चैनपुर प्रखंड में योजनाओं और संस्थानों का निरीक्षण, खामियों को दूर करने के निर्देश

जिला प्रशासन की योजनाओं के क्रियान्वयन की निगरानी के तहत अपर समाहर्ता शशिंद्र कुमार बड़ाइक ने मंगलवार को चैनपुर प्रखंड का दौरा किया। इस दौरान उन्होंने स्वास्थ्य केंद्र, विद्यालय, आंगनबाड़ी और सार्वजनिक वितरण प्रणाली की दुकानों का निरीक्षण कर व्यवस्थाओं की समीक्षा की।

स्वास्थ्य केंद्र में अव्यवस्था पर नाराज़गी

चैनपुर पंचायत स्थित आयुष्मान मंदिर (आरोग्य केंद्र) के निरीक्षण में अपर समाहर्ता ने पाया कि रजिस्टर और दवा भंडार अद्यतन नहीं थे और कई सामान अव्यवस्थित रखे गए थे। उन्होंने निर्देश दिया कि गर्भवती महिलाओं की नियमित निगरानी हो, दवाइयाँ समय पर वितरित हों और सभी रजिस्टर व्यवस्थित रूप से संधारित किए जाएँ।

विद्यालय में छात्रवृत्ति और शिक्षक की कमी

निरीक्षण के क्रम में राजकीय मध्य बालक विद्यालय चैनपुर में अपर समाहर्ता ने बच्चों से संवाद किया और प्रार्थना सभा में आपदा प्रबंधन से जुड़ी जानकारी, खासकर सांप काटने और आकाशीय बिजली से बचाव के उपाय बताने का निर्देश शिक्षकों को दिया। विद्यालय में यह तथ्य सामने आया कि 260 छात्रों में से केवल 40 को ही छात्रवृत्ति का लाभ मिला है। इस पर प्रभारी कपिल देव राय को शीघ्र सभी पात्र बच्चों का पंजीकरण कराने का आदेश दिया गया।
गणित शिक्षक की अनुपस्थिति पर उन्होंने कहा कि उपायुक्त की अनुमति के बाद यहां शिक्षक की नियुक्ति की जाएगी। साथ ही 19 ड्रॉप-आउट बच्चों के अभिभावकों को परामर्श देकर बच्चों को पुनः विद्यालय से जोड़ने का निर्देश दिया गया।

आंगनबाड़ी केंद्र में उपकरणों की कमी

दाहुदरगांव पंचायत स्थित मॉडल आंगनबाड़ी केंद्र में ऊँचाई-तौल मशीन उपलब्ध नहीं थी। इस पर उन्होंने असंतोष जताते हुए तुरंत मशीन उपलब्ध कराने का निर्देश दिया। शैक्षणिक वॉलपेपर अव्यवस्थित पाए जाने पर उन्हें सही तरीके से प्रदर्शित करने या अन्य केंद्रों में स्थानांतरित करने की बात कही।
सेविकाओं को आदेश दिया गया कि संभावित मुख्यमंत्री कन्यादान योजना लाभुकों की सूचना प्रखंड कार्यालय तक पहुँचाएँ, ताकि उन्हें समय पर लाभ मिल सके।

सार्वजनिक वितरण प्रणाली की स्थिति

पीडीएस दुकान की जाँच में 54 प्राथमिक परिवार, 30 अंत्योदय परिवार और 20 हरे कार्डधारी परिवार सूचीबद्ध मिले। खाद्यान्न सामग्री और भंडार रजिस्टर सही पाए गए। हालांकि जिन कार्डधारकों का ई-केवाईसी लंबित है, उसे एक सप्ताह में पूरा करने का निर्देश दिया गया।
धोती-साड़ी योजना की समीक्षा में पाँच लाभुकों को वस्त्र न मिलने की शिकायत सामने आई। इस पर अपर समाहर्ता ने तुरंत वस्त्र उपलब्ध कराने का आदेश दिया।

प्रशासन की प्राथमिकता – पारदर्शिता और समयबद्धता

अपर समाहर्ता बड़ाइक ने कहा, “प्रशासन की प्राथमिकता है कि प्रत्येक नागरिक तक योजनाओं का लाभ समय पर और पारदर्शी ढंग से पहुँचे। निरीक्षण के दौरान जो भी कमियाँ पाई गई हैं, उन्हें शीघ्र दूर किया जाना चाहिए।”
