नीति आयोग की बैठक में सीएम हेमंत सोरेन ने कहा-विकसित भारत की परिकल्पना तभी साकार होगी जब राज्य के गांवों का समग्र विकास सुनिश्चित होगा

सीएम ने पीएम को कई योजनाओं में बदलाव लाने व  राज्यहित को लेकर कुुछ महत्वपूर्ण सुुुुझाव भी दिए

रांची : नीति आयोग की 10वीं गवर्निंग काउंसिल की बैठक में झारखंड के  मुख्यमंत्री हेमंत सोरेन नई दिल्ली के भारत मंडपम में शामिल हुए। शनिवार को प्रधानमंत्री नरेंद्र मोदी की अध्यक्षता में यह बैठक हुई. हेमंत सोरेन ने मजबूती से झारखंड का प्रतिनिधित्व करते हुए राज्य की जरूरतों और विकास के मुद्दों की ओर प्रधानमंत्री का ध्यान आकृष्ट कराया.

सीएम ने बैठक में कहा कि विकसित भारत की परिकल्पना तभी साकार होगी जब राज्य और गांवों का समग्र विकास सुनिश्चित होगा। गरीबी उन्मूलन, महिला सशक्तीकरण, युवा कौशल, किसानों की समृद्धि, शिक्षा, आधारभूत संरचना और तकनीकी विकास राज्य सरकार की प्राथमिकता में हैं। सीएम ने प्रधानमंत्री को झारखंड की जनता की जरूरतों से वाकिफ कराया और कई महत्वपूर्ण सुझाव दिए।

पीएम आवास योजना व मनरेगा में आवंटन बढ़ाना समय की मांग 

सीएम ने कहा कि राज्य सरकार ने सामाजिक सुरक्षा से जुड़ी कई योजनाएं जैसे,  मइयां सम्मान योजना, पेंशन योजना, अबुआ स्वास्थ्य योजनाएं शुरू की है। उन्होंने कहा कि केंद्र की योजनाओं जैसे प्रधानमंत्री आवास योजना, मनरेगा आदि में राज्य की परिस्थितियों के अनुरूप बदलाव जरूरी है. इसलिए इन योजनाओं के लिए आवंटन बढ़ाया समय की मांग है. इसके अलावा CNT और SPT एक्ट के कारण राज्य में निवेश की राह में आनेवाली अड़चनों को दूर करने के लिए केंद्र-राज्य समन्वय जरूरी है।

सीएम ने कहा कि 16वें वित्त आयोग द्वारा केंद्र-राज्य राजस्व बंटवारे के लिए आवश्यक प्रक्रियाएं तय की गई हैं। उन्होंने राजस्व के वर्टिकल डेवल्यूशन को वर्तमान 41 प्रतिशत से बढ़ाकर 50 प्रतिशत करने और विभाज्य पूल में उपकर और अधिभार को शामिल करने की मांग रखी।

उन्होंने कहा कि GST लागू होने के बाद राज्य के राजस्व पर प्रतिकूल प्रभाव पड़ा है और जून 2022 के बाद से कंप्नसेशन की राशि नहीं मिल रही, जिससे हजारों करोड़ की राजस्व हानि हो रही है। उन्होंने कहा कि ‘विकसित भारत @2047’ की परिकल्पना को साकार करने के लिए केंद्र सरकार से अपेक्षित सहयोग जरूरी है.

खनन से प्रदूषण और विस्थापन की समस्याओं को दूर करना जरूरी

सीएम ने बताया कि राज्य सरकार 50 लाख महिलाओं को प्रतिमाह 2500 रुपये की सहायता दे रही है, जिससे महिला सशक्तीकरण को मजबूती मिली है। उन्होंने कहा कि झारखंड खनिज और कोयले समेत अन्य प्राकृतिक संसाधनों से भरपूर है। खनन से प्रदूषण और विस्थापन की समस्या रही है। खनन कंपनियों द्वारा अधिग्रहीत भूमि का मुआवजा अब तक न चुकाए जाने के कारण राज्य सरकार पर 1,40,435 करोड़ रुपये बकाया हैं।

उन्होंने कहा कि कोल-बेड मिथेन गैस का तकनीकी रूप से दोहन कर ऊर्जा उत्पादन में इसका इस्तेमाल किया जा सकता है। साथ ही, खनन कंपनियों के लिए कैप्टिव प्लांट लगाना अनिवार्य किया जाना चाहिए और उनके कुल उत्पादन का 30 प्रतिशत हिस्सा राज्य में ही उपयोग हो, जिससे रोजगार सृजन को बल मिलेगा।

CSR और DMFT फंड में राज्य सरकार को प्राथमिकता मिले

सीएम ने कंपनियों के CSR और DMFT फंड को राज्य सरकार की प्राथमिकताओं के साथ जोड़ने की बात कही। उन्होंने साहेबगंज जिले को कार्गो हब के रूप में विकसित करने, गंगा नदी पर अतिरिक्त पुल या उच्चस्तरीय बांध निर्माण और सामरिक महत्व वाले क्षेत्रों में आधारभूत संरचना के विस्तार पर जोर दिया। साथ ही, डेडीकेटेड इंडस्ट्रियल माइनिंग कॉरिडोर विकसित करने पर जरूरत बतायी.

बैठक में ये लोग थे शामिल

मुख्यमंत्री ने कहा कि नक्सल समस्या अब केवल पश्चिमी सिंहभूम और लातेहार जिलों तक सिमट गई है, लेकिन विशेष केंद्रीय सहायता सभी 16 जिलों में लागू रहनी चाहिए।

बैठक में केंद्रीय गृहमंत्री अमित शाह, नीति आयोग के अध्यक्ष अमिताभ कांत समेत विभिन्न राज्यों के राज्यपाल, मुख्यमंत्री और वरिष्ठ अधिकारी के अलावा झारखंड से मुख्य सचिव अलका तिवारी, मुख्यमंत्री के अपर मुख्य सचिव अविनाश कुमार, स्थानिक आयुक्त अरवा राजकमल और योजना सचिव मुकेश कुमार भी शामिल हुए।
