता, कहीं संघर्ष
उत्तर प्रदेश के ग्रेटर नोएडा में नोएडा पॉवर कंपनी लिमिटेड (NPCL) 1990 के दशक से ही बिजली वितरण का कार्य कर रही है। आगरा में 2010 में टोरेंट पॉवर को फ्रेंचाइज़ी दी गई, जो अब तक जारी है। हालांकि कानपुर में 2023 में इसी तरह की योजना का जबरदस्त विरोध हुआ और प्रशासन को प्रक्रिया रोकनी पड़ी।

महाराष्ट्र के भिवंडी और मालेगांव जैसे शहरों में टोरेंट पॉवर को फ्रेंचाइज़ी देने के बाद बिजली चोरी रोकने में सफलता मिली है। इससे यह स्पष्ट होता है कि राज्य की निगरानी क्षमता, नियामक व्यवस्था और उपभोक्ता हितों की सुरक्षा ही इस मॉडल की सफलता या असफलता तय करते हैं।

उत्तर प्रदेश का रास्ता अलग और सधी हुई सोच
उत्तर प्रदेश में फिलहाल पूरा ज़ोर वितरण प्रणाली को आधुनिक, पारदर्शी और उपभोक्ता-केंद्रित बनाने पर है। राज्य सरकार निजीकरण की जगह ऐसे समाधान अपना रही है, जो तकनीकी नवाचार के साथ स्थानीय जरूरतों और विश्वास का संतुलन बनाए रखें।

आगे क्या?
बिजली क्षेत्र में सुधार का रास्ता सीधा नहीं है। लेकिन दिल्ली, गुजरात और ओडिशा जैसे राज्यों के अनुभव बताते हैं कि नियोजित, पारदर्शी और जवाबदेह प्रणाली अपनाकर ही कोई राज्य सफल हो सकता है। उत्तर प्रदेश के ताज़ा संकेत दिखाते हैं कि वह अब सुधार के ऐसे ही भरोसेमंद और आधुनिक मॉडल की ओर बढ़ रहा है।
