भारतीय राजनीति की ‘मिसाल जोड़ियां’ – अतुल मलिकराम (राजनीतिक रणनीतिकार)

एक कहावत है कि जोड़ियां आसमान से बन कर आती हैं, लेकिन यह कहावत केवल शादी-विवाह तक ही सीमित है क्योंकि बात जब राजनीति की हो तो दो लोगों के बीच में साझा रणनीति और सूझबूझ अहम हो जाती है। भारतीय राजनीति का इतिहास उन जोड़ियों से भरा पड़ा है, जिन्होंने अपने साझा विजन, नेतृत्व और रणनीतिक कौशल से देश की दिशा और दशा को आकार दिया। ये जोड़ियां न केवल अपनी पार्टी के लिए बल्कि पूरे राष्ट्र के लिए प्रेरणा का स्रोत बनीं। पंडित नेहरू-महात्मा गांधी की वैचारिक साझेदारी से लेकर नरेंद्र मोदी-अमित शाह की आधुनिक रणनीति तक, इन जोड़ियों ने भारतीय राजनीति को एक स्वर्णिम राह पर आगे बढ़ाया।

सर्व ज्ञात है कि स्वतंत्रता संग्राम में गांधी-नेहरू की जोड़ी ने भारत को एकजुट करने में अभूतपूर्व भूमिका निभाई। गांधीजी का अहिंसा और सत्याग्रह का दर्शन जन-जन तक पहुंचा, तो नेहरू ने अपने आधुनिक और समाजवादी दृष्टिकोण से कांग्रेस को संगठित किया। गांधी की नैतिक शक्ति और नेहरू की वैश्विक सोच ने भारत को आजादी की राह पर अग्रसर किया। यह जोड़ी विचारधारा और कार्यान्वयन के तालमेल का प्रतीक बन गई।

इसी क्रम में अटल बिहारी वाजपेयी और लालकृष्ण आडवाणी की राजनीतिक जोड़ी भी आती है, जिन्हे भारतीय राजनीति में एक ऐतिहासिक और प्रभावशाली साझेदारी के रूप में जाना जाता है। दोनों भारतीय जनता पार्टी के संस्थापक नेताओं में से थे और उन्होंने पार्टी को राष्ट्रीय स्तर पर स्थापित करने में महत्वपूर्ण भूमिका निभाई। वाजपेयी और आडवाणी की जोड़ी की सफलता का आधार उनकी अलग-अलग लेकिन पूरक नेतृत्व शैली थी, जैसे वाजपेयी हिंदुत्व के विचारों को समर्थन देते थे, लेकिन उनकी छवि ऐसी थी कि गैर-भाजपा दल और अल्पसंख्यक समुदाय भी उन पर भरोसा करते थे। उनकी कविताएं और वक्तृत्व कला ने उन्हें जनता का प्रिय नेता बना दिया था, जो आज भी कायम है। दूसरी ओर आडवाणी एक अनुशासित और रणनीतिक नेता थे। उन्होंने भाजपा को संगठनात्मक रूप से मजबूत किया और हिंदुत्व को केंद्र में रखकर पार्टी की विचारधारा को प्रचारित किया। 1998 में वाजपेयी के नेतृत्व में भारत ने पोखरण में परमाणु परीक्षण किया, जिसमें आडवाणी का समर्थन महत्वपूर्ण था। वहीं 1999 कारगिल युद्ध के दौरान वाजपेयी की कूटनीति और आडवाणी की आंतरिक सुरक्षा नीतियों ने भारत को मजबूत स्थिति में रखा।

ऐसी ही एक जोड़ी साउथ में भी उभरी। जयललिता और एम. जी. रामचंद्रन (एमजीआर) की जोड़ी। जो तमिल सिनेमा और राजनीति, दोनों में एक ऐतिहासिक और चर्चित जोड़ी बनकर उभरी। दोनों का रिश्ता न केवल पेशेवर था, बल्कि व्यक्तिगत और राजनीतिक स्तर पर भी गहरा प्रभाव डालने वाला था। एमजीआर ने 1972 में फिल्मों को अलविदा कहकर राजनीति में कदम रखा और अखिल भारतीय अन्ना द्रविड़ मुनेत्र कड़गम (एआईएडीएमके) की स्थापना की। 1982 में उन्होंने जयललिता को अपनी पार्टी में शामिल किया। एक वाकया बेहद प्रचलित है कि 1987 में एमजीआर की मृत्यु के बाद, जयललिता को उनके अंतिम दर्शन तक करने से रोकने की कोशिश की गई। इसके बावजूद, जयललिता 21 घंटे तक उनके शव के पास खड़ी रहीं। यह घटना राजनीति में गुरु-शिष्य के रिश्ते की एक मिसाल बनी। एमजीआर ने मिड-डे मील योजना को फिर से शुरू किया था। जयललिता ने भी ऐसी जन-केंद्रित योजनाओं को बढ़ावा दिया। एमजीआर के दिखाए मार्ग का ही नतीजा था कि जयललिता ने अम्मा कैंटीन, अम्मा मिनरल वॉटर, और अन्य जनकल्याणकारी योजनाओं के जरिए जनता के बीच “अम्मा” के रूप में अपनी पहचान बनाई और तमिलनाडु की छह बार मुख्यमंत्री बनीं।

