रांची : झारखंड में शराब घोटाले का शोर इतना मचा कि पूरे देश में इसकी गूंज सुनाई दी। किसी आईएएस के खिलाफ एसीबी ने कभी इतनी बड़ी कार्रवाई नहीं की थी. लेकिन ऐसा क्या हुआ कि एसीबी समय पर सरकार से अभियोजन की स्वीकृति नहीं मिली। एसीबी ने 90 दिनों के अंदर विनय चौबे के खिलाफ कोर्ट में चार्जशीट दाखिल नहीं किया। इसका लाभ विनय चौबे को मिला और उन्हें कोर्ट से  जमानत मिल गई। अब एसीबी की कार्रवाई और भूमिका पर सवाल उठ रहे हैं।

घोटाले के आरोप में जब झारखंड के वरिष्ठ आईएएस अधिकारी विनय चौबे की गिरफ्तारी हुई तो एकबारगी सनसनी फैल गई। मुख्यमंत्री हेमंत सोरेन के साथ लंबे समय तक काम कर चुके हैं। देश में संभवत: यह पहला ऐसा मामला था कि मुख्यमंत्री का विश्वासपात्र और उनके साथ काम करनेवाला अधिकारी घोटाले में पकड़ा गया।

शराब घोटाले में गिरफ्तारी की कार्रवाई राज्य सरकार की एजेंसी एसीबी ने की थी। एसीबी ने कई अन्य अधिकारियों और शराब कारोबारियों को पकड़ा। झारखंड से लेकर छत्तीसगढ़ तक कार्रवाई हुई। घोटाले से संबंधित कई बड़े खुलासे किए गए। विनय चौबे के सगे-संबंधी भी लपेटे में आए। विनय चौबे पर घोटाले में शामिल होने और इसके जरिए अकूत संपत्ति अर्जित करने की खबरें आई। दो महीने तक अखबारों की सुर्खियां शराब घोटाले को लेकर बनती रहीं।

सबूतों का खूब ढिंढोरा पीटा गया

आखिर जब इतने सारे सबूत थे। सबूतों का ढिंढोरा पीटा गया तो फिर 90 दिनों के अंदर आरोप पत्र दाखिल क्यों नहीं किया जा सका? इसके पीछे की मंशा क्या है? पहले कार्रवाई का दिखावा करो और फिर बचा लो। यानी मैच फिक्सिंग जैसा मामला।

एसीबी की कार्रवाई पर पहले दिन से ही सवाल उठ रहे थे। विनय चौबे की गिरफ्तारी को लेकर एक बड़ी साजिश बतायी जा रही थी। कहा जा रहा था कि शराब घोटाले में विनय चौबे को बलि का बकरा बनाया गया है। सरकार के इतने खासमखास अधिकारी को अचानक पकड़ लेने लिए जाने को लेकर सत्ता प्रतिष्ठान में कई तरह की बातें हवा में तैर रही थी.

संभव है देर-सबेर सारे मामले की जांच सीबीआई या ईडी करे

विरोधियों ने तो यहां तक कहा कि शराब घोटाले की जांच ईडी या सीबीआई न करे। जांच की आंच दूर तलक न जाए इसलिए एसीबी ने अपनी तत्परता दिखाई। सीबीआई और ईडी अगर जांच करेगी तो कई लोग फसेंगे। घोटाले का तार दूर तक जाएगा। इसलिए विनय चौबे के गिरफ्तारी दिखाकर कार्रवाई का संदेश दिया गया।

विनय चौबे के करियर पर तो दाग लग गया। पूरे देश में बदनामी हुई। अब यदि उनके खिलाफ आरोप सिद्ध नहीं होगा तो उनको जो नुकसान हुआ, जो पीड़ा हुई, बदनामी हुई इसकी भरपाई कौन करेगा।

बहुत संभव है कि देर सबेर इस मामले की जांच सीबीआई या ईडी करे। क्योंकि इस घोटाले पर पहले से ही इन दोनों एजेंसियों की नजर है। जब विनय चौबे को जमानत मिल गई तो संभव है अन्य आरोपियों को भी जमानत मिल जाएगी। इस मामले में सरकार की भी बदनामी हुई है।
