गुमला। जिला भू-अर्जन शाखा की विशेष बैठक में शुक्रवार को उपायुक्त प्रेरणा दीक्षित ने राष्ट्रीय राजमार्ग प्राधिकरण (NHAI) से जुड़ी विभिन्न परियोजनाओं की प्रगति की समीक्षा की। बैठक में NH-23 (पलमा-गुमला), NH-43, NH-143 और भारतमाला परियोजना के तहत चल रहे कार्यों पर विस्तार से चर्चा हुई।
मुआवजा भुगतान और मंदिर पुनर्निर्माण पर चर्चा
बैठक में बताया गया कि NH-23 (पलमा-गुमला) सड़क चौड़ीकरण और निर्माण कार्य के लिए रैयतों को भूमि राशि पोर्टल के माध्यम से मुआवजा दिया जा रहा है। उपायुक्त ने अधियाची विभाग को 30 सितंबर 2025 तक प्रक्रिया पूर्ण करने का निर्देश दिया।
भरनो मौजा में अधिग्रहित भूमि पर स्थित तीन मंदिरों में से दो का पुनर्निर्माण पूरा हो चुका है, जबकि तीसरे मंदिर के लिए ग्रामीणों की सहमति लंबित है। उपायुक्त ने स्पष्ट किया कि ग्रामीणों से सहमति लेकर कार्य शीघ्र पूरा किया जाए। साथ ही भरनो ब्लॉक चौक सहित अन्य महत्वपूर्ण स्थानों पर साइनबोर्ड लगाने का निर्देश भी दिया गया।
NH-43 और NH-143 परियोजनाओं की स्थिति
भारतमाला परियोजना के तहत NH-43 में भूमि अधिग्रहण का कार्य जारी है। अब तक 61.39 करोड़ रुपये का आवंटन हुआ, जिसमें से 25.61 करोड़ रुपये प्रभावित रैयतों को भुगतान किए जा चुके हैं।
वहीं, NH-143 चौड़ीकरण कार्य से कामडारा प्रखंड के 16 और बसिया प्रखंड के 8 गांव प्रभावित हो रहे हैं। इसके लिए 41.24 करोड़ रुपये की मांग अधियाची विभाग से की गई है। राशि उपलब्ध होते ही मुआवजा भुगतान और आगे की कार्रवाई की जाएगी।
राज्य सरकार की योजनाओं पर भी हुई समीक्षा
बैठक में राज्य सरकार की 12 सड़क चौड़ीकरण और निर्माण योजनाओं की प्रगति की भी समीक्षा हुई। इसमें सिसई-बसिया पथ योजना और डुमरी से बड़ा कटरा (छत्तीसगढ़ बॉर्डर तक) पथ योजना में Alignment सुधार से जुड़े लंबित मामलों पर चर्चा हुई। उपायुक्त ने अधियाची विभाग को निर्देश दिया कि इन त्रुटियों का शीघ्र निराकरण कर मूल संचिका जिला भू-अर्जन कार्यालय को उपलब्ध कराई जाए।
एनएचएआई और विभागीय अधिकारियों को निर्देश
उपायुक्त ने एनएचएआई और पथ निर्माण विभाग के कार्यपालक अभियंता को आदेश दिया कि जिले के सभी संवेदनशील मार्गों और चौक-चौराहों पर उचित साइनज (signage) लगाए जाएं।
भू-अर्जन पदाधिकारी को भी निर्देश दिया गया कि भारतमाला परियोजना से जुड़े शेष रैयतों के मामलों का शीघ्र निपटारा कर मुआवजा वितरण सुनिश्चित करें। साथ ही NH-43 में प्रभावित गांवों की भूमि जांच रिपोर्ट संबंधित अंचलाधिकारियों से समय पर लेकर भुगतान प्रक्रिया पूरी की जाए और रैयतों की आपत्तियों का त्वरित समाधान किया जाए।
