सलैया सिकदारडीह की आंगनबाड़ी बदहाल, बच्चों को मिल रहा एक्सपायरी फूड, जान जोखिम में डाल रही है व्यवस्था

गिरिडीह जिला अंतर्गत जमुआ प्रखंड के बदड़िहा-1 पंचायत स्थित सलैया सिकदारडीह गांव की आंगनबाड़ी केंद्र की स्थिति आज भी बद से बदतर बनी हुई है। सरकार बच्चों के कुपोषण को दूर करने और प्रारंभिक शिक्षा व पोषण सुनिश्चित करने के लिए आंगनबाड़ी केंद्रों पर करोड़ों खर्च कर रही है, लेकिन जमीनी हकीकत इससे कोसों दूर है।

एक्सपायरी फूड बच्चों को परोसा गया

बीते दिनों एक स्थानीय ग्रामीण जब अपने बच्चे को टीकाकरण के लिए आंगनबाड़ी ले गए, तो उन्होंने देखा कि बच्चों को जो फोर्टिफाइड फूड पैकेट दिया जा रहा था, वह पूरी तरह एक्सपायर हो चुका था। यह वही पोषण आहार है, जिसे सरकार बच्चों को ताकत देने और कुपोषण से बचाने के लिए भेजती है।

जब इस मुद्दे पर आंगनबाड़ी सेविका सुनीता वर्मा से सवाल किया गया, तो उन्होंने कहा कि यह पैकेट तीन दिन पहले ही प्रखंड कार्यालय से मिला है। यानी सवाल अब सेविका से ऊपर उठता है — क्या प्रखंड स्तर से ही एक्सपायर फूड की आपूर्ति हो रही है?

अगर हां, तो इसका सीधा प्रभाव 2 से 6 साल तक के बच्चों के स्वास्थ्य पर पड़ेगा, और इससे फूड पॉइजनिंग, कमजोरी, दस्त, उल्टी या और भी गंभीर बीमारियां हो सकती हैं। ऐसे में जब कुछ अनहोनी हो जाए, तो इसकी जिम्मेवारी कौन लेगा? प्रखंड विकास पदाधिकारी, बाल विकास परियोजना पदाधिकारी (CDPO), या स्थानीय सेविका?

आंगनबाड़ी में बुनियादी सुविधाओं का टोटा

गैस चूल्हा है, सिलेंडर नहीं

केंद्र की सहायिका सीमा देवी बताती हैं कि केंद्र पर बच्चों के लिए खाना पकाने की कोई उचित सुविधा नहीं है। उन्होंने कहा, “मुझे खाना लकड़ी-पत्ता जलाकर बनाना पड़ता है, क्योंकि सरकार ने सिर्फ गैस चूल्हा दिया है, सिलेंडर कभी नहीं दिया।” जब उनसे चूल्हा दिखाने को कहा गया, तो वह भी केंद्र में नहीं दिखा।

न पानी, न बिजली

केंद्र पर पीने के पानी की भी कोई व्यवस्था नहीं है। छोटे-छोटे बच्चों को अगर प्यास लगे, तो उन्हें पास की किसी निजी या ग्रामीण व्यवस्था पर निर्भर रहना पड़ता है। ऊपर से बिजली की सुविधा भी नहीं है, जिससे गर्मी में बच्चों को बैठना मुश्किल हो जाता है और पंखा भी नहीं चल पाता।

एकांत में बना भवन, दोनों तरफ खुले कुएं – बच्चों की सुरक्षा खतरे में

पहले यह आंगनबाड़ी गांव के बीच में संचालित होती थी, जिससे बच्चों को आना-जाना आसान होता था और परिजनों की निगरानी में भी रहता था। लेकिन नया भवन अब गांव के एकांत हिस्से में बना दिया गया है। सबसे खतरनाक बात यह है कि आंगनबाड़ी के दोनों तरफ खुले कुएं हैं, जहां किसी भी समय बड़ा हादसा हो सकता है।

परिजन अब बच्चों को भेजने से डरते हैं। अगर कभी कोई बच्चा गलती से कुएं की ओर चला गया तो कौन जिम्मेदार होगा? सुरक्षा के कोई इंतजाम नहीं हैं।

5 साल में भी अधूरा भवन – न दरवाजे, न सेंटर का नाम

बताया जा रहा है कि नया आंगनबाड़ी भवन करीब 5 वर्ष पूर्व बना, लेकिन आज तक उसमें दरवाजा तक नहीं लगाया गया है। भवन पर केंद्र का नाम तक नहीं लिखा गया है, जिससे कोई भी पहली बार आए व्यक्ति को यह भी पता नहीं चल सकता कि यह सरकारी आंगनबाड़ी है।

तस्वीरों में भवन की जर्जर स्थिति साफ देखी जा सकती है – टूटे फर्श, अधूरी दीवारें और खिड़की-दरवाजों की कमी।

ग्रामीणों की मांग – स्कूल में हो संचालन, ताकि हो निगरानी

अब ग्रामीणों ने प्रशासन से एकजुट होकर मांग की है कि इस जर्जर आंगनबाड़ी केंद्र को बंद कर दिया जाए और संचालन के लिए उत्क्रमित मध्य विद्यालय सलैया में एक कमरा दिया जाए। ग्रामीणों का कहना है कि अगर स्कूल भवन से आंगनबाड़ी संचालित होगी, तो बच्चों की सुरक्षा, पोषण और शिक्षा – तीनों में सुधार होगा, और स्थानीय लोग भी निगरानी कर सकेंगे।

सरकार की नीति और जमीनी हकीकत में अंतर

सरकार की नीति है कि जहां कहीं भी आंगनबाड़ी भवन जर्जर हो या संचालन योग्य नहीं हो, वहां नजदीकी सरकारी स्कूल में एक कमरा देकर आंगनबाड़ी संचालन की व्यवस्था की जाए। लेकिन सलैया सिकदारडीह की तस्वीर यह दिखाती है कि नीति तो है, लेकिन क्रियान्वयन पूरी तरह नदारद है।

क्या होगा कार्रवाई?

अब यह देखना होगा कि प्रखंड विकास पदाधिकारी, CDPO, और जिला प्रशासन इस गंभीर विषय पर कब संज्ञान लेते हैं। क्या एक्सपायरी फूड सप्लाई करने वाली व्यवस्था पर कार्रवाई होगी? क्या बच्चों को सुरक्षित, स्वच्छ और पोषणयुक्त माहौल मिलेगा?

या फिर सलैया सिकदारडीह के मासूम बच्चे ऐसे ही बदहाली की गोद में पलते रहेंगे?
