गिरिडीह डीसी ने डीएमओ को अवैध खनन, परिवहन, भंडारण करनेवालों पर सख्त कार्रवाई का निर्देश दिया

NGT के आदेश के आलोक में 10 जून से अक्टूबर 15 तक बालू उठाव पूर्णतः बैन

गिरिडीह : समाहरणालय सभाकक्ष में उपायुक्त-सह-जिला दंडाधिकारी रामनिवास यादव की अध्यक्षता में गुरुवार जिला स्तरीय खनन टास्क फोर्स की समीक्षा बैठक की गई. डीसी ने अवैध पत्थर उत्खनन, अवैध बालू/कोयला/अभ्रक उत्खनन की रोकथाम के लिए पूर्व की बैठक में लिए गए निर्णय के अनुपालन की बिन्दुवार समीक्षा करते हुए जिला खनन पदाधिकारी द्वारा की गयी कार्रवाई का ब्योरा लिया।

सीसीएल के पट्टा क्षेत्र, वन क्षेत्रों हो रहे मायका अभ्रक के अवैध उत्खनन व अन्य क्षेत्रों में कोयले के अवैध उत्खनन व प्रेषण की रोकथाम व अन्य पर विचार-विमर्श किया गया। बालू घाटों के संचालन एवं बालू के अवैध भंडारण उठाव एवं परिवहन के संबंध में समीक्षा कर आवश्यक दिशा-निर्देश दिया गया। उपायुक्त ने जिला खनन पदाधिकारी को अवैध खनन, परिवहन, भंडारण करनेवालों पर सख्त कार्रवाई करने का निर्देश दिया।

वन क्षेत्र में खनन करनेवालों पर FIR दर्ज करने का निर्देश

डीसी ने कहा कि अवैध खनन करनेवाले पर प्राथमिकी दर्ज करें तथा वन क्षेत्र में भी खनन करनेवाले लोगों पर भी प्राथमिकी दर्ज कर उचित कार्रवाई करें। अवैध रूप से खनिज लदे वाहनों की भी जांच करने का निर्देश दिये।

बैठक में डीसी ने कहा कि अवैध उत्खनन रोकने की दिशा में प्रशासनिक व पुलिस अधिकारी से समन्वय बनाकर संबंधित विभाग कड़ा रुख अख्तियार करें। उन्होंने कहा कि अवैध खनन रोकने के लिए सख्त कदम उठाएं। जांच-पड़ताल के साथ छापेमारी अभियान चलाएं।

बैठक के दौरान जिला खनन पदाधिकारी ने बताया कि इस वित्तीय वर्ष 2024-25 माह जून में जिला खनन टास्क फोर्स के तहत कुल संलिप्त वाहनों की संख्या 33 है। इसमें से संलिप्त वाहनों की संख्या 24, दर्ज प्राथमिकी वाहनों की संख्या 16 तथा संलिप्त वाहनों की 09 है। जिनसे कुल 51,99,500 रुपए की राशि की वसूली की गई है।

उन्होंने बताया कि विभागीय निर्देश के आलोक में धारित पत्थर खनन पट्टों की प्रशासकीय मापी की जा रही है। मापी के दौरान पट्टेधारियों द्वारा मासिक विवरणी में दर्शाये गये उत्खनन मात्रा के अतिरिक्त पाये गये अन्तर मात्रा के लिये संबंधित पट्टेधारकों को कारण पृच्छा निर्गत करते हुए मांग पत्र निर्गत किया गया है। वर्तमान वित्तीय वर्ष में अद्यावधि विभिन्न पट्टाधारकों से निर्गत मांग पत्र के माध्यम से 50,49,500.00 रुपये तदनुसार अद्यावधि कुल 3,14,09,444.00 की वसूली की गई है।

पकड़े गए वाहनों से वसूूूली जारी है: डीएमओ

जिला खनन पदाधिकारी ने बताया कि जिला अन्तर्गत बालू के अवैध उत्खनन, परिवहन एवं भण्डारण पर सघन निगरानी रखते हुए, बालू उठाव की सूचना पर सख्त कार्रवाई की जा रही है. वर्तमान में 18 जून तक बालू खनिज के अवैध उत्खनन, परिवहन एवं भण्डारण की रोकथाम के क्रम में कुल 17 वाहनों पर कार्रवाई की गई है, जिसमें कुल 09 वाहनों से 1,50,000.00 रुपये की जुर्माना वसूली तथा अवैध बालू परिवहन में संलिप्त परिवहनकर्ताओं के विरुद्ध विभिन्न थानान्तर्गत कुल 07 प्राथमिकी दर्ज कर 09 वाहनों/मालिकों/ चालकों पर कार्रवाई की गई है। वर्तमान में NGT के न्यायाधिकरण के आदेश के आलोक में माह जून 10 से माह अक्टूबर 15 तक बालू उठाव पूर्णतः प्रतिबंधित है।

इसके साथ ही खनिज कोयला के अवैध परिवहन के मामले में जमुआ एवं ताराटांड़ थानान्तर्गत 02 प्राथमिकी, ढिबरा माइका के अवैध खनन/परिवहन के मामले में तिसरी थानान्तर्गत 01 प्राथमिकी एवं खनिज चिप्स के अवैध खनन/परिवहन के मामले में 02 वाहनों पर गावां थाना अंतर्गत 01 प्राथमिकी दर्ज कराई गई है।

बैठक में पुलिस अधीक्षक, पूर्वी वन प्रमंडल पदाधिकारी, पश्चिमी वन प्रमंडल पदाधिकारी, अपर समाहर्ता, सभी अनुमंडल पदाधिकारी, गिरिडीह जिला, जिला खनन पदाधिकारी, जिला परिवहन पदाधिकारी, आरओ प्रदूषण नियंत्रण बोर्ड, सभी अंचलाधिकारी, फैक्टरी इंस्पेक्टर समेत अन्य संबंधित अधिकारी उपस्थित थे।
