गुमला में बॉक्साइट खनन क्षेत्र में गंभीर गड़बड़ियां उजागर, उपायुक्त ने कंपनी को थमाया अंतिम चेतावनी नोटिस

गुमला जिले में संचालित एक बॉक्साइट खनन पट्टा क्षेत्र में गंभीर अनियमितताओं का खुलासा हुआ है। उपायुक्त प्रेरणा दीक्षित के निर्देश पर 17 जुलाई 2025 को जिला खनन पदाधिकारी और खान निरीक्षक ने जब मौके का औचक निरीक्षण किया, तो खनन योजना की अनदेखी, सुरक्षा मानकों की अवहेलना और श्रमिकों की दुर्दशा जैसे कई चौंकाने वाले तथ्य सामने आए। इसके आधार पर खनन कंपनी को अंतिम कारण पृच्छा (शोकॉज) नोटिस जारी कर दिया गया है।

खनन कार्य में मिलीं कई गड़बड़ियां

जांच टीम ने खान प्रबंधक, फोरमैन व कर्मियों की मौजूदगी में खनन क्षेत्र का भौतिक परीक्षण किया। निरीक्षण में यह स्पष्ट हुआ कि:

• खनन कार्य अनुमोदित योजना के अनुरूप नहीं हो रहा।
• सुरक्षा मानकों का पालन नहीं किया जा रहा।
• पर्यावरणीय संरक्षण एवं श्रमिक सुरक्षा के जरूरी उपाय पूरी तरह अनुपस्थित हैं।

श्रमिकों और ट्रक चालकों की स्थिति बेहद दयनीय

अम्बाकोना मौजा स्थित स्टॉक यार्ड से खनिज लोड कर ट्रकों में भेजा जा रहा था। जांच के दौरान ट्रक चालकों ने बताया कि:

• उन्हें रातभर जानबूझकर रोका जाता है, जिससे उनका समय और संसाधन दोनों बर्बाद होता है।
• यार्ड में पानी, बिजली, शौचालय और विश्राम जैसी मूलभूत सुविधाएं उपलब्ध नहीं हैं।
  👉 इन हालातों में वे बेहद कठिन परिस्थितियों में काम करने को मजबूर हैं।

प्रदूषण नियंत्रण में लापरवाही

वाहनों की जांच में पता चला कि खनिज परिवहन के दौरान तिरपाल व सीलिंग की प्रक्रिया सिर्फ दिखावे तक सीमित है।
👉 इससे धूल और प्रदूषण फैल रहा है, जो क्षेत्रीय लोगों के लिए खतरा बन सकता है।

स्थानीय रैयतों की नाराजगी

निरीक्षण के दौरान स्थानीय ग्रामीणों और रैयतों ने भी शिकायत दर्ज कराई कि:

• खनन के बाद भूमि की मरम्मत या पुनर्स्थापना नहीं की जाती।
• खुले गड्ढे और असुरक्षित स्थल दुर्घटनाओं को न्योता देते हैं।

पहले भी मिली थी शिकायतें

यह पहला मामला नहीं है।

• 16 जुलाई 2025 को उपायुक्त के गुरदरी दौरे के दौरान भी स्थानीय लोगों ने लिखित शिकायतें सौंपी थीं।
• इससे पहले 6 दिसंबर 2024 और 2 जनवरी 2025 को भी कंपनी को नोटिस दिया गया था, परंतु कोई संतोषजनक जवाब नहीं मिला।

कानूनी आधार पर कार्रवाई की तैयारी

जिले के खनन विभाग ने खनिज (अन्य खनिजों का अभिसंपादन) नियमावली 2016 के नियम-2(1)(N) और MMDR अधिनियम 1957 की धारा 4(1) व 4(1)(A) के उल्लंघन को संज्ञान में लेते हुए अंतिम कारण पृच्छा नोटिस जारी किया है।
📌 प्रशासन ने स्पष्ट किया है कि यदि निर्धारित अवधि में संतोषजनक उत्तर नहीं मिला, तो खनन पट्टा रद्द करने सहित सख्त कदम उठाए जाएंगे।