कांशीराम और मायावती के रूप में गुरु शिष्य की एक और जोड़ी है जिसे भारतीय राजनीति में दलित और वंचित वर्गों के उत्थान के लिए एक महत्वपूर्ण गठजोड़ की तरह देखा जाता है। कांशीराम की शिष्या, यानी मायावती 1977 में उनसे जुड़ीं थी। कांशीराम ने 1984 में बहुजन समाज पार्टी (बसपा) की स्थापना की, जिसका उद्देश्य दलित, आदिवासी, ओबीसी और अल्पसंख्यकों को संगठित कर सत्ता में लाना था। कांशीराम और मायावती ने सामाजिक न्याय और दलित सशक्तिकरण पर जोर दिया। कांशीराम का नारा ‘जाति तोड़ो, समाज जोड़ो’ और ‘वोट हमारा, राज तुम्हारा, नहीं चलेगा’ ने वंचित वर्गों को जागृत करने में अहम भूमिका निभाई। पार्टी की कमान जब मायावती के हाथ आई तो उन्होंने इसे आगे बढ़ाते हुए गठबंधन और सामाजिक समीकरणों के जरिए शून्य से शिखर तक का सफर तय किया। गुरु कांशीराम के दिखाए मार्ग पर चलते हुए मायावती ने 1995, 1997, 2002 और 2007 में उत्तर प्रदेश की मुख्यमंत्री के रूप में कार्य किया। उनकी लोकप्रियता इस कदर बढ़ी की 2007 में बसपा ने पूर्ण बहुमत हासिल किया, जो उनकी और कांशीराम की रणनीति की बड़ी जीत मानी जाती है।

वर्तमान में आधुनिक भारत के शिल्पी के रूप में प्रधानमंत्री नरेंद्र मोदी और गृह मंत्री अमित शाह की जोड़ी वैश्विक चर्चा का विषय है। इस जोड़ी ने भारतीय जनता पार्टी को नई ऊंचाइयों तक पहुंचाया है। मोदी का करिश्माई नेतृत्व, प्रभावी जनसंपर्क और विकास का विजन जहां जनता के बीच लोकप्रिय हुआ, वहीं अमित शाह की संगठनात्मक प्रतिभा और रणनीतिक दूरदर्शिता ने पार्टी को हर स्तर पर मजबूत किया। 2014 और 2019 के लोकसभा चुनावों में उनकी साझेदारी ने बीजेपी को प्रचंड बहुमत दिलाया और क्षेत्रीय स्तर पर भी पार्टी का विस्तार किया। बीजेपी के चाणक्य के नाम से मशहूर अमित शाह ने कई मौको पर यह स्वीकारा है कि नरेंद्र मोदी के साथ उनका रिश्ता एक मजबूत, विश्वास-आधारित और लक्ष्य-उन्मुख साझेदारी के रूप में विकसित हुआ है। मोदी ने भी कई मौकों पर शाह की संगठनात्मक क्षमता, राजनीतिक कुशाग्रता और नीतिगत निर्णयों में योगदान की सराहना की है। उदाहरण के लिए, जब शाह ने गृह मंत्री के रूप में धारा 370 को हटाने जैसे कठिन फैसलों को लागू किया, तो मोदी ने इसे एक ऐतिहासिक कदम बताते हुए शाह की दृढ़ता और नेतृत्व की प्रशंसा की।

कुल मिलाकर देखें और कुछ अपवादों को छोड़ दें तो भारतीय राजनीति में जोड़ियां अक्सर कारगर ही साबित हुई हैं। चाहे वह गांधी-नेहरू का वैचारिक तालमेल हो या मोदी-शाह की रणनीतिक साझेदारी, इन जोड़ियों ने अपने समय की चुनौतियों को अवसर में बदला हैं। ये जोड़ियां हमें सिखाती हैं कि नेतृत्व, रणनीति और विश्वास का सही मेल किसी भी संगठन को नई ऊंचाइयों तक ले जा सकता है। इसमें कोई दो राय नहीं कि ये जोड़ियां भारत में भविष्य के नेताओं के लिए प्रेरणा बनी रहेगी।
