शहरी स्वच्छता, सुव्यवस्था और सुंदरीकरण को लेकर गुमला DC ने नगर परिषद कार्यों की समीक्षा तेज की

गुमला। उपायुक्त प्रेरणा दीक्षित की अध्यक्षता में मंगलवार को नगर परिषद, गुमला के विभिन्न कार्यों की विस्तृत समीक्षा बैठक आयोजित की गई। बैठक में शहरी स्वच्छता, अतिक्रमण हटाने, सौंदर्यीकरण, व्यापारिक व्यवस्था, राजस्व संग्रहण एवं जनसुविधाओं के सुदृढ़ीकरण जैसे कई महत्वपूर्ण बिंदुओं पर चर्चा की गई। उपायुक्त ने स्पष्ट निर्देश दिया कि शहर में संचालित सभी गतिविधियों को विधिसम्मत, पारदर्शी और सुव्यवस्थित तरीके से लागू किया जाए, ताकि नागरिकों को बेहतर शहरी सुविधाएं उपलब्ध हो सकें।

अतिक्रमण हटाने और व्यावसायिक व्यवस्थापन पर कड़े निर्देश

बैठक में दुकानों के फेस-वाइज संचालन, सड़कों एवं सार्वजनिक स्थानों से अतिक्रमण हटाने और नियमित एन्क्रोज़मेंट ड्राइव को प्रभावी रूप से जारी रखने पर जोर दिया गया।
उपायुक्त ने कहा कि सड़क पर अवैध रूप से बालू या निर्माण सामग्री रखकर यातायात बाधित करने वालों, और सड़क घेरकर व्यापार करने वालों पर दंडात्मक कार्रवाई सुनिश्चित की जाए।

सौंदर्यीकरण और स्वच्छता अभियान को मिलेगी गति

DC ने शहर के सौंदर्यीकरण और स्वच्छता से जुड़े कार्यों को तेज करने का निर्देश देते हुए निम्न बिंदुओं पर विशेष ध्यान देने को कहा—

• झाड़ियों की नियमित सफाई
• ट्री-ट्रिमिंग
• स्ट्रीट लाइट व्यवस्था में सुधार
• रात्रिकालीन सफाई को और प्रभावी बनाना

इसके साथ ही सभी दुकानदारों को अपने दुकानों में डस्टबिन रखने का आदेश दिया गया है, ताकि सार्वजनिक स्वच्छता में सुधार लाया जा सके।

नगर परिषद ने जानकारी दी कि शहर के कई स्थानों पर डस्टबिन लगाए गए हैं और स्वीपिंग एवं ट्री-ट्रिमिंग टीम की तैनाती भी बढ़ाई गई है।

राजस्व वसूली और लाइसेंस व्यवस्था पर सख्ती

व्यापारिक व्यवस्था में पारदर्शिता लाते हुए उपायुक्त ने ट्रेड लाइसेंस, प्रॉपर्टी टैक्स, पेयजल उपभोग बिल एवं अन्य राजस्व लक्ष्यों की समयबद्ध वसूली पर जोर दिया।
नगर परिषद के लिए कार्यरत थर्ड पार्टी एजेंसियों के काम की नियमित समीक्षा का भी निर्देश दिया गया।

बस स्टैंड परिसर में अवैध गतिविधियों पर कार्रवाई

उपायुक्त ने बस स्टैंड परिसर में बिना अनुमति चिकन बिक्री कर रहे दुकानदारों के विरुद्ध तत्काल कार्रवाई करने का आदेश दिया।
अनुमंडल पदाधिकारी-सह-प्रशासक ने दुकानदारों के साथ बैठक कर नियमों के पालन की चेतावनी दी है।

DC ने निर्देश दिया कि—

• भारतीय न्याय संहिता (BNS) के तहत सार्वजनिक उपद्रव की कार्रवाई सुनिश्चित की जाए
• सभी अवैध दुकानदारों को नोटिस जारी कर
  पर्यटन भवन के पीछे निर्धारित स्थल पर व्यवसाय संचालित करने का आदेश दिया जाए।

होटल, छात्रावास और बैंक्वेट हॉल की जांच—मानक उल्लंघन पर कार्रवाई

बैठक में शहर के सभी होटल, बैंक्वेट हॉल और छात्रावासों की पंजीकरण एवं अनुपालन स्थिति की समीक्षा भी की गई।
जिन संस्थानों में मानक संचालन प्रक्रियाओं का पालन नहीं पाया गया है, उनके खिलाफ—

• नोटिस जारी
• सीलिंग
• तथा पेनल्टी
  जैसी कार्रवाई की जा रही है।

सिंगल यूज प्लास्टिक पर सख्त प्रतिबंध

स्वच्छता और पर्यावरण संरक्षण के तहत एक बार प्रयोग किए जाने वाले प्लास्टिक पर पूर्ण प्रतिबंध के लिए विशेष अभियान चलाने का निर्देश दिया गया।
नगर परिषद ने बताया कि विगत माह की दो एंटी-एन्क्रोज़मेंट ड्राइव में—

• 147 पैकेट प्लास्टिक जब्त किए गए
• ₹2,200 का जुर्माना वसूला गया

भवन निर्माण नियंत्रण के तहत 65 नए निर्माणकर्ताओं को नोटिस भी जारी किए गए हैं और स्ट्रीट लाइट इंस्पेक्टर को इस कार्य की जिम्मेदारी सौंपी गई है।

“शहरी विकास जनसहभागिता का परिणाम”—उपायुक्त

उपायुक्त प्रेरणा दीक्षित ने कहा कि जिले का शहरी विकास जनसहभागिता और संगठित प्रयासों पर आधारित है।
उन्होंने चेतावनी दी कि किसी भी प्रकार की अनियमितता, अतिक्रमण या स्वच्छता संबंधी लापरवाही पाए जाने पर संबंधित पदाधिकारियों एवं व्यक्तियों के विरुद्ध सख्त प्रशासनिक कार्रवाई की जाएगी।

बैठक में सदर अनुमंडल पदाधिकारी, नगर परिषद कार्यपालक पदाधिकारी, सिटी मैनेजर सहित नगर परिषद के अन्य पदाधिकारी एवं कर्मी उपस्थित रहे।
