घुमन्तु समाज के नए जीवन का आधार बनेगा राष्ट्रीय स्तर का कॉमन आइडेंटिटी कार्ड – डॉ अतुल मलिकराम (रजनीतिक रणनीतिकार)

भारत में घुमंतू, अर्ध-घुमंतू और विमुक्त जातियों की संख्या देश की कुल आबादी की लगभग 10% है, जो अपनी खानाबदोश जीवनशैली के कारण अक्सर सरकारी योजनाओं और सामाजिक सुविधाओं से वंचित रहते हैं। हाल ही में राजस्थान सरकार ने इन समुदायों के बच्चों के लिए घुमंतू जाति पहचान पत्र जारी किया है, जिससे वे बिना स्थायी दस्तावेजों के भी स्कूलों में प्रवेश पा सकें। इसके अलावा, उत्तर प्रदेश में घुमंन्तु जातियों के लिए विशेष बोर्ड का गठन करने की घोषणा हुई है, ताकि उन्हें सरकारी योजनाओं का लाभ मिल सके। यह दर्शाता है कि देश में घुमंतू समाज की स्थिति आजादी के लगभग 80 साल बाद भी अस्थिर बनी हुई है और उन्हें स्थायी पहचान व सुविधाओं की सख्त आवश्यकता है। इस दिशा में एक कदम और आगे बढ़ाते हुए एक राष्ट्रीय स्तर का कॉमन आइडेंटिटी कार्ड, उनके जीवन में एक गेम चेंजर की भूमिका निभा सकता है।
घुमंतू समाज के लिए इस कॉमन आइडेंटिटी कार्ड के कई मायने होंगे और वे विभिन्न स्तरों पर लाभान्वित हो सकेंगे। सबसे पहले, यह कार्ड उन्हें सरकारी योजनाओं जैसे कि राशन, स्वास्थ्य सेवाएं, शिक्षा और रोजगार तक सीधी पहुंच प्रदान करेगा। यह सुविधा उनका आर्थिक और सामाजिक सशक्तिकरण सुनिश्चित करेगी। दूसरा, इस कार्ड के जरिये उन्हें कहीं से भी मतदान करने की शक्ति मिलेगी, जो उनके लोकतांत्रिक अधिकारों को मजबूत करेगा, जिससे उनकी राजनीतिक भागीदारी बढ़ेगी। तीसरा, शिक्षा के क्षेत्र में यह कार्ड बच्चों को स्कूलों में प्रवेश दिलाने में मदद करेगा, जैसा कि राजस्थान के हालिया उदाहरण में देखा गया है। इससे बच्चों का भविष्य सुरक्षित होगा और वे मुख्यधारा की शिक्षा प्रणाली का हिस्सा बन सकेंगे। चौथा, स्वास्थ्य और रोजगार के क्षेत्र में यह कार्ड उन्हें अस्पतालों में स्वास्थ्य सुविधाओं का लाभ उठाने और रोजगार के अवसरों को अपनाने में सक्षम बनाएगा। आसान भाषा में कहें तो, यह कार्ड उनके अधिकारों की सुरक्षा करेगा, उनकी पहचान को मान्यता देगा और उन्हें मुख्यधारा में शामिल करेगा, चाहे वे किसी भी राज्य या शहर में क्यों न हों।
राजस्थान, उत्तर प्रदेश और मध्य प्रदेश जैसे कुछ राज्यों में घुमंतू समाज के लिए योजनाएं शुरू की गई हैं, लेकिन यह पर्याप्त नहीं है। केंद्र और राज्य सरकारों को मिलकर एक राष्ट्रीय स्तर का कॉमन आइडेंटिटी कार्ड जारी करने की पहल करनी होगी। कई मीडिया रिपोर्ट्स यह भी बताती हैं कि योजनाएं बनने और घोषित होने बाद ठन्डे बस्ते में चली जाती हैं। चूँकि यह एक ऐसा समुदाय है जिसे खुद को सभ्य समझने वाले समाज ने हमेशा अपराधी की नजर से देखा है। ऐसे में इस नजरिये को रातों रात बदलना आसान नहीं होगा, और इस प्रक्रिया में संवैधानिक और कानूनी पक्षों का अहम किरदार होगा, उन्ही पक्षों में एक पक्ष राष्ट्रीय स्तर का कॉमन आइडेंटिटी कार्ड भी होगा, जो न केवल उनके जीवन स्तर को सुधारने में मदद करेगा, बल्कि भारत में सामाजिक समावेशन की दिशा में भी महत्वपूर्ण योगदान देगा।
