धान अधिप्राप्ति कार्य में पारदर्शिता सुनिश्चित करने को लेकर गुमला DC ने दिए महत्वपूर्ण निर्देश

गुमला। खरीफ विपणन मौसम 2025-26 के दौरान धान अधिप्राप्ति कार्य को सुचारू और पारदर्शी रूप से संचालित करने के लिए उपायुक्त प्रेरणा दीक्षित की अध्यक्षता में जिला स्तरीय अनुश्रवण समिति की बैठक आयोजित की गई। बैठक में किसानों के पंजीकरण, सत्यापन और अधिप्राप्ति केंद्रों की तैयारियों की विस्तृत समीक्षा की गई।

किसानों के पंजीकरण की रफ्तार तेज करने के निर्देश

उपायुक्त ने अधिकारियों को निर्देश दिया कि किसानों का पंजीकरण ई-उपार्जन पोर्टल पर समयबद्ध तरीके से पूरा किया जाए।

• अब तक 12,000 किसानों का रजिस्ट्रेशन पूरा हो चुका है।
• इस वर्ष लगभग 60,000 किसानों को पंजीकृत करने का लक्ष्य निर्धारित किया गया है।

पूर्व में पंजीकृत किसानों का सत्यापन जल्द से जल्द पूरा करने पर जोर दिया गया ताकि कोई भी पात्र किसान न्यूनतम समर्थन मूल्य (MSP) के लाभ से वंचित न रहे।

अधिप्राप्ति केंद्रों की सुविधाएँ और निरीक्षण होंगे सुनिश्चित

जिला आपूर्ति पदाधिकारी-सह-जिला प्रबंधक ने बताया कि अधिप्राप्ति केंद्रों का चयन धान उत्पादक क्षेत्रों के आधार पर किया गया है।
केंद्रों पर निम्न सुविधाओं को अनिवार्य रूप से सुनिश्चित किया जाएगा—

• आवश्यक भौतिक सुविधाएँ
• सुरक्षित भंडारण व्यवस्था
• पूर्व बकाया से मुक्त स्थिति
• नियमित अंकेक्षण और सत्यापन

जिला सहकारिता पदाधिकारी द्वारा प्रस्तुत 24 लैम्पस-पैक्स केंद्रों की सूची समिति द्वारा अनुमोदित की गई। इन केंद्रों पर प्रखंड स्तरीय अधिकारियों और कर्मचारियों को पर्यवेक्षक और दंडाधिकारी के रूप में प्रतिनियुक्त किया गया है।

पारदर्शिता बढ़ाने हेतु चरणवार धान क्रय प्रक्रिया

धान क्रय प्रक्रिया को अधिक पारदर्शी बनाने के लिए कई आवश्यक निर्देश दिए गए।
उपायुक्त ने बताया—

• किसानों को धान बिक्री के लिए SMS के माध्यम से क्रमवार बुलाया जाएगा।
• एक किसान से अधिकतम 200 क्विंटल धान की ही अधिप्राप्ति की जाएगी।
• गुणवत्ता जांच, वजन और दस्तावेजों का सत्यापन ई-पॉस मशीन से किया जाएगा।

अधिप्राप्ति केंद्र के अध्यक्ष, सचिव और प्रतिनियुक्त पर्यवेक्षक मिलकर पूरी खरीद प्रक्रिया सुनिश्चित करेंगे। साथ ही, मिल प्रतिनिधि की उपस्थिति में ही धान उठाव और भुगतान किया जाएगा।

साप्ताहिक निरीक्षण रिपोर्ट अनिवार्य

बैठक में यह निर्णय हुआ कि सभी अधिप्राप्ति केंद्रों की नियमित जांच प्रतिनियुक्त दंडाधिकारियों द्वारा की जाएगी।

• जिला सहकारिता पदाधिकारी और जिला कृषि पदाधिकारी निरीक्षण कार्यों की समीक्षाएँ लगातार करेंगे।
• साप्ताहिक निरीक्षण प्रतिवेदन जिला आपूर्ति कार्यालय को भेजा जाएगा।

इसके अतिरिक्त, प्रखंड विकास पदाधिकारी की अध्यक्षता में हर 20 दिनों पर प्रखंड स्तरीय अनुश्रवण समिति की बैठक आयोजित कर प्रगति की समीक्षा की जाएगी।

लापरवाही पर होगी सख्त कार्रवाई

उपायुक्त प्रेरणा दीक्षित ने कहा कि किसानों को उनका अधिकार दिलाना जिला प्रशासन की सर्वोच्च प्राथमिकता है।
उन्होंने चेतावनी दी कि किसी भी प्रकार की अनियमितता या लापरवाही पाए जाने पर संबंधित पदाधिकारी तथा लैम्पस-पैक्स से जुड़े व्यक्तियों के विरुद्ध कड़ी कार्रवाई की जाएगी।

बैठक में अपर समाहर्ता गुमला, सहकारिता पदाधिकारी, जिला आपूर्ति पदाधिकारी, कृषि विभाग के अधिकारी सहित विभिन्न विभागों के पदाधिकारी उपस्थित रहे।
