झारखंड पेरेंट्स एसोसिएशन ने उठाए सवाल…निजी स्कूलों की मनमानी पर सरकार का जोर नहीं चलता…बहुत कमजोर साबित हुए शिक्षा मंत्री 

रांची : झारखंड पेरेंट्स एसोसिएशन ने राज्य भर के निजी स्कूलों में मनमाने तरीके से की जा रही फीस वसूली पर कड़ी आपत्ति जताई है। संगठन के अध्यक्ष अजय राय ने कहा है कि स्कूलों द्वारा एनुअल डेवलपमेंट फीस लेट फाइन, बिल्डिंग फंड सहित कई तरह के शुल्क वसूले जा रहे हैं, जिन पर सरकार का कोई नियंत्रण नजर नहीं आता। उन्होंने कहा कि झारखंड शिक्षा न्यायाधिकरण संशोधन अधिनियम 2017 का स्पष्ट उल्लंघन किया जा रहा है, फिर भी प्रशासन पूरी तरह निष्क्रिय है।

श्री राय ने कहा कि राज्य के शिक्षा मंत्री रामदास सोरेन कई बार सार्वजनिक मंचों से यह दावा कर चुके हैं कि स्कूलों द्वारा यदि ट्यूशन फीस के अलावा कोई भी अतिरिक्त शुल्क लिया जाता है, तो उनके विरुद्ध कार्रवाई की जाएगी। इसके बावजूद राज्य के अधिकांश निजी स्कूलों में न केवल फीस में बढ़ोतरी की गई है, बल्कि विभिन्न मदों में मनमाने तरीके से शुल्क भी वसूले जा रहे हैं। 

स्कूल प्रबंधन निरंकुश, और प्रशासन निष्क्रिय  

श्री राय ने कहा कि हर साल सरकारी स्तर पर इसकी घोषणा की जाती है लेकिन स्कूल प्रबंधन हर बार निरकुंश बना रहता है, और प्रशासन मूकदर्शक बना रहता है. इसे सरकार का थोड़ा भी डर नहीं है, क्योंकि उन्हें पता है सरकारी स्तर पर कोई एक्शन नहीं लिया जाता. दरअसल इस मामले में शिक्षा मंत्री बहुत कमजोर साबित हुए.

श्री राय ने यह भी कहा कि राज्य सरकार एवं जिला उपायुक्त द्वारा समय-समय पर दिए गए बयान और निर्देश केवल औपचारिकता बनकर रह गए हैं। धरातल पर इनका कोई असर नहीं दिखाई देता। “अभिभावकों की आर्थिक स्थिति पहले से ही कोरोना महामारी और महंगाई की वजह से कमजोर हो चुकी है, और ऐसे में स्कूलों की यह मनमानी उन्हें और अधिक परेशान कर रही है।

उन्होंने राज्य सरकार से मांग की कि झारखंड शिक्षा न्यायाधिकरण अधिनियम 2017 को सख्ती से लागू किया जाए और जो भी स्कूल इसकी अवहेलना कर रहे हैं, उनके विरुद्ध तुरंत कार्रवाई की जाए। साथ ही उन्होंने आग्रह किया कि एक टोल-फ्री हेल्पलाइन नंबर शुरू किया जाए, जहां अभिभावक स्कूलों द्वारा की जा रही अनियमितताओं की शिकायत दर्ज करा सकें।

झारखंड पेरेंट्स एसोसिएशन ने चेतावनी दी है कि यदि सरकार ने शीघ्र ही कोई ठोस कार्रवाई नहीं की, तो राज्य भर में व्यापक स्तर पर विरोध प्रदर्शन किया जाएगा। संगठन ने सभी अभिभावकों से अपील की है कि वे एकजुट होकर इस मुद्दे पर अपनी आवाज बुलंद करें।
